Adoption of Published Agenda 4.1 Regular Council Meeting Agenda for August 8, Moved by Deputy Mayor Meloche (R ) That the published agenda for the August 8, 2017 Regular Council Meeting be adopted, with the following corrections and additions: The Clerk advised that under Agenda item 8.4 Planning Report the reference to the municipal address should be corrected to 2849 County Road 20 ; Councillor Snively advised that he would be bringing forward two Notices of Motion for the August 21, 2017 Regular Council Meeting, re: Residential Development in Ward 4 and the second notice, of motion relating to the possibility of holding an annual event similar to the Colchester 225 event; Councillor Bondy advised that she would bring forward two additional Notices of Motion for the August 21, 2017 Regular Council Meeting, re: Demographics on Town led surveys and a request that a letter be sent to the Federal and Regular Council Meeting Minutes- August 8, 2017 Page 1 of 9

2 Provincial Governments concerning the costs for environmental clean-ups on their properties. 5. Adoption of Minutes 5.1 Regular Council Meeting Minutes for the July 17, 2017 Moved by Councillor Snively Councillor Voakes (R ) That the minutes of the Regular Council Meeting held July 17, 2017 be adopted as circulated. 6. Public Presentations 6.1 Presentation and Report - Economic Development Officer Nelson Silveira Nelson Silveira, Economic Development Officer gave a power point presentation on the value of the Community Improvement Grant Program in our municipality. Mr. Silveira shared many before and after photos of businesses and new businesses that have taken advantage of the grants. He told Council that the program should be viewed as an investment in our Centres, not an expense. Moved by Councillor Bjorkman Councillor Voakes (R ) That the report presented by Nelson Silveira, the Economic Development Officer, providing Council with an overview and results of the Community Improvement Revitalization Grant Program for Essex and Harrow, be received. 7. Unfinished Business 8. Reports from Administration 8.1 Building Report RE: June 2017 Building Report Moved by Deputy Mayor Meloche (R ) That Report Building , dated July 17, 2017 providing Council with a summary of building activity in the Town of Essex for the month ending June 30, 2017 be received. 8.2 Fire Department Report RE: Auxilium Group Software Purchase Agreement Regular Council Meeting Minutes- August 8, 2017 Page 2 of 9

3 By-Law 1632 Being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Essex and Ontario Limited (Operating as Auxilium Group) (R ) That Report Fire , dated July 20, 2017 prepared and submitted by Rick Arnel, Fire Chief, entitled "Auxilium Group Software Purchase Agreement" recommending that Council approve the purchasing of the Datalynk software system and enter into a service agreement with the provider of the system at a cost of five hundred dollars per month, plus Harmonized Sales Tax and it be funded through Capital project "Fire Master Plan" FD ; And that By-Law 1632 being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Essex and Ontario Limited (Operating as Auxilium Group) be read a first and second time and provisionally adopted on August 8, Planning Report RE: Proposed Essex Centre Community Improvement Project Area Expansion. By-Law 1629 Being a by-law to enlarge the Community Improvement Project Area of the Essex Centre Community Improvement Plan. Councillor Snively (R ) That Report Planning dated August 8, 2017 prepared by Jeff Watson Policy Planner and submitted by Chris Nepszy, Director of Infrastructure and Development entitled "Proposed Essex Centre Community Improvement Project Area Expansion", recommending that Council approve the expansion of the Essex Centre Community Improvement (CIP) Project Area to incorporate Heritage Park, a portion of the former Canadian National Railway corridor and the properties at 87 Station Street and 91 Scratch Street as described in said Report, be received and approved; And that By-Law 1629 being a by-law to enlarge the Community Improvement Project Area of the Essex Centre Community Improvement Plan be read a first, second, and a third time and finally passed on August 8, Planning Report RE: Jordy Warkentin Billboard request By-Law 1628 Being a by-law regulating the erection of signs in the Town of Essex and permitting the erection of a permanent off-site advertising ground sign (billboard) at 2849 County Road 20. 4 Moved by Councillor Bjorkman Deputy Mayor Meloche (R ) That Report Planning , dated August 8, 2017 prepared by Jeff Watson, Policy Planner and submitted by Chris Nepszy, Director of Infrastructure and Development entitled "Jordy Warkentin Billboard Request (Ward 3), be received and approved; And that permission to erect a permanent off-site advertising ground sign (billboard) at 2849 County Road 20, west of Iler Road be granted with the provisions noted in the report; And that By-Law 1628 being a by-law regulating the erection of signs in the Town of Essex be read a first and second time and provisionally adopted on August 8, Verbal Report - Chief Administrative Officer (Interim) Update on the completion of Street B re: Moir Crane Donna Hunter, Chief Administrative Officer (Interim) advised Council that Administration met with Moir Crane and talked about storm water management and advised that the Town is satisfied with what they are planning to submit for engineering review. Chris Nepszy, Director of Infrastructure and Development continued the update and informed Council that Administration met with the Ministry of Transportation Ontario (MTO) to discuss the site and application process on behalf of the Developer and to see if the Town could assist in any fashion. He advised that MTO is generally agreeable with the proposed development; however he noted that they do have specific rules and regulations that have to be met. He further noted that many of the items required by the MTO were needed by the Town as well (i.e. storm water management, traffic impact, turning radius calculations, site line verifications, etc.). Furthermore, he updated Council further that the Developers have had a subsequent meeting with the MTO and as a result of this consultation, it was identified that Street B would be the preferred option for access and egress to the yard at the proposed site. Mrs. Hunter advised that Administration is proposing to Council that an attempt be made to negotiate with the land Developer to cost-share the paving of the Street B. She advised if their attempt is unsuccessful it may cost the Town $40,000 which could be found from cost savings in the capital budget Moved by Councillor Bjorkman Deputy Mayor Meloche (R ) That the verbal update by Donna Hunter, Chief Administrative Officer (Interim) and Chris Nepszy, Director of Infrastructure and Development on the development of Street B re: Moir Crane, be received; And that Administration negotiate on behalf of the municipality the best possible cost sharing agreement with the Developer and move forward on the project for the paving and development of Street B. 5 9. Reports from Youth Members 10. County Council Update Deputy Mayor Meloche updated Council on the result of the issue of the Library Strike reserve funds as discussed at the recent County Council meeting. He advised that they brought the Town of Essex s resolution to the Council meeting and that County Council voted to keep the money in reserve for future needs. Moved by Councillor Bjorkman Councillor Snively (R ) That Deputy Mayor Meloche s verbal update from County Council on the issue of the Library reserve, be received. 11. Correspondence 11.1 Correspondence to be received Moved by Mayor McDermott Councillor Voakes (R ) That correspondence listed in Agenda Item 11.1 be received and, where indicated, to further share such information with the community using suitable methods of communication Correspondence to be considered for receipt and support City of Owen Sound Resolution 12. Committee Meeting Minutes RE: Support Resolution - Request for Economic Impact Analysis Deputy Mayor Meloche (R ) That the copy of correspondence from the City of Owen Sound to the Premier of Ontario, dated July 19, 2017 notifying the Premier that they support the Ontario Chamber of Commerce's request that an Economic Impact Analysis be done of the proposed reforms to the Employment Standards Act, prior to implementation, be received Essex Police Services Board- May 11, 2017 and June 1, Arts, Culture and Tourism Committee - July 12, Personnel Committee - July 17, Committee of Adjustment - July 18, 2017 Regular Council Meeting Minutes- August 8, 2017 Page 5 of 9

6 Councillor Snively (R ) That the Committee Meeting Minutes listed in agenda item 12 together with any recommendations noted therein be received and adopted as circulated. 13. Financial Operating and Capital Budget Forecasts By-Law 1633 Being a by-law to adopt the Operating and Capital Budget Forecasts which were adopted in principle by Council on June 12, Moved by Councillor Snively (R ) That the Capital and Operating Forecasts be received; And that By-Law 1633 being a by-law to adopt the Operating and Capital Budget Forecasts be read a first, a second and a third time and finally passed on August 8, Operating Report and 2017 Capital Report RE: For the month ending July 31, Councillor Bondy (R ) That the 2017 Capital Report and the 2017 Operating Report for the month ending July 31, 2017, be received. 14. New Business 15. Notices of Motion The following Notices of Motion will be brought to the table at the August 21, 2017 Regular Council Meeting: 15.1 Mayor Ron McDermott RE: Use of iphones/ipads to communicate during Council Meetings. 7 RE: Moving the caboose from the train station to Main Street to be used as a tourist information booth/information centre. That Administration schedule rotating budget meetings throughout the municipality Councillor Snively RE: Residential Development in Ward 4 Moved by Councillor Snively That Administration be requested to prepare a report on initiatives the Town could pursue to encourage further residential development in Ward Councillor Snively RE: Annual Summer Event at Colchester Harbour Moved by Councillor Snively That Administration be requested to prepare a report on the feasibility of holding an annual summer event at the Harbor similar to the recent Colchester 225 and Get Your Red and White On events Councillor Bondy RE: Demographic information on Town and/or Consultant lead surveys That Town and Consultant lead survey s, include information on demographics information so that the Town can be advised as to the collection of information from all segments of our population Councillor Bondy RE: Environmental clean-up costs incurred on Federal lands That Administration send a letter to our Member of Parliament and Member of Provincial Parliament concerning their legal responsibility for environmental cleanup on federal and provincial land and the associated costs. 8 15.8 Councillor Voakes RE: Property Development on Highway 3 That Administration be requested to prepare a report on the vacant property at Highway 3 and County Road 8 and its development. 16. Reports from Council Members Mayor McDermott and Council members took this opportunity to let Doug Sweet, Director of Community Services know how happy they were with the Colchester 225 celebration at the harbour. They thanked Mr. Sweet, the Committee, all the volunteers and attendees that helped make the event a success. Councillor Bondy asked that a letter of thanks be sent to the Ministry for the money that was given to the Town for the celebration. 17. Announcements Deputy Mayor Meloche - 33 rd Annual Steam and Gas Engine Museum Show. He advised that there are lots of events planned beginning August 11- Noon to 6:PM, August 12-10:00 AM to 6:00 PM, and August 13-10:00 AM to 5:00 PM. Council has been invited to participate in the parade and advised if anyone wishes to participate in the parade that they be there at 8:30 AM. 18. By-Laws 18.1 By-Laws that require a third and final reading By-Law 1625 Being a by-law to confirm the proceedings of the July 17, 2017 Regular Meeting of the Council of The Corporation of the Town of Essex Councillor Snively (R ) That By-Law 1625 being a by-law to confirm the proceedings of the July 17, 2017 Regular Meeting of the Council of The Corporation of the Town of Essex be read a third time and finally passed on August 8, By-Laws that require a first, second, third and final reading 18.3 By-Laws that require a first and second reading By-Law 1631 Being a by-law to authorize the execution of an Agreement between The Corporation of the Town of Essex and The Corporation of the City of Windsor RE: 2017 Pathway to Potential.
