3 1 INTRODUCTION 1. The urgency of thesis Binh Duong is a province which plays an important role in socio-economic development of the Southern major economic area, because it has favorable geography position for agricultural and industrial investment and development and also other services. When implementing the guidelines of the Party on agricultural development, the Party Committee of Binh Duong Province promotes traditions of aggressiveness, creativeness and go-ahead of provincial inhabitants; simultaneously, it strengthens to exploit the available potentials of localities to develop economies. Thanks to policy spreading with a flowered sedge mat for welcoming investors and associated with keenness of provincial Party Committee in the direction and implementation of industrialization and modernization lines, the economy of Binh Duong has achieved rather comprehensive development. The economic structure has had transferred to the direction of industrialization and modernization. The material and spiritual lives of inhabitants have been incessantly improved. These achievements have created the stable premise for Binh Duong to continue striving for industrial province to the modern direction. However, in reality, the industrial development of Binh Duong still has many shortcomings and limitations: the industry has high growth speed but not really equally between periods and lacking of durableness, the structural transferring in aspects are still slow; the industry has mainly developed in width, the enterprises scales are still small, the technological level is backward, the quality and competition of products are still low; the environmental pollution, personnel development, social security problems are having the urgent request of settling. Therefore, the research of process when the Party Committee of Binh Duong directed the industrial development from 1997 to 2015 in order to evaluate objectively the achievements and to point out limitations and initially withdraw several experiences for improving the quality and efficiency of industrial development in the province in next time, it is the essential activity with deeply theoretical and practical meanings. Thanks to these reasons stated above, the research student selects the matter: The Party Committee of Binh Duong Province directed the industrial development from 1997 to 2015, as the historical Doctor s thesis title, major of History of the Vietnam Communist Party.

4 2 2. Purposes and tasks of the research 2.1. Research purposes The thesis contributes to restore the process when the Party Committee of Binh Duong Province applied the guidelines of Party, the policies of State into direction of industrial development from 1997 to 2015, and then the thesis introduces remarks on advantages, disadvantages and withdraws several experiences with reference values and contributes into implementing successfully the industrialization and modernization of the Party in the innovation period Research tasks - It analyzes to clarify factors which have impacts on industrial development direction of the Party Committee of Binh Duong Province from 1997 to It has remarks on advantages and limitations, reasons of advantages and limitations in the process of industrial development direction by the Party Committee of Binh Duong Province from 1997 to It withdraws several experiences with practical and theoretical values for direction of the Party Committee of Binh Duong Province on industrial development. 3. Object and scope of the research 3.1. Research object The thesis researches the guidelines and process when the Party Committee of Binh Duong Province directed the industrial development from 1997 to Research scope - About content: The thesis concentrates into researching the guidelines of Party Committee of Binh Duong Province on industrial development, the process of industrial development direction, achievement evaluation and experience withdrawing. - About space: In the area of Binh Duong Province. - About time: The thesis researches the process of industrial development direction by the Party Committee of Binh Duong Province from 1997 (year of reestablishing the province) to 2015 (year of ending the 9 th term of Party Committee s Congress) 4. Theoretical foundations, materials and researching methods The thesis bases on the theoretical foundations of Marxism-Leninism, Ho Chi Minh s Thoughts, lines and options of Vietnam Communist Party on industrial development.

5 3 The thesis uses the collection of researching methods of major and interbranch, in which it mainly uses the historical method and logic method. In addition, the thesis also uses the methods: analyzing, collecting, reckoning, surveying on site in order to highlight the reality of industrial development direction by Party Committee of Binh Duong Province from 1997 to Scientific contributions of the thesis - In the foundation of analyzing the factors which have impacts on the process of industrial development, the thesis will clarify the activeness and creativeness of Party Committee of Binh Duong Province in the process of applying guidelines of the Party on industrialization and modernization into the local reality. - It systematizes the guidelines and direction of Party Committee of Binh Duong Province on industrial development from 1997 to It evaluates objectively the advantages, limitations; it explains the reasons of advantages and limitations; it withdraws experiences from process when the Party Committee of Binh Duong Province directed the industrial development from 1997 to Theoretical and practical meanings of the thesis The research results of thesis contribute into providing the scientific foundations to continue managing and directing to complete the industrial development guidelines in the locality in the international integration period. The thesis can be used as reference for branches and departments of Binh Duong Province and provinces and cities in the Sothern major economic area in the implementation of industrial development. In a specific level, the thesis can be used as reference for researching and teaching the history of local Party Committee and also the History of the Vietnam Communist Party. 7. Structure of the thesis Apart from introduction, conclusion and list of works promulgated by the author in connection to thesis, list of references and appendixes, the thesis is divided into 4 chapters and 10 sections.

The researches stated above provide the foundations and valuable materials for the author to complete his research work SUMMARY OF RESEARCH RESULTS OF WORKS RELATED TO RESEARCH TITLE AND THESIS S MATTERS WHICH SHOULD CONTINUE TO BE RESEACHED Results of works related to research title The works stated above have researched the industrial development in many different fields, several works relate directly to the title of thesis. The contents of researches contribute to clarify many theoretical and practical matters, as follows: First of all, it clarifies the current situation, results and experiences of industrial development of Vietnam in the innovation period. The matter of industrial development in the innovation period has attracted many attentions of scientists, managers; it is menioned and studied under many different viewpoints, with many categories of monographs, references, theses, doctor s theses, research titles, professional magazines, and etc. Secondly, all works on industrial development in localities confirm the roles of industry during process of industrialization and modernization; it is an important strategy to implement well targets of socio-economic development in the locality. The researches have analyzed and clarified the activeness and creativeness of localities when developing the industry with private characters suitable to their potentials and disadvantages, such as process of transferring the industrial structure; industrial development in the sustainable direction; developing industrial areas, and etc. Thirdly, the works are rather diversified, abundant and mention more and less the process of industrial development in Binh Duong in the period of industrialization and modernization. Under different approaching viewpoints, the works have clarified the advantages and outstanding achievements and also difficulties and weaknesses in economic development in general and industrial development of Binh Duong in particular.

9 7 Fourthly, although there are many different research objects and research targets, several works have used the suitable research methods and scientific approaches. They are really important suggestions which help the research student to select, inherit and use the research methods and approaches most reasonably to solve the research targets and tasks of thesis Contents which the thesis continues to research All works stated above have researched the industrial development in many different fields, several works related closely to research title of thesis s author. Based on materials and research purposes of thesis, the thesis will concentrate into settling the fundamental matters, as follows: First of all, it clarifies the theoretical foundations of industrial development direction of the Party Committee of Binh Duong Province from 1997 to Secondly, it systematizes and generalizes the viewpoints and guidelines of Party and the application process of the Party Committee of Binh Duong Province about industrial development in the period of industrialization and modernization strengthening ( ). 10 8 Chapter 2 GUIDELINES AND DIRECTION PROCESS OF THE PARTY COMMITTEE OF BINH DUONG PROVINCE ON INDUSTRIAL DEVELOPMENT FROM 1997 TO FACTORS AFFECTING THE INDUSTRIAL DEVELOPMENT IN BINH DUONG Roles of industry for socio-economic development The industry play very important role in the process of socio-economic development in our country. Firstly, the production industry and equipment of labor means (machines, devices and production tools) are becoming more and more modern for economic branches in the process of industrialization, modernization and building technical material facilities of the socialist s big production. Secondly, the production industry and provision of consumption goods satisfy the demands of life improvement of inhabitants. Thirdly, the industrial development has great influences on thoughts, lifestyles, styles and methods of production and life organization in the modern direction. Foully, the industrial development promotes the development of production forces, creates employment and improves the labor quality Potentials, benefits of industrial development in Binh Duong Natural conditions Binh Duong is a province which belongs to the South -eastern region. It has very favorable position for building infrastructures, enterprises, factories and developing the concentrated industrial zones. Binh Duong has rather diversified sources of resources and minerals, especially nonmetal minerals originated from magma, sediment and diversified specific origins. This is the material source for traditional industries and strong points of province, such as pottery, construction materials Socio-economic, cultural and historical characteristics In past time, Binh Duong was a part of Gia Dinh area. Binh Duong is rich in patriotic and revolution traditions. The revolution traditions, favorable natural conditions, and together with labor resources are the internal force for Binh Duong to develop the socio-economy in the innovation period. Binh Duong Province is one of self-motivated localities in economic development and attractive to foreign investment. The year of 1997 is the first year

11 9 of re-establishment, but the economy of Binh Duong Province has grown with high and comprehensive speed. Most of important targets were met and exceeded the proposed plan The current situation of Binh Duong s industry before re-establishing the province ( ) and proposed requirements for new period The current situation of Be River s industry in the period ( ) Be River s industry in the period had powerful development steps, higher than in previous year, but it still was not the key economy which plays an role of leading the provincial economy. However, the achievements which the industry had achieved in this period became the foundation for Binh Duong s industry to grow in the next period Requirements for Binh Duong in the period of industrialization and modernization period Binh Duong is the locality which has low starting-point. The identification of opportunities, challenges to have specific strategies for developing industrial products with disadvantages, to participate actively into the international economy integration process together with whole country is very necessary matter GUIDELINES OF PARTY COMMITTEE OF BINH DUONG PROVINCE ON INDUSTRIAL DEVELOPMENT FROM 1997 TO Industrial development guidelines of the Party The Party s guidelines were industrial development in the period , through the 8 th and 9 th congresses and several congress of the Central government. The 8 th National Congress of the Communist Party of Vietnam (June 1996) laid down as a policy: Developing industries, firstly the processing industry, customer products and exporting products, building selectively several heavy industry companies in fields of petroleum, cement, mechanics, electronics, steel, fertilizer, chemicals and etc. The average speed of industrial production value in each year is 14-15%. The 9 th National Congress of the Communist Party of Vietnam (April 2001) approved the Socio-economic development strategy The policy was developing dramatically the high technology industries, especially information technology, telecommunications, electronics, automation. It focused on development of industries with competitive advantages, paying attention to processing industry and exporting goods production industry; industries serving the rural economic and agricultural development.

12 10 To be fully aware of industrial development of the Party in the spirit of the 9 th congress on 3/2/2004, the 9 th congress of the Central Committee issued the Resolution No. 34/NQ-TW On several guidelines, policies and big solutions in order to implement successfully the Resolution of the 9 th Congress of Party. The industrial development guidelines of the Party is an important base for Party Committee of Binh Duong Province to apply into conditions and situations of each locality, to develop the industrial economy in the general direction of Party, to propose the suitable guidelines and policies for promoting the industrial development in new period Industrial development guidelines of Party Committee of Binh Duong Province The 6 th Congress of Party Committee of Binh Duong Province (December 1997) identified the industry is the central step with important role for career of industrialization and modernization of province and the Northern major economic area. The congress laid down as policy Industrial development with high speed and advanced technologies, products with highly competitive level. Inheriting the achievements in period , the 7th Congress of Party Committee of Binh Duong Province (January 2001) laid down as policy: Strengthening industry in the direction of intensive investment, equipment renovation, advanced and modern technologies, improving the competitiveness of products; increasing fast the industrial density in GDP structure. This policy aims at creating the direction for process of fast and sustainable industrial development, also hastening the development of knowledge economy and usage of high intelligence content and modern technologies in the industry. In the period , to be fully aware of policies and directions for industrial development by the Party, based on local reality, the Party Committee of Binh Duong Province always has proper, suitable and timely guidelines in order to speed up the industrial development PARTY COMMITTEE OF BINH DUONG PROVINCE DIRECTED THE INDUSTRIAL DEVELOPMENT FROM 1997 TO Directing to speed up the administrative procedure innovation and investment environment improvement Binh Duong had implemented many guidelines and solutions in order to create a clear environment which attracted investors to produce and trade in the locality. Implementing the administrative innovation guidelines, the People s Committee of Binh Duong Province issued decisions on administrative procedure

13 11 innovation, especially procedures related to approving, forein and domestic investment licenses, business registration licenses for enterprises. The administrative innovation had created the powerful improvement on leadership methods, working manners of Party and government organization system of Binh Duong Province. In 2005, the competition index of Binh Duong Province ranked 1/42 provinces and cities in the whole country which participated into ranking system, 37 countries and territories invested into Binh Duong Directing to improve and build the industrial engineering - infrastructure system The Party Committee of Binh Duong Province always considered the industry as breaking-though foundation for economic development and its core was infrastructures to create the connection to industrial zones and economic centers. Directing to improve, upgrade and build the transport system. Identifying the important role and position of transport infrastructure system in the industrialization and modernization career, the province had concentrated into directing the transport branch and the related levels and departments to build and implement the transport infrastructure system in the province in connection with transport development plas of country and locality, the overall planning for socio-economic development. Directing to upgrade and improve the electrical, water systems and several other services Together with transport system development for serving demands of industrial economic development, Binh Duong Province had paid attention to improving the system of power supply and water supply and drainage. For system of services with infrastructure properties, such as: posts and telecommunications services, banking finance, Binh Duong Province advocated to establish branches serving directly in industrial areas and industrial clusters Direct to plan and build industrial areas and industrial clusters After re-establishing, the Party Committee of Binh Duong Province had directed to conduct promptly surveys and investigations for correcting the overall planning and simultaneously re-building the transferring directions of economic structures in Binh Duong Province following direction of industrialization and modernization. Implementing guidelines of building and developing the industrial areas and industrial clusters, the provincial committee of Party, People s Committee of Province and branches had directed to implement by Documents, Resolutions:

14 12 Decision No. 124/2004/QD-UB dated 20/9/2004 On agreeing with adjustment planning, addition of industrial areas and industrial clusters of Binh Duong Province until 2010 and the vision until 2020; Notice No. 415-TB/TU dated 26/7/2004 by the Provincial standing committee of the Party, On approving Adjustment reports, adding Planning on developing industrial areas, industrial clusters in Binh Duong Province until 2010, and the vision until 2020 In 1997, Binh Duong had 7 industrial areas which were granted licenses and put into operation, until 2005, Binh Duong had developed additionally 9 industrial areas, the land area of industrial areas increased 2 times, thus total number of industrial areas increased to 16 areas which were allocated in 4 districts: Di An, Thuan An, Ben Cat and Tan Uyen with total land area of 3,241 ha. Until December 2005, there were 674 enterprises which operated in industrial areas, the rate of land for rent in industrial areas was 70%; in which, 7 industrial areas which were established and operated before 2000 reached the rate of land for rent above 90% Directing to train, attract and develop human resources for industry The Party Committee and Government of Binh Duong always paid attention to developing human resources for socio-economic development and also industrial development, and it was considered as core factor for developing. However, the in-site human resources of Binh Duong Province had not satisfied in terms of quantity and also quality for industrial areas, whereas this provinces had the biggest number of industrial areas in the whole country. In order to satisfy demands of training the human resources serving strategies of socio-economic development in general and industrial development in particular, the provincial committee of Party, People s Committee of Binh Duong Province continuously issued the guideline documents. With target of human resource development for satisfying requirements of industrialization and modernization in period , the affairs of training and developing the human resources of Binh Duong had achieved many positive achievements. In each year, the province had settled employment for about 33,000 laborers, the rate of laborers who had trained decreased from 4.5% in 1997 to 2.8% in Directing to develop industrial branches In the period , Binh Duong Province concentrated to direct the development of industrial branches suitable to structure of more diversified industrial products, in order to exploit well the potentials and benefits of the locality. In August 1998, People s Committee of Binh Duong Province approved

15 13 Overall socio-economic planning of Binh Duong Province until 2010; In 2003, People s Committee of Binh Duong Province approved Adjustment of overall planning of socio-economic development in Binh Duong Province in the period of Implementing guidelines on planning and developing the industrial branches, apart from traditional products, new industrial products, mainly divided into branch groups, such as: mineral exploiting industry, pottery and construction material production; apicultural products, foods, drinks and wood processing industry; footwear and garment industry; chemical, rubber and plastic industry; mechanical, machinery manufacturing and metal producing industry; electrical - electronic industry; small-scale industry. The industrial branches of Binh Duong developed rather diversified and abundant, the high technology industrial branches were invested and developed, which created higher and higher added value for local industry Directing the affair of environmental protection in industrial development The environmental protection in industrial production activities was an inevitable requirement for sustainable development. The People s Committee of Binh Duong Province had issued many decisions in which the environmental protection had to concentrate into pollution prevention from steps of building approving plans, investment projects; preventing from increasing environmental pollution. It stipulated the detailed standards on industrial waste water into each specific water area in the area of Binh Duong Province, in order to reduce environmental pollution during process of industrial production. Under the close management of provincial People s Committee and departments, the environmental production in Binh Duong had the important achievements. For 8 years of industrial development, although there were always environmental pollution cases in each year, but there was not any serious violation case, and all environmental pollution cases were settled timely and effectively. Conclusion of chapter 2 The potentials and position of province was early recognized in the Southern major economic area, based on proper application of Party s guidelines, the Party Committee of Binh Duong Province had directed to direct industry and to strengthen affairs of planning and building the industrial areas and industrial clusters in order to gradually form the industrial centers of province and contributing into improving the production capacities and to promote the socioeconomic development speed and to transfer the economic structure of province in

16 14 the direction of industrialization and modernization. The value of industrial production increased on average 34%/ year; in 2005, the value of industrial production reached 88,633,968 million dongs. The achievements in the process of implementation direction in this period were the foundation for Party Committee of Binh Duong Province to continue completing guidelines and policies for promoting the industry more and more developed in next period. Chapter 3 PARTY COMMITTEE OF BINH DUONG PROVINCE DIRECTED TO STRENGTHEN INDUSTRIAL DEVELOPMENT FROM 2006 TO REQUIREMENTS ON STRENGTHENING THE INDUSTRIAL DEVELOPMENT IN BINH DUONG IN NEW PERIOD Impacts of world and national situation for industrial development in Binh Duong At the beginning of century XXI, the concept of world had many significant and deep changes, which had powerful impacts in all aspects of social life of countries. The opportunities and challenges stated above originated from inside the local economy, and also had significant impacts of changes from international and domestic situations, especially economic changes. They will become opportunities and challenges during process of economic development of Binh Duong until Requirements for industrial development of Binh Duong Province in new period Originated from impacts of international and domestic situations, especially general development of Vietnamese industry and also current situation of industrial development in Binh Duong, the requirements are proposed: Firstly, because of impacts of globalization and global economic integration process, it requires that the industrial development must be prioritized in the direction of increasing industrial products with high technological content and added value, using few laborers and reducing environmental impacts. Secondly, the internal structure of industry must ensure its roles and strong points in the field of processing and manufacturing industry; it develops the foundation of supporting industry and provides products of supporting industry. 17 GUIDELINES ON STRENGTHENING THE INDUSTRIAL DEVELOPMENT OF PARTY COMMITTEE OF BINH DUONG PROVINCE FROM 2006 TO Guidelines of Party on strengthening industrial development The 10 th National Congress of the Communist Party of Vietnam (April 2006) advocated to concentrate resources into developing strongly and improving the quality of industries with competitive advantages, creating exporting products and attracting many laborers, such as: processing aquatic products, forest products, agricultural products; garment, footwear, household wood products; ship building mechanics, manufacturing synchronous equipment, electrical equipment, construction equipment, agricultural machines, traffic means, manufacturing and installing mechanics - electronics; supporting industry, information technology and software production industry. Political program for building the country in the transitional period to socialist (Added and developed in 2011), the guideline: Paying attention to developing heavy industries, basic manufacturing industries and industries with advantages; the fishery, forestry and agricultural development have high technological level and quality associated with processing industry and new-style rural area development. Socio-economic development strategy in period confirms: Density of industries and services occupies about 85% in GDP. The value of high technology products reaches about 45% in total GDP. The value of manufacturing industry s products occupies about 40% total value of industrial production. The industrial economy development guideline of Party in the period had important orientation for Party Committees of localities to apply into their conditions and situations, to develop the industry in the general direction of the Party, contributing into implementing successfully the targets proposed by the Party Guidelines of Party Committee of Binh Duong Province on strengthening the industrial development The 8 th Congress of Binh Duong Province s Party Committee (2005) laid down as a policy: Developing industry with advanced industry, products with high competition. Building programs which give priority to developing key industry, high technology industry and major industries which create high added values; supporting industries and etc. The congress indentified to continue strengthening the development of industrial areas and industrial clusters under planning; filling the area of existing industrial areas.

18 16 Implementing the guideline of fast and sustainable industrial development following the policy of the 8 th Congress of Party Committee on 27/4/2007, the provincial committee of the Party proposed Fast and sustainable industrial development program in the period which advocated to develop industry in the direction of quantity growth and quality growth, ensuring efficiency, stability and environmental protection. The 9 th Congress of Binh Duong Province s Party Committee (September 2010) laid down as a policy promoting the affair of marketing and investing for high technology industries in order to re-structure the internal of industry in the direction of quality and competition improvement in the process of internal economic integration process. The guideline of industrial development strengthening of the Party Committee of Binh Duong Province in period was built systematically, synchronously and suitably to the local reality of new period and keeping pace with tendency of era PARTY COMMITTEE OF BINH DUONG PROVINCE DIRECTED TO SPEED UP THE INDUSTRIAL DEVELOPMENT FROM 2006 TO Directing to strengthen the administrative procedure innovation and investment environment improvement In order to continue improving awareness on meaning and purposes of administrative innovation in State management affairs, to contribute into promoting the socio-economic development suitable to socio-economic development planning and international integration process. Pursuant to actual situation of locality, the provincial committee of the Party of Binh Duong issued the action program No. 49-CTGD/TU, Implementing Resolution No. 17-NQ/TW of the 5 th Congress of Central Committee of the Communist Party of Vietnam (term X) on speeding up administrative innovation, management efficiency and validity improvement of State s machine. The target of administrative procedure innovation promotion for fields which inhabitants, organizations enterprises paid much attention to had many shortcomings; creating favorable conditions for inhabitants, organizations and enterprises. For implementing the mechanism one door one connected door at provincial level, on 13/9/2013, People s Committee of Binh Duong issued Decision No. 2239/QĐ-UBND, on approving Project on organizing the section which receives records and returns results according to mechanism one door and one connected door at provincial level in Concentrated administrative

And then, the province had concentrated the section receiving records and returning results of 20/20 departments, sections and branches and all administrative centers under Project 30 conducted in Open administration areas, in order to receive and resettle 100% procedures related to people and enterprises Directing to contribute building and developing the industrial engineering - infrastructure system Improving and upgrading transport infrastructure Thanks to indentifying the importance of traffic system for industrial development, investment attraction and contributing into completing targets shown in Resolutions of the 8 th and 9 th Congresses of Provincial Party Committee, Binh Duong Province had invested, built and upgraded many important roads, contributed into creating foundations for socio-economic development. Directing to continue improving and upgrading the electrical, water and telecom infrastructures. On 25/11/2011, Ministry of Trade - Industry issued Decision No. 6178/QĐ- BCT, On approving Planning on power development in Binh Duong Province in the period and consideration to This planning was an important legal foundation for the provincial People s Committee, power planning management agencies in the locality to invest and build the line and transformer station works, ensuring the consistence and sustainability of power system, which played an important role in socio-economic development of the province in period Together with development process of industrial areas and process of urbanization, demands of clean water serving production and living activities of inhabitants had increased more and more. In period , Binh Duong Province had invested and built 15 water plants and 10 new water supply works were put into operation, total number of water plants was increased to 28 plants, total water supply capacity reached 329,500 m 3 / day and night, the rate of urban population who used clean water reached 99%. The telecommunications system of Binh Duong Province was built and developed with modern technology and suitable to overall socio-economic development planning of Binh Duong Province until Directing to develop other infrastructures: The insurance services were developed abundantly, which contributed into protecting better and better health, assets and lives of people and enterprises.

20 Directing to speed up building industrial areas, industrial clusters associated with urbanization process following the modern direction About developing industrial areas and industrial clusters Implementing guidelines on planning and developing the industrial areas and industrial clusters, on 30/8/2006, People s Committee of Binh Duong Province issued Decision No. 215/2006/QĐ-UB, Approving the industrial development planning of Binh Duong Province in the period It decided to propose the target that until 2020, Binh Duong had 31 industrial areas with land area of 9,220.5 ha (in which 6 industrial areas were located into Binh Duong Urban - Service - Industry Complex) and 23 industrial clusters with land area of 2,704 ha. Total land area of industrial areas and industrial clusters until 2020 will be about 12,000 ha. On 07/4/2009, People s Council of Binh Duong issued Resolution No. 35/NQ-HDND7, About adjusting and adding the planning of industrial areas in Binh Duong Province until 2020, advocated to adjust and add the planning for developing industrial areas by People s Council of Binh Duong, in which: Developing industrial areas in the direction of forming chain of indistrual areas associated with development of necessary urban areas, residential areas and socioeconomic infrastructure system for the whole locality, which contributed into promoting synchronously the speed of urbanization and modernization of province. About urban planning and development in modern direction Together with concentrating into speed up developing industrial infrastructures, the urban development for industry was a matter which Binh Duong Province gave leading priority. 21 19 program for implementing Resolution in the 8 th Congress of Provincial Party Committee about Training, attracting and improving the quality of human resources in Binh Duong Province in period The rate of laborers who had trained was strived above 60% until On 20/7/2011, Party Committee of Binh Duong Province issued Program No. 20-CTHĐ/TU, About Improving the quality of human resources of Binh Duong Province in period Implementing Program of provincial Party Committee, People s Committee of Province had directed branches to improve the quality of officials and public servants; to create source of core leaders originated from the available staff of officials, public servants and from excellent pupils and students in the province; to attract laborers with high training levels to work in the province; to improve rate of laborers who were trained vocationally. Beside training and improving the quality of human resources, People s Committee of Binh Duong Province issued policies on attracting and supporting regimes for training and developing human resources of province. These policies had created good conditions for the locality to attract and train a skilled human resource, especially human resource with high quality, to serve tasks of socioeconomic development and industrial development of province in particular Directing to continue speeding up developing industries In the period , Binh Duong Province concentrated into directing to develop and to select business lines suitably and to encourage investing and developing fast the business lines and products with high added value and modern technologies. On 30/8/2006, People s Committee of Binh Duong Province issued Decision No. 215/2006/QĐ-UBND, About approving the industrial development planning of Binh Duong Province in the period The planning proposes the orientation for developing priority industrial branches, such as: mechanical industry, electronics, chemicals, agricultural products, forest products and foods for exporting, industries with high technology. The core industries: agricultural products, forest products and foods processing industry; chemicals, rubber, plastics; garment - footwear; pottery and construction material production. On 24/10/2008, People s Committee of Binh Duong Province issued Decision No. 3357/QĐ-UBND, About orientation of developing priority industries, key industries in Binh Duong Province in the period and several policies for promoting development; On 18/12/2013, People s Committee of Binh Duong issued Decision No. 3281/QĐ-UBND, About approving the

22 20 adjustment on industrial development planning of Binh Duong Province until 2020 and orientation to In the period of new development, the province concentrated into directing to develop high technology industries and branches suitable to potentials and advantages of locality and supporting industry, and etc Directing affairs of environmental protection for ensuring the industrial development following the sustainable direction. Before requirements of speeding up the industrial development following the sustainable direction, the provincial Party Committee, People s Committee of Binh Duong Province had many policies and methods to direct drastically the matter of environmental protection. On 28/4/2006, People s Committee of Binh Duong Province issued Decision No. 108/2006/QD-UBND, About approving the industrial pollution management program of Binh Duong Province in the period The targets of program aimed at improving the environmental quality in industrial areas and industrial clusters and enterprises which lied outside industrial areas in the whole province. On 16/7/2007, The Party Committee of Binh Duong province issued Program No. 42-CTr/TU, Environmental protection program in the period ; On 22/8/2011, The Party Committee of Binh Duong province issued Program No. 23-CTr/TU, Environmental protection program of Binh Duong in the period The targets of Program were prioritizing into attracting investment into high technology industries, Encouraging and supporting enterprises to renovate advanced technologies and techniques and technologies friendly with environment. Conclusion of chapter 3 In the period , inheriting and promoting the achievements of the previous period, basing on proper guidelines and policies of Party Committee, provincial Party Committee, People s Committee of Binh Duong Province had directed departments, branches and localities to deploy actively the effective implementation of industrial development guidelines in the scope of whole province. The industrial production value increased on average 17.8%; in which the domestic economic section occupied 31%, the section with foreign investment capital occupied 69%. Until 2015, the industrial production value of province reached 217,211 billion dongs, increasing 10 times higher than in 1997.

23 21 Chapter 4 REMARKS AND EXPERIENCES 4.1. REAMARKS ON PROCESS WHEN THE PARTY COMMITTEE OF BINH DUONG PROVINCE DIRECTED THE INDUSTRIAL DEVELOPMENT FROM 1997 TO Advantage The Party Committee of Binh Duong province had recognized correctly the role of industry in socio-economic life In the process of managing and directing the industry development, the executive committees of Party and government of Binh Duong Province had recognized clearly the role of industry in the period of speeding up industrialization and modernization and timely proposed timely guidelines and methods which were suitable to reality of locality and general development tendency of country, satisfied people s aspirations, and agreed and responded by branches, departments and people. Therefore, the industry of Binh Duong has always maintained the high development speed in the period of industrialization and modernization When directing the industrial development, the Party Committee of Binh Duong Province had early proposed policies and solutions synchronous and suitable to reality of locality. Proposing policies closely to local reality: The development does not only base on advantages in natural resources, natural conditions but more important based on advantages with humanities. They were clear mechanisms and policies and favorable environment for mobilizing and attracting all resources and all economic members, all capitals for promoting the development. Placing the industry of Binh Duong in overall development of area: The Party Committee and government of Binh Duong Province actively stimulated the potentials, advantages and cooperated closely with provinces and cities in the Southern major economic area to develop. Simplifying administrative procedures: Entering into period of speeding up industrialization and modernization, in order to give priority to industrial development, Binh Duong advocated to speeding up improving administrative procedures and creating a clear environment to attract strongly investment projects inside and outside the country. Developing abundantly and synchronously the technical infrastructures for creating good conditions for industry to develop: During economic development process, Binh Duong always considered industry as breaking-through foundation
