3 1. Adoption of the agenda 9194/17 OJ CONS 27 RELEX 405 The Council adopted the above agenda. NON-LEGISLATIVE ACTIVITIES 2. Approval of the list of "A" items 9196/17 PTS A 37 The Council adopted the "A" items listed in 9196/17. The document on item 4 should read as follows: Item 4: 9002/17 DEVGEN 86 ACP 40 RELEX 385 SOC 319 WTO 109 COMER 68 FDI 8 + COR 1 (mt) 3. Any other business High Level Conference on Development Cooperation, Rome, 27 April 2017 The Italian Delegation informed the Council about the successful outcome of the High Level Conference "Sixty years and beyond - Contributing to Development Cooperation", held in Rome on 27 April Cooperation with Middle-Income Countries (MICs) The Polish Delegation, supported by the Estonian, Spanish, Lithuanian, Latvian, Portuguese and Romanian Delegation, proposed a discussion at a future meeting of the Foreign Affairs/Development Council on the cooperation with middle-income and graduated countries. The Ocean Governance, New York, 5-9 June 2017 The Swedish Delegation informed the Council about the upcoming Ocean Conference of which Sweden and Fiji are co-presidents. It will support the implementation of the Sustainable Development Goal (SDG) 14 ("Conserve and sustainably use the oceans, seas and marine resources") of the Agenda /17 3

Humanitarian crises = Draft Council conclusions on Operationalising the Humanitarian-Development Nexus 9417/17 DEVGEN 108 ACP 53 RELEX 436 COHAFA 41 The Council held a discussion on how better to respond to the most pressing humanitarian crises, with a focus on Syria as well as the food insecurity in Yemen, South Sudan, Somalia and northeast Nigeria. Delegations stressed the need for increased flexible and predictable humanitarian funding; finding political solutions to conflicts that cause or exacerbate humanitarian crises; ensuring humanitarian access and protection of civilians and humanitarian workers; and strengthening the strategic and operational links between humanitarian assistance, development cooperation, and conflict prevention and resolution. 5. Post-Cotonou Framework On the basis of the Joint Communication "Towards a renewed partnership with African, Caribbean and Pacific (ACP) countries after 2020"', adopted by the Commission and the High Representative on 22 November 2016, the Council held a discussion on the options proposed in the Communication. 6. European Consensus on Development = Adoption 9393/17 DEVGEN 106 ACP 52 RELEX COR 1 The Council adopted the "The new European Consensus on Development: "Our World, our Dignity, our Future". The new European Consensus will provide a framework for a common approach to development policy that will be applied by the EU institutions and the Member States and will guide their action in their cooperation with the developing countries. The Luxembourg Delegation submitted a statement for the Council minutes. 9489/17 4

5 ANNEX STATEMENTS FOR THE COUNCIL MINUTES Ad "B" item 6: European Consensus on Development = Adoption STATEMENT BY LUXEMBOURG "Luxembourg regrets that the new European Consensus on Development, which will establish the medium-term framework for the development cooperation of the European Union and its Member States, has departed from its main raison d être, which is poverty eradication, while placing that objective in the new framework of Agenda In the course of the negotiations, Luxembourg had voiced its concerns with regard to the establishment of conditionalities and the inclusion of a reference to readmission, and to compliance with the OECD/DAC criteria in the context of the security-development nexus. Luxembourg also supported the European Parliament's request that a monitoring mechanism be set up in order to achieve the longstanding target of devoting 0.7% of Gross National Income (GNI) to ODA - a commitment made by the UN Member States in 1970 and repeatedly reaffirmed by the European Union and its Member States. These concerns are not, or scarcely, reflected in the text. The new Consensus will mark a clear regression from the 2005 Consensus, which Luxembourg greatly regrets." 9489/17 5 ANNEX
