2 MINUTES ANNUAL MEETING JOINT REVIEW BOARDS Wednesday, February 13, 2018 Mayor s Conference Room 9:00 AM Tim Tolliver, TIF Administrator, called the meeting to order at 9:00 a.m., with City Attorney representative Adam Hoerner, Chief Bryan Doyle of Fairview/Caseyville Township Fire District, City Clerk Karen Kaufhold, Director of Economic Development Paul Ellis, Debbie Donovan, Caseyville Township, Myla Blandford, East Side Health District, Norman Miller, Canteen Township and Land Use Executive Secretary Kelly Youngman in attendance. Mr. Tolliver opened the meeting for public comment; there being none, he continued the meeting. Mr. Tolliver explained the purpose of the meeting as a statutory requirement to meet annually and review the financial statements for the TIF districts. Bunkum Road Redevelopment Area TIF 1 Tolliver reviewed the 2017 Annual Tax Increment Finance Report for the Bunkum Road TIF as filed with the State of Illinois Comptroller, section by section. This report is reflective of the City s fiscal year which concludes in May 1, Tolliver informed there is a of $858,000 balance in the fund. He addressed the current issues with the original Fairview Hills residential development and ownership. Issues with the roadways remain to be corrected and we are still trying to cooperate with the residents for a resolution. It will be recommended that this year s distribution be declared a surplus and returned to all the districts. There being no further discussion, Mr. Tolliver continued to the next district. Shoppes of St. Clair Redevelopment Area TIF 2 Tolliver informed that the fiscal year fund balance is currently -$2, this is not unusual as we have not received disbursement from St. Clair County as of the date of this report. The TIF bond has been paid off and our attorneys are currently reviewing the original agreement to determine the next step for this district. A refund of bond reserve money of over $400,000 has been received from the bank holding the bonds. He suggested the closing out the TIF in the next year as the sole purpose of TIF was for the creation of The Shoppes at St. Clair. As there was no further discussion, Mr. Tolliver continued to the next district.

3 Lincoln Trail Redevelopment Area TIF 3 Tolliver informed there were two additional TIF redevelopment agreements within the district; one with NAPA located on Lincoln Trail and the other with Grand School District 110. The City continues working on a streetscape program along Commerce and Marketplace within the Marketplace area. Additionally the City is replacing sidewalks along the eastern portion on the south side of Lincoln Trail at a cost of $450,000 per quarter mile with a total cost of $2.1 All ADA requirements for sidewalks will be met. The fund currently contains about $1.6 million at the end of the fiscal year. Karen Kaufhold asked about the City s portion of TIF funding for the cost of the proposed roundabout. Mr. Tolliver explained that we will commit $691,000 of TIF funding for the portion of the streetscape. The City s portion for the roundabout will be approximately $400, We are committed to completion of the streetscape at an approximate cost of $1,000, over the next 5 years. There being no further discussion, Mr. Tolliver continued to the next district. West End Redevelopment Area TIF 4 Tolliver indicated that this is a newly created district so there are no funds that are available at the time of this report. There are no projects as of yet. Mr. Norman Miller asked about development of business around the Metro Link complex. In addition, he requested clarification of the ongoing sidewalk construction in this area. Mr. Tolliver explained that the sidewalks were not a TIF district project but rather a project through St. Clair County IGD funds and he would be unable to address the status of this project. Paul Ellis addressed the question about promotion of the West End area. He stated that a RFP had been sent out but did not get any responses. There being no further discussion, Mr. Tolliver continued to the next district. Ludwig Drive Redevelopment Area TIF 5 Tolliver explained the District was created in 2016 and currently has a negative balance as of the date of this report based on the costs for creating the district. Mr. Tolliver deferred to Paul Ellis to relay the progress for development of this area who indicated it has been difficult getting these vacancies filled but the City is in close contact with the investors to try and resolve this issue. Karen Kaufhold asked about Marcus Theaters. Mr. Ellis explained that the theater is not leaving, but will not invest in renovations until there is progress in the development of this area. Ms. Kaufhold asked about demolition of the existing properties to better utilize the area to which Mr. Ellis responded that it could be a possibility with the right investors but no one has mentioned it yet. As there were no further comments, Mr. Tolliver continued to the next district.

4 State Route 159 North Redevelopment Area TIF 6 Tolliver explained that the district was created in 2016 and currently has a negative balance from the SCI Engineering report on 72 acre site regarding mine subsidence which will provide valuable information to potential developers for solutions to stabilize the property. Mr. Tolliver turned the meeting over to Paul Ellis to relay current marketing strategies for the parcel. Mr. Ellis stated that this property would be ideal for a big box store or center or even a mixed use. There have been no firm results yet. Chief Bryan Doyle made a motion to approve the 2017 Annual Meeting Minutes which was seconded by Debbie Donovan.
