2 German Bilateral Technical Cooperation Strengthening Statistical Capacity in Partner Countries Institutional framework Germany s support to partner countries in strengthening their statistical capacity is carried out within a rather complex institutional framework. Official technical cooperation is financed with budgetary funds provided by the Ministry for Economic Cooperation and Development (BMZ). The ministry agrees to projects and programs in negotiation with partner countries, based on their applications. The BMZ then commissions the Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH to implement the projects. GTZ has only limited financial resources of its own for project funding. Together with the partner institutions, GTZ designs and monitors the projects. To undertake the specialist tasks within these projects, GTZ recruits external specialists. For this purpose, close cooperation is maintained with the German statistical system, in particular with the Federal Statistical Office (Destatis). In addition to fulfilling its key mandate as the German government's implementing agency for technical cooperation, GTZ can also make its know-how available to other parties wishing to commission its services. In such cases GTZ acts as a private-sector consulting company. GTZ then implements projects, generally in response to an invitation to tender. In some cases, a statistical offices (NSO) may wish to employ the services of a foreign expert, who then enters into an employment contract with the NSO. Because the salary offered may not be in line with the expert s home-country remuneration levels, Germany has a scheme for topping up the local salary, and it also takes care of social security and health insurance. The recruitment and placement of these integrated experts is carried out by the Centrum für e Migration und Entwicklung (CIM) a joint operation of the GTZ and the Central Placement Office (ZAV) of the German Federal Employment Institute. The funds are provided by the BMZ. Specific training programs are being carried out by the Carl-Duisberg Gesellschaft (CDG), through its "Center for Economic, Social and Environmental ", financed by BMZ and the European Commission. The Federal Statistical Office (Destatis) also carries out projects, mainly as reimbursable technical cooperation (for example commissioned by the European Union in programs such as Phare, Tacis, and the World Bank), with limited financial resources of its own.

3 Bilateral Technical Cooperation with Partner Countries GTZ as a government-owned corporation (see annex): BMZ-financed projects with National Statistical Offices are currently being carried out mainly in countries going through economic transition. The overall objective is to bring statistics in line with : China: industry, road transport Croatia: agriculture, general statistics (training programs, statistical methods) Kazakhstan: building and construction (price indices), labor costs, living standard indicators, agriculture and forestry (producer price indices) Kyrgyzstan: agriculture (pilot census, register) Further GTZ support for statistical capacity building is provided as individual elements of projects and programs within the general framework of economic and social reforms (for example in Bolivia). Focus is often on the statistical and analytical for monitoring poverty reduction strategies. Topics include macro modelling, systems of indicators and poverty mapping (for example in Kenya, Malawi, Benin, Guinea, Kamerun). GTZ as consultant: Tenders are submitted to EU (CARDS, TACIS) GTZ has a contract with Saudi Arabia. There GTZ acts as a coordinating umbrella organisation, providing a range of services, for example assigning long- and short-term experts in methodological and sectoral fields to the Central Department of. The specialised areas include inter alia: sampling, estimating procedures, census planning, data processing; accounts, demographic and social statistics.
