1 347. MINUTES of a Regular Meeting of the MUNICIPAL COUNCIL OF THE CITY OF KAMLOOPS, held in Council Chambers at 7 Victoria Street West, Kamloops, BC, on Tuesday, November 6, 2018, at 1:30 pm. PRESENT: Mayor Christian, Councillors Bass, Dudy, Hunter, O'Reilly, Sarai, Sinclair, Singh, and Walsh. 1. READING Chief Administrative Officer Trawin; Corporate Officer Mazzotta; Civic Operations Director Fretz; Corporate Services Director Humphrey; Community and Protective Services Director McCorkell; Assistant Development, Engineering, and Sustainability Director/Real Estate Manager Freeman; Communications Manager Heshka; and Legislative Assistant Anderson. The Corporate Officer gave a reading from the works of Socrates. 2. APPROVAL OF THE AGENDA Council approved the agenda. 3. PROCLAMATION Camp Out to End Youth Homelessness Week Katherine McParland, Executive Director, Rocky Hunter, Vice President, A Way Home Kamloops Society Re: Invitation to Camp Out to End Youth Homelessness Week Moved by Councillor Sinclair, seconded by Councillor Dudy, that December 9-15, 2018, be proclaimed "Camp Out to End Youth Homelessness Week". 4. PUBLIC INQUIRIES Tony Brummell, 2566 Skeena Drive In support of an open and accessible local government, requested Council to consider allowing questions from the public on topics not on the agenda. The Mayor stated Council will be looking at its Council Procedure Bylaw and will be advertising public input opportunities. The preference is always to direct the public to the people and places where they can access the best and fastest answers to their questions.

REPORTS - CHIEF ADMINISTRATIVE OFFICER - REGULAR Request for a Closed Council Meeting Moved by Councillor O'Reilly, seconded by Councillor Sarai, that Council authorize staff to schedule a Closed Council Meeting on November 20, 2018, under Community Charter Section 90: (1)(e) the acquisition, disposition or expropriation of land or improvements (2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party Rezoning Application No. REZ00666 Development Variance Permit Application No. DVP00532 (2214 Valleyview Drive) October 26, 2018, prepared by the Development, Engineering, and Sustainability Department to rezone the subject property in the Valleyview neighbourhood from RS-1 (Single Family Residential-1) to RS-1S (Single Family Residential - Suite), and to issue a Development Variance Permit to reduce the minimum lot width and minimum lot frontage from 15 m to 14.2 m to accommodate a single-family dwelling with a secondary suite. Moved by Councillor Bass, seconded by Councillor Sinclair, that Council authorize: a) Zoning Bylaw Amendment Bylaw No (Attachment A ) to be introduced and read for a first and second time b) a Public Hearing to consider Bylaw No c) distribution of Notice of Intent to consider Development Variance Permit No. DVP00532 (Attachment B ) for 2214 Valleyview Drive in accordance with Attachments A and B to the report dated October 26, 2018, prepared by the Development, Engineering, and Sustainability Department.

Page 3 Zoning Bylaw Amendment No will be held at third reading pending: approval by the Ministry of Transportation and Infrastructure submission of a landscape security in the amount of $2,500 Development Variance Permit Application No. DVP00531 (2526 Bentall Drive) October 29, 2018, prepared by the Development, Engineering, and Sustainability Department to issue a Development Variance Permit in the Aberdeen neighbourhood to reduce the minimum front yard setback in the RS-1 (Single Family Residential-1) zone from 6 m to 4.5 m for 8 new single-family lots and from 6 m to 5.25 m for one single-family lot within a proposed 14-lot subdivision. Moved by Councillor Dudy, seconded by Councillor Sarai, that Council authorize distribution of Notice of Intent to consider Development Variance Permit No. DVP00531 (Attachment "A" to the report dated October 29, 2018, prepared by the Development, Engineering, and Sustainability Department), for 2526 Bentall Drive. Development Variance Permit Application No. DVP00533 (6435 Barnhartvale Road) October 26, 2018, prepared by the Development, Engineering, and Sustainability Department to issue a Development Variance Permit in the Barnhartvale neighbourhood to reduce the side yard setback requirement in the CR-1 (Country Residential-1) zone from 6.0 m to 2.8 m to permit the construction of an attached garage. Moved by Councillor O'Reilly, seconded by Councillor Sinclair, that Council authorize distribution of Notice of Intent to consider Development Variance Permit No. DVP00533 (Attachment "A" to the report dated October 26, 2018, prepared by the Development, Engineering, and Sustainability Department), for 6435 Barnhartvale Road.

Page 4 Organic Matter Recycling Regulation Intentions Paper October 23, 2018, prepared by the Civic Operations Department to seek Council s endorsement to submit the comments from Utility Services Division, Environmental Services Section, and Engineering Development Section staff to the Ministry of Environment and Climate Change Strategy (Ministry) in response to the Province s 2018 Organic Matter Recycling Regulation (OMRR) Intentions Paper. Moved by Councillor Dudy, seconded by Councillor Singh, that Council endorse submitting staff's comments on the Ministry of Environment and Climate Change Strategy's Organic Matter Recycling Regulation Intentions Paper. Affirmative: Opposed: Mayor Christian, Councillors Bass, Dudy, Hunter, O'Reilly, Sarai, Sinclair, and Singh. Councillor Walsh. 6. MAYOR'S REPORT Deputy Mayor Rotation 2018/2019 Moved by Councillor Singh, seconded by Councillor Sinclair, that Council adopt the Deputy Mayor Schedule rotation as outlined in the Mayor s report dated October 25, Thompson-Nicola Regional District Board Appointments Moved by Councillor Dudy, seconded by Councillor Singh, that Council approve the Thompson-Nicola Regional District (TNRD) Board Appointments as outlined in the Mayor s report dated October 30, COUNCILLORS' REPORTS Councillor Singh Offered congratulations to the Mayor and welcome to the new Councillors. Stated that as President of the Union of BC Municipalities, there may be times he will miss Council meetings, but that he always keeps the City's best interests in mind.
