PROCEDURAL MATTERS a) Declaration of Pecuniary Interest b) Adoption of Minutes Moved by Councillor Campbell Seconded by Councillor Dubeau BE IT RESOLVED THAT the following Minutes of Timmins Council be adopted as presented: Minutes of a Regular Meeting held April 11, Y

REPORT& RESOLUTIONS a) Great Canadian Kayak Challenge and Festival NOHFC Funding Application ( R) Moved by Councillor Wawrzaszek BE IT RESOLVED THAT Council for the Corporation of the City of Timmins does hereby support an NOHFC application for the Community Capacity Building Initiatives Program which will provide for the Great Canadian Kayak Challenge and Festival. b) Regulating Gas Prices Across the Province ( R) Councillor Andre Grzela and Mayor Steve Black led the discussion with respect to this resolution. Council reviewed the background data provided to support this resolution and listed gas prices in other jurisdictions. Based on the discussion, Council agreed to amend this resolution to include the following: "... as in jurisdictions within Ontario that have..." and to add the Ontario Good Roads Association as a group to receive the resolutions of support. Moved by Councillor Wawrzaszek Whereas the price of fuel is critical to the day to day cost of living for all residents of Ontario; And Whereas the price of fuel plays a large role in establishing a competitive business climate; And Whereas some regions in Ontario have consistently experienced higher fuel costs that go beyond the cost difference of transporting fuel; And Whereas the fuel sales industry is quick to raise fuel prices as the price of oil increases but fuel prices do not adjust as quickly when the price of oil decreases; And Whereas history has shown that fuel prices increase for long weekends and holidays; And Whereas the Province of Ontario has the ability to regulate fuel prices; Now Therefore Be it Resolved that Council for the City of Timmins hereby petitions the Government of Ontario to regulate fuel prices to the levels that are affordable and profitable as in jurisdictions within Ontario that have lower fuel prices;

3 Page 166 Be it Further Resolved that this resolution and the background information are forwarded for support to all Municipalities in Ontario; And Further That all resolutions of support are returned to the City of Timmins for submission to the Premier of Ontario, the Minister of Finance, the Association of Municipalities of Ontario, Timmins - James Bay MPP Gilles Bisson and the Ontario Good Roads Association. c) Zoning Amendment re: Joel Vachon Government Road - M. Jensen Ms. Cindy Welsh, Manager of Planning was present to address the report and answer questions from Council. This will be brought back for approval at the next regular meeting. d) Temporary Use By-Law re: Centre Culture) LaRonde - M. Jensen Ms. Cindy Welsh, Manager of Planning was present to address the report and answer questions from Council. This will be brought back for approval later in the meeting. e) Zoning Amendment re: Steve Morin - Timberlock Inc- M. Jensen Ms. Cindy Welsh, Manager of Planning was present to address the report and answer questions from Council. This will be brought back for approval at the next regular meeting. 4. BYLAWS a) Zoning Amendment re: Lifting a Holding Jaguar Road North Provision - 41 Moved by Councillor Campbell Seconded by Councillor Dubeau BE IT RESOLVED THAT BY-LAW being a by-law to amend zoning by-law lifting the holding provision at 41 Jaguar Road North be given first and second reading. Moved by Councillor Campbell Seconded by Councillor Dubeau BE IT RESOLVED THAT BY-LAW being a by-law to amend zoning by-law lifting the holding provision at 41 Jaguar Road North be given third and final reading and be enacted and passed.

4 Page X67 b) Site Servicing Agreement re: Shirley Street Development- Gilles Leduc Moved by Councillor Dubeau BE IT RESOLVED THAT BY-LAW being a by-law to authorize a site servicing agreement with Gilles Leduc for the Shirley Street development be given first and second reading. Moved by Councillor Dubeau BE IT RESOLVED THAT BY-LAW being a by-law to authorize a site servicing agreement with Gilles Leduc for the Shirley Street development be given third and final reading and be enacted and passed. c) Agreement with Vianet Inc re: Internet Connectivity Provider Moved by Councillor Bamford BE IT RESOLVED THAT BY-LAW being a by-law to enter into an agreement with Vianet Inc respecting providing internet connectivity be given first and second reading. Moved by Councillor Campbell Seconded by Councillor Wawrzaszek BE IT RESOLVED THAT BY-LAW being a by-law to enter into an agreement with Vianet Inc respecting providing internet connectivity be given third and final reading and be enacted and passed. d) Agreement with Northern Telephone re: Local and Long Distance Telephone Services Moved by Councillor Campbell Seconded by Councillor Wawrzaszek

5 Page I 68 BE IT RESOLVED THAT BY-LAW being a by-law to enter into an agreement with Northern Telephone respecting local and long distance telephone services be given first and second reading. Moved by Councillor Bamford BE IT RESOLVED THAT BY- LAW being a by-law to enter into an agreement with Northern Telephone respecting local and long distance telephone services be given third and final reading and be enacted and passed. e) Agreement with Vianet Inc re: Primary Rate Interface Moved by Councillor Bamford BE IT RESOLVED THAT BY-LAW being a by-law to enter into an agreement with Vianet Inc for the primary rate interface be given first and second reading. Moved by Councillor Dubeau BE IT RESOLVED THAT BY- LAW being a by-law to enter into an agreement with Vianet Inc for the primary rate interface be given third and final reading and be enacted and passed. f) Agreement with the Ministry of Transportation re: Connecting Link Agreement- Reconstruction of Highway 101 East- Bruce Avenue Westerly Moved by Councillor Bamford BE IT RESOLVED THAT BY- LAW being a by- law to enter into an agreement with the Ministry of Transportation respecting the connecting link agreement for the reconstruction of Highway 101 East, Bruce Avenue Westerly be given first and second reading.

Moved by Councillor Bamford Seconded by Councillor Wawrzaszek BE IT RESOLVED THAT BY- LAW being a by-law to enter into an extension agreement for Dr. Auger's secondment be given third and final reading and be enacted and passed. h) Zoning Amendment re: Temporary Use Kent Avenue - Centre Culture) LaRonde Moved by Councillor Doody BE IT RESOLVED THAT BY-LAW being a by-law to amend zoning by-law respecting 120 Kent Avenue be given first and second reading. Moved by Councillor Doody BE IT RESOLVED THAT BY-LAW being a by-law to amend zoning by-law respecting 120 Kent Avenue be given third and final reading and be enacted and passed.
