MINUTES of a Regular Council Meeting of the MUNICIPAL COUNCIL OF THE CITY OF KAMLOOPS, held in Council Chambers at 7 Victoria Street West, Kamloops, BC, on Tuesday, November 21, 2017, at 1:30 pm. PRESENT: Mayor Christian, Councillors Cavers, Dhaliwal, Dudy, Lange, Sinclair, Wallace, and Walsh. 1. READING Councillor Singh absent; away on City business. Chief Administrative Officer Trawin; Corporate Officer Mazzotta; Corporate Services and Community Safety Director Duckworth; Public Works and Utilities Director Fretz, Finance Director Humphrey, Development and Engineering Services Director Kwiatkowski, Parks, Recreation, and Cultural Services Director McCorkell, and Legislative Assistant Beisel. The Corporate Officer gave a reading from the works of Mason Cooley. 2. APPROVAL OF THE AGENDA Council approved the agenda. 3. MINUTES Moved by Councillor Dudy, seconded by Councillor Wallace, that Council adopt the following minutes: October 31, 2017, Council Workshop Meeting November 7, 2017, Regular Council Meeting 4. DELEGATION: Terry Pile, Risk Manager, City of Kamloops Re: Thirty Years of Municipal Insurance Association of BC and Overview of Member Benefits Terry Pile, Risk Manager, City of Kamloops, provided Council with a brief PowerPoint presentation to outline the history of the Municipal Insurance Association of BC (MIABC) and highlighted the benefits the City has received as a member. He noted that the MIABC was formed in 1987, the City became a member in 1988, and that 90% of BC s local governments are presently members.

2 287. Page 2 The Risk Manager stated that the City s Risk Management Division works with MIABC to reduce or eliminate injuries and property damage claims in Kamloops. He highlighted some additional benefits the City has received with its membership, including $301,738 in dividends since 2006 and $136,723 in Risk Management Grant Funds since He announced that in honour of the 30th anniversary, MIABC is presenting the City with a commemorative plaque. 5. RESPONSE TO DELEGATION: Terry Pile, Risk Manager, City of Kamloops Re: Thirty Years of Municipal Insurance Association of BC and Overview of Member Benefits Moved by Councillor Sinclair, seconded by Councillor Cavers, that Council authorize a letter of thanks be sent to the Municipal Insurance Association of BC for the 30th anniversary commemorative plaque presented to the City of Kamloops. 6. PUBLIC INQUIRIES: Katrin Dietrich, St. Paul Street Expressed concerns about illegal activity taking place near the emergency homeless shelter located in the former Stuart Wood School and the related risks for students who take the school bus that picks up and drops off children nearby. She asked Council what is being done to keep children safe. Mayor Christian advised that the City has increased monitoring in the area and is in discussions with the Canadian Mental Health Association and RCMP to determine a collective response to the concerns raised. He further advised that School District No. 73 (SD73) is considering the possibility of moving the bus stop. The Mayor suggested that concerned residents should ensure their concerns are also communicated to SD73 and the Canadian Mental Health Association.

REPORTS - CHIEF ADMINISTRATIVE OFFICER The Chief Administrative Officer s Report was presented to Council as follows: Request for a Closed Council Meeting Moved by Councillor Dudy, seconded by Councillor Wallace, that Council authorize staff to schedule a Closed Council Meeting on November 28, 2017, under the Community Charter Section 90(1): (e) (k) the acquisition, disposition, or expropriation of land or improvements negotiations and related discussions respecting the proposed provision of a municipal service Public Works and Utilities Department Efficiencies November 16, 2017, prepared by the Public Works and Utilities Department to update Council on the efficiencies to be implemented in the Public Works and Utilities Department in order to maintain service levels and provide efficiencies. Moved by Councillor Dudy, seconded by Councillor Lange, that Council authorize: a) staff to proceed with hiring an additional electrician b) staff to proceed with purchasing a new excavator c) the Finance Director to update the Financial Plan accordingly, recognizing the noted savings Development Permit Application No. DPM00622 (2025 Hugh Allan Drive) November 15, 2017, prepared by the Development and Engineering Services Department to issue a Development Permit for site works, grading, and internal road layout, in accordance with the RM-1 (Multiple Family - Low Density) zone and the Multiple Family Development Permit Area Guidelines in the Pineview Valley neighbourhood.

4 289. Page 4 Moved by Councillor Wallace, seconded by Councillor Dhaliwal, that Council authorize the Corporate Officer to issue Development Permit No. DPM00622 for Blk. C, Sec. 34, Twp. 19, Rge. 18, W6M, K.D.Y.D., Except Plans KAP76651 and KAP78237 (2025 Hugh Allan Drive), in accordance with the site plan shown as Attachment A to the report dated November 15, 2017, prepared by the Development and Engineering Services Department. Development Variance Permit Application No. DVP00507 (232 Puett Ranch Road) November 15, 2017, prepared by the Public Works and Utilities Department to issue a Development Variance Permit to reduce the minimum lot street frontage required on cul-de-sac lots in the RS-3 (Single Family residential-3) zone from 18 m to 16 m to facilitate subdivision in the Rayleigh neighbourhood. Moved by Councillor Lange, seconded by Councillor Dudy, that Council authorize distribution of Notice of Intent to issue Development Variance Permit No. DVP00507 for Lot A, Sec. 20, Twp. 21, Rge. 17, W6M, K.D.Y.D., Plan KAP60892, except Plan KAP92747 (232 Puett Ranch Road) to vary Zoning Bylaw No , Division Twenty-One, RS-3 (Single Family Residential-3), Section 2103, Regulations, by reducing the minimum lot street frontage on a cul-de-sac lot from 18 m to 16 m, in accordance with Attachment A to the report dated November 15, 2017, prepared by the Development and Engineering Services Department. Canada Games Aquatic Centre Building Envelope Remediation Update November 9, 2017, prepared by the Parks, Recreation, and Cultural Services Department to seek Council s authorization to award a contract for professional consulting services for the remediation of the Canada Games Aquatic Centre building envelope and to plan future repairs/upgrades. Moved by Councillor Dudy, seconded by Councillor Lange, that Council authorize: a) awarding the Professional Consulting Services for Building Envelope Engineering services agreement to Carscadden Stokes McDonald Architects Inc. on an as-needed basis b) the Mayor and Corporate Officer to execute the design services agreement with Carscadden Stokes McDonald Architects Inc. based on the proposed terms

Page 5 Revenue Anticipation Borrowing Bylaw No , 2017 November 15, 2017, prepared by the Finance Department to seek Council s authorization of Revenue Anticipation Borrowing Bylaw No , 2017 (Attachment A ), which provides Council s approval of the City s line of credit facility with TD Commercial Banking (TD). Moved by Councillor Walsh, seconded by Councillor Wallace, that Council authorize Revenue Anticipation Borrowing Bylaw No , 2017, be introduced and read a first, second, and third time. Emergency Support Services Grant Request November 14, 2017, prepared by the Corporate Services and Community Safety Department to seek a Council resolution supporting the application for a grant of up to $25,000 from the Union of BC Municipalities Community Emergency Preparedness Fund. Moved by Councillor Wallace, seconded by Councillor Sinclair, that Council support the application for an Emergency Support Services enhancement grant of up to $25,000 from the Union of BC Municipalities Community Emergency Preparedness Fund. 8. COMMITTEE REPORTS Coordinated Enforcement Task Force October 30, Minutes Moved by Councillor Dudy, seconded by Councillor Wallace, that Council receive the October 30, 2017, Coordinated Enforcement Task Force minutes for information. CORRESPONDENCE For Action: Gay Pooler, Kamloops Downtown Business Improvement Association Re: Free Parking Saturdays in December for Christmas Promotion Memo of Response received from the Corporate Services and Community Safety Department supporting the request. MAIN MOTION Moved by Councillor Cavers, seconded by Councillor Lange, that Council authorize free on-street parking downtown with a three-hour time limit on the following Saturdays in accordance with the request from the Kamloops Downtown Business Improvement Association: December 2, 2017 December 9, 2017 December 16, 2017 December 23, 2017 December 30, 2017 AMENDMENT TO THE MAIN MOTION Moved by Councillor Walsh, seconded by Councillor Cavers, that the time limit for free on-street parking be reduced to a two-hour limit. Affirmative: Negative: Councillors Cavers and Walsh. Mayor Christian, Councillors Dhaliwal, Dudy, Lange, Sinclair, and Wallace. DEFEATED.
