1 THE CORPORATION OF LOYALIST TOWNSHIP 10th Session of Council Monday, June 13, 2016 The Council for The Corporation of Loyalist Township met in regular session at 7:10 PM on Monday, June 13, 2016 in the Administration Building. Roger Colborne - Development Policies Resolution Roger Colborne - Development Policies Moved by Deputy Mayor Bresee and Seconded by Councillor Ashley that Council receive the presentation by Roger Colborne regarding concerns with development policies, And that staff be directed to provide a report on potential options in the methodology used in assessing development fee changes.

Professional Services for Amherst Island Wind Energy Project Page 3 of 9 Resolution Professional Services for Amherst Island Wind Energy Project Moved by Councillor Ashley and Seconded by Councillor Gordon that the Public Works Manager s report, June 6, 2016, re: Professional Services for Amherst Island Wind Energy Report, be received and the following be adopted: 1. That Council authorize the execution of the Amending Agreement to the Client- Consultant Agreement For Municipal Works Short Form, dated November 10, 2015, between AECOM and Loyalist Township; and 2. That the MEO-CEO Agreement be executed between G.D. Jewell Engineering Inc. and Loyalist Township to allow for the provision of engineering services with respect to: a. Peer review of all technical reports and studies outlined in the Road Use Agreement between Loyalist Township and Windlectric; and b. That once the emergency repairs are completed, the Township continue coordinating with the Township's insurer and T.A. Andre to complete the final restoration. 2. That staff be directed to develop a detailed plan of action and pricing prior to commencing the work, to be submitted for consideration by Council, the Township's insurer, and any necessary external agencies. 8. Finance Department 8.1. Waterside Summer Series Music Festival Resolution Waterside Summer Series Music Festival Moved by Councillor Ashley and Seconded by Councillor Hegadorn that the report from the Director of Finance, June 6, 2016 re: Waterside Summer Series Music Festival, be received and that Council approve the transfer of the Waterside funds, approximately $27,750, to the new charitable organization: Waterside Summer Series Music Festival.

Proposed Social Media Policy Resolution Proposed Social Media Policy Moved by Councillor Ashley and Seconded by Councillor Hegadorn that the report from the Coordinator of Marketing and Customer Relations, June 2, 2016 re: Proposed Social Media Policy, be received and that Loyalist Township Council approve the Social Media Policy to engage and inform residents more broadly using social media platforms, while establishing corporate wide consistency and coordinated strategy with specific guidelines. 10. That the lease agreement between The Corporation of Loyalist Township and the

That Council award Tender # to Wemp & Smith Construction Ltd. for the total price of $158, including HST; 2. That Council approve By-law , being a By-law to authorize the Mayor and CAO to execute an agreement on behalf of Loyalist Township, with Wemp & Smith Construction Ltd., upon receipt of documentation and securities, and, in accordance with the tender documents; 3. That funds in the amount of $38,000 be transferred from the Loyalist Parkland Reserve Account ( ) to the Sand Beach Conservation budget (160042) to cover the budgetary shortfall; and 4. That Groundwork Engineering be awarded Loyalist Township RFP Amherst Island Firehall Training Room Addition at a cost of $43, including HST; and 2. That By-law , being a by-law to authorize an agreement with Groundwork Engineering for the design and critical point inspection of the upgrades to the existing Firehall and the new addition, be approved. 12. Motions of Congratulations and Condolences Condolences Councillor Hegadorn expressed condolences to the family of Winnie Carroll, who recently passed away. Condolences were also expressed, by Deputy Mayor Bresee to the family of Stanley Burke on his recent passing. 15.
