2 1 Dear Mr. Chairman! Ladies and gentlemen! On behalf of the delegation of Kazakhstan let me welcome the participants of the Asian Ministerial Conference on Disaster Risk Reduction and sincerely thank the organizers - the Government of India and the United Nations Office for Disaster Risk Reduction. It is impossible to overestimate the importance of this event, where the Asian Regional Plan for the implementation of Sendai Framework will be adopted that will allow to accelerate its implementation and arrange systematic monitoring actions by the States for disaster risk reduction measures. Lively discussions at the regional consultations in Central Asia on the provisions of the Asian Regional Plan for Disaster Reduction gave some momentum on improvement in Kazakhstan, at the national and local levels of the state mechanism. Today we can clearly say that the adopted last year the Sendai Framework provides effective guidance, identifying multi-lateral, integrated and multidisciplinary approach in the implementation of disaster risk reduction measures. During the last period of 2016, there has been considerable progress in the implementation of strategic objectives and key priorities of Sendai Framework in Kazakhstan. As may know, its first priority provides information on and encourages the country to rely on an understanding disaster risk in all its dimensions, including the exposure of people and assets, the characteristics of hazards. Kazakhstan in this direction carried out extensive work on updating the list of hazards of natural disasters existing on the territories of the country,

3 2 which made it possible to identify further areas of more than 100 potentially prone to flooding, mudflows and landslides. Advocacy work is being conducted with a population of these territories being educated about the risks. At the same, everybody has a right freely obtain information about the threats of natural disasters, anthropogenic accidents, which is fixed legislatively for all citizens and communities. In order to enhance the readiness of local communities in the specialized training centers of Civil Protection, an annual training and retraining of representatives of central and local executive bodies is being conducted. Also, annually trained more than 30,000 managers and specialists in the filed of civil protection, in the regions of the country. Introduced into practice an interactive method of teaching, which allows you conduct classes, simultaneously, in schools, on the safety behavior rules during emergency situations. Ongoing training for teachers on disaster risk reduction, using textbooks and teaching materials developed with technical support by UNICEF. Kazakhstan continues to improve its coordination mechanism, including the mechanism of cross-sectoral coordination of the activities of the government bodies and communities on disaster risk reduction, a core of which are the Commission on prevention and liquidation of emergency situations, existing both at the Government and the local level. Improving the efficiency of their work, as well as allocation to their work assignemnt the functions of national and local prevention plans and risk response implementation and evaluation, This will improve the institutional and legal framework for disaster risk management (Priority 2: Strengthening disaster risk governance to manage disaster risk). For systematic and efficient conduct of work on investing in disaster risk reduction measures, strengthening resilience i.e. implementation of the Priority 3: Investing in disaster risk reduction for resilience of the Sendai Framework in Kazakhstan, various events on emergency situations are integrated into fundamental documents of the State planning system of the republic. So, one of the main goals of the Strategic Development Plan of the Republic of Kazakhstan till 2020 is to ensure the security of individuals and

4 3 society, to create conditions to reduce the risks and minimize the damage caused by man-made accidents and disasters. In order to protect towns and villages throughout the country, river banks works are being carried out, anti-mud slide protection dams and flood levees are being built. So, for example as a result of complex engineering activities to protect the population against floods, no settlement of the country was flooded during the spring flooding this year. About 40% of the territory of Kazakhstan is an earthquake prone area, where live more than 9 million people. In recent years, the country carried out seismic reinforcement of 350 educational, health care and industrial facilities. In the framework of the Priority 4: Enhancing disaster preparedness for effectiveresponse and to Build Back Better in recovery, rehabilitationand reconstruction a work on the revision of building codes is being continued, by regulating the earthquake engineering, including the seismic activity threats in the area of hydrocarbons production. In the current year has started its work, created by Kazakhstan and Kyrgyzstan governements, a Centre for Emergency Situations and Disaster Risk Reduction. To the work of the Centre has already joined Afghanistan. Several international organizations, present here, have expressed their readiness to support the activities of the Centre through the joint implementation of projects. It is expected that in the long term capacity of the Centre will strengthen the National Platforms, of the member countries, to respond to disasters and calamities. Together with the sub-regional office for the UN office for Disaster Risk Reduction (UNISDR) in Central Asia and South Caucasus, UNDP, UNICEF, we are conducting joint projects to fulfill the main goals of the Sendai Framework in Kazakhstan, to strengthen national capacity for risk assessment, prevention and response to disasters, disaster risk reduction, based on the communities in the regions, to support organizations and vulnerable communities, improve the sustainability of cities. I am sure that the result of our meeting in the framework of this conference will be an elaboration of a clear implementation algorithm of the Sendai Framework

5 4 In just one year, the Sendai Framework has become for all of us a basic document and the foundation for building effective measures in disaster risk reduction at national and regional levels. During the implementation of its priority areas Kazakhstan has an opportunity to enrich itself with international experience, obtain a support of various international organizations as the UN Agencies, the Japan International Cooperation Agency (JICA), Korea International Cooperation Agency (KOICA). From my part, expressing the commitment and full support to the guiding principles priorities for action of the program, I call the participants to elaborate of integrated and innovative approaches for effective implementation of the programme. In conclusion, it should be noted that the Ministry of Internal Affairs of the Republic of Kazakhstan is open for business cooperation.
