1 REQUEST FOR QUOTATION (RFQ) MANAGEMENT SERVICES FOR THE AGHEALTH AND SAFETY PARTNERSHIP Start Date: 1 July 2018 Finish Date: 30 June 2021 INFORMATION A. AgriFutures Australia is seeking Quotations for the above project. B. Each respondent to the RFQ is expected to: i. Be fully informed of all aspects of the work required to be performed; ii. iii. Submit a Quotation in accordance with RFQ Schedule 1 Statement of Requirement; and Submit a Quotation on the template provided at RFQ Schedule 2 Quotation. C. Each respondent, by submitting a Quotation, agrees that the Quotation is subject to the RFQ Schedule 3 Provider Agreement and agrees to comply with the conditions of the Agreement. The Respondent agrees that AgriFutures Australia may accept or decline to accept the Respondent s Quotation in its discretion. No commitments or contract exists until a contract in the form of the Provider Agreement is executed by both parties. The Respondent agrees that AgriFutures Australia is not required to enter into any contract in connection with the RFQ. The Respondent agrees that participation in any stage of the RFQ process is at the Respondent s sole risk and cost. D. Acceptance of a Quotation will occur only when an Agreement is issued or a contract is executed. E. AgriFutures Australia, at its discretion, may discontinue this RFQ, decline to accept any Quotation, decline to issue any contract or satisfy its requirement separately from this RFQ process. 1

THE SERVICES AgriFutures Australia is seeking Quotations for Management Services for the AgHealth and Safety Partnership. Terms of Reference Background The AgHealth and Safety Partnership (the partnership) is a collaboration between a number of Rural Research and Development Corporations (RDCs). It is a new initiative, taking the place of the previous Primary Industries Health and Safety Partnership, which had a 20-year history. The aim of the partnership is to: 1. Provide coordinated and collaborative leadership in improving health and safety RD&E outcomes for farmers and fishers. 2. Deliver practical research, development and innovations that contributes to a reduction in the incidence of death and injuries in the agricultural and fisheries industries. 3. Support the national coordination of health and safety strategies for primary industries in partnership with external organisations, such as FarmSafe, Safe Work Australia and the Safety Institute of Australia. The Secretariat will report to the Chair of the partnership and its Management Committee, comprising representatives from the RDC 2

3 partners. The partnership s focus is on developing practical innovative solutions for priority safety issues in the sector. There is a strong emphasis on using technology to find new solutions. The Secretariat will be responsible for managing a process to prioritise health and safety issues, develop project concepts, scope a full proposal for supported projects and then manage the service providers to undertake the work. The project management role is in addition to the coordination of quarterly meetings of the Management Committee. As secretariat to the group, the tenderer will be responsible for organising all meeting logistics in consultation with AgriFutures Australia. Project requirements Overarching Secretariat responsibilities 1. Provide leadership for coordinated and collaborative cross-sectoral health and safety projects for primary industries. 2. Set the agenda for the suite of investments for the partnership to address health and safety issues. 3. Communicate the outcomes of projects and represent the partnership at relevant meetings and fora. This includes liaising with other key stakeholders to support and coordinate the objectives of the partnership. 4. Promote opportunities for information sharing for existing rural health and safety investments and activities by RDC partners as well as external health and safety organisations (for example, FarmSafe, Safe Work Australia and the Safety Institute of Australia). 5. Identify external funding opportunities (for example with agribusiness, product manufacturers, other health and safety groups and/or agtech companies) to leverage RDC and Member Organisation investment in health and safety initiatives. Issue prioritisation 6. Undertake a process to identify and prioritise health and safety issues for each partner industry. 7. Consult with the partnership s Management Committee to prioritise top issues for action by the partnership s RDC partners. Project concept through to delivery 8. Develop project concepts addressing each of the identified priorities, including consideration of learnings from other Australian sectors (eg. mining) and overseas. 9. Each RDC contributes funding to the management of the group and then has the opportunity to opt into project level investment depending 3

4 on the prioritisation of the issue for their industry. 10. The Secretariat will manage a process of securing the investment needed for each project, this may involve seeking out external funding. They will need to engage project partners and manage project agreements in consultation with AgriFutures Australia. 11. Oversee the roll out of projects on behalf of the agreed project partners. Key focus areas 12. In additional to priority issues, there are key focus areas funded by all of the RDC partners. These key focus areas are mental health and agricultural data and statistics. Additional issues may be added as needed by the Management Committee. 13. The Secretariat is to develop an R&D investment plan for those key focus areas. They will then develop proposals and associated deliver projects. Management of the partnership 14. Coordinate all meeting logistics, including managing meeting procedures, papers and recording the minutes. 15. Provide a brief report as a standing item at Management Committee meetings on quarterly progress. 16. Support the Chair in undertaking the role, eg travel, briefing for meetings and communications. 17. Arrange for the provision of effective corporate governance and accountability services for the partnership, including legal and audit services if required. 18. Manage all financial records for the partnership, noting that the finances will reside with AgriFutures Australia. 19. The secretariat will manage the selection and negotiation of contractors to undertake the work, as well as initiate project partner discussions between the RDCs. 20. The secretariat will be responsible for coordinating the contracting process with project partners and service providers to the point of execution, which will be undertaken by AgriFutures Australia. A formal arrangement to manage the contracting process with AgriFutures Australia will be developed once the successful tenderer has been chosen. 21. Provide general business support, including management of intellectual property. 22. Oversee maintenance of the partnership s communications requirements, including the relevant web pages. This may be sub- 4

5 Facilities and assistance offered by AgriFutures Australia contracted out if needed. But the secretariat would be responsible for managing any out-sourced arrangements. Content currently is maintained on AgriFutures Australia s website. The most appropriate option going forward needs to be agreed by the Management Committee. Other responsibilities 23. Participate and represent the partnership at meetings and conferences, as required and with agreement of the Chair. 24. Explore opportunities for a central repository of information pertaining to health and safety research and innovation as developed by the partnership and from individual RDCs. 25. Develop a communication strategy for the partnership. AgriFutures Australia will oversee the Provider Agreement with the successful tenderer on behalf of the RDC partners. AgriFutures Australia will also provide support and advice. The secretariat will report to the Chair of the partnership and its Management Committee. All funding will be held by AgriFutures Australia and all meeting costs and other costs incurred by the partnership will be paid for by AgriFutures Australia so no project monies will be held by the Secretariat. Contracting will be completed using AgriFutures Australia s contract templates. Project invoicing and payments (from RDC partners and to service providers) will be completed by AgriFutures Australia. Travel for the project requires pre-approval by AgriFutures Australia and will be reimbursed based on the provision of receipts. The process for managing Secretariat travel can be negotiated with the successful tenderer. Skills, attributes and knowledge We are seeking a suitably qualified chartered safety professional to manage the roll out of the partnership s activities. The successful tenderer should have at least 5-10 years experience the implementation of critical control management. The successful tenderer should have good communication skills and effective project and people management capabilities. This role is expected to comprise 50% technical health and safety issues and 50% project management. This is a part time role with a time requirement estimated to be 1-2 days per week (negotiable). Knowledge of primary industries is as advantage but not a requirement. 5
