3 Funding framework The Ignalina Programme This project is funded by the European Union under the Ignalina Programme Central Project Management Agency (CPMA), an agency under the Ministry of Finance, manages the Ignalina Programme under an agreement with the European Commission The role of CPMA is to: approve tendering documents, and oversee the tender and evaluation process But, CPMA is not a party to the ensuing contract All Ignalina Programme contracts are denominated in euro 3

4 Legal framework Procurement of services Procurement will be conducted according to the Public Procurement Law of Lithuania (aligned with EU Public Procurement Directive)/ CPV code: 712 / 713 Publication Details Registration Electronic submittal There is no restriction on country of origin under the Public Procurement Law. 4

6 Language and documents During implementation The contract The contract working language can be Lithuanian, English and/or Russian Output documents for the main stakeholders and regulatory bodies will be in Lithuanian and English The nuclear power plant The main language of INPP for technical matters is Russian Additional documentation (e.g. drawings) required by the consultant in the course of the project may be in Russian only. The consultant should make arrangements accordingly 6

7 State security Application of the law This contract will be subject to the: Law on Protection of Objects of Importance to National Security ( No. XIII 992) Application of the law The proposed contract will be submitted for scrutiny of the Coordination Commission after selection of the successful bidder(s) The decision to preclude a contract is promulgated by Government Resolution Note Enforcement of this law is independent of INPP and CPMA and the criteria used are not disclosed To date, no contract for INPP has been precluded 7
