THAT the Regional Board read Zoning Amendment Bylaw o.2130 (Davidson), 2014 for a First and Second time. 4. THAT a public hearing be held pursuant to the Local Government Act; 5. THAT the holding of the public hearing be delegated to the Director of Electoral Area C. OPTIOS OPTIO 1: 1. 2 SITE COTEXT File o. 082/2014 The subject property is one of several rural residential parcels located along the Fort St. John East Bypass Road which is used by heavy industrial traffic. The quarter-section to the west (incorporated into the City of Fort St. John) is vacant but zoned for commercial development. To the east, there is a rodeo ground and the OSB plant. SITE FEATURES LAD: The parcel is mostly cleared but with tree stands in several locations, including trees along the property boundaries. STRUCTURES: The homesite has a house with several outbuildings. The work site has a 40 x60 (2400 ft²) shop, a trailer office, and a storage shed. ACCESS: Fort St. John East Bypass Road CLI SOIL RATIG: FIRE: 2C; Class 2 soils have moderate limitations that restrict the range of crops or require moderate conversation practices. Subclass C denotes adverse climate. Within the Fort St. John Rural Fire Protection Area. ALR: OCP: ZOIG: The subject property is outside of the Agricultural Land Reserve. The orth Peace Fringe Area Official Community Plan Bylaw o. 1870, 2009, designates the subject property as Medium Density Residential. Because the proposed subdivision would create an industrial lot, an amendment to the OCP is required. PRRD Zoning Bylaw o. 1343, 2001, zones the subject property as R-3 (Residential 3 Zone). Because the proposed subdivision would create an industrial lot, a rezoning is required. Page 2 of 6

3 HOMESITE: File o. 082/2014 Because the proposed industrial zone does not allow for a dwelling unit to be the principal use, the house must be removed prior to subdivision. IMPACT AALYSIS AGRICULTURE: /A COTEXT: POPULATIO AD TRAFFIC: This portion of the East Bypass Road is currently used for rural residential parcels. There is some industrial development within the municipality to the north and expected future commercial development to the east, also within the municipality. The proposed industrial development will likely increase traffic using the East Bypass Road. The removal of the house will decrease the residential population of this area. Page 3 of 6

14 PEACE RIVER REGIOAL DISTRICT Bylaw o. 2134, 2014 A bylaw to amend the orth Peace Fringe Area Official Community Plan Bylaw o. 1870, 2009 WHEREAS, the Regional Board of the Peace River Regional District did, pursuant to the Province of British Columbia Local Government Act, RSBC 1996, c. 323, adopt the orth Peace Fringe Area Official Community Plan Bylaw o. 1870, 2009 ; AD WHEREAS, an application has been made to amend orth Peace Fringe Area Official Community Plan Bylaw o. 1870, 2009 to facilitate an associated zoning affecting Lot 2, Plan 12574, Section 28, Township 83, Range 18, W6M, PRD; OW THEREFORE, the Regional Board of the Peace River Regional District, in open meeting assembled, enacts as follows: 1. This Bylaw may be cited for all purposes as Peace River Regional District Official Community Plan Amendment Bylaw o (Davidson), Schedule B Map 6 of orth Peace Fringe Area Official Community Plan Bylaw o. 1870, 2009 is hereby amended by redesignating Lot 2, Plan 12574, Section 28, Township 83, Range 18, W6M, PRD, from Medium Density Residential) to Light Service Industrial as shown shaded on Schedule A which is attached to and forms part of this bylaw.
