2 Bilateral cooperation in the area of regional development (national level) Russian Federation Memorandum of Understanding between the Ministry of Regional Development and Construction of the Republic of Moldova and the Ministry of Regional Development of the Russian Federation on interregional cooperation (signed on 11 September 2012 in Moscow). Republic of Poland 1. Memorandum of Understanding between the Ministry of Regional Development and Construction of the Republic of Moldova and the Ministry of Foreign Affairs of the Republic of Poland on establishing the Information Centre for local governments in Moldova (signed on 29 June 2012 in Chișinău). 2. Agreement on cooperation between the Ministry of Regional Development and Construction of the Republic of Moldova and the Ministry of Regional development and Tourism of Romania (signed on 3 March 2012 in Iași). 2. Agreement between the Government of the Republic of Moldova and the Government of Romania on implementation of the Programme of Technical and Financial Assistance based on granting non-repayable financial assistance in the amount of EUR 100 m, granted by Romania to the Republic of Moldova (signed on 27 April 2010 in Bucharest). + 2 additional protocols Estonia Agreement on cooperation between the Ministry for Local Public Administration of the Republic of Moldova and the Estonian Ministry of the Interior (signed on 4 November 2008 in Tallinn).

5 Goals of the Partnership Attaining sustainable social and economic development; Better use of financial, intitutional and human resources for the benefit of regional development; Improving the institutional structure by developing the existing potential and exchange of experience; Facilitating building partner relationships between representatives of public authorities and public institutions operating in the regions of development of partners; Exchange of experience in terms of regional development so that employees develop technical skills necessary for project management; Generating new ideas concerning regional project of common interest, support in their development and identification of sources of financing necesary for their implementation; Acquiring and using the funds within EU aid; Obtaining by Moldova of knowledge on preparations for accession to the EU.

6 Operations of internationalisations of the Regional Development Agency They support attracting external investors to the region, They are intermediary between the local and the state authority and key EU institutions, They facilitate establishing regional partner relationships, familiarising themselves with the practices of the European Union and the principles on which the policy of regional development is founded, They identify and promote projects of regional and local interest and projects of intraregional cooperation, They represent regions in interregional and European networks and partnerships, They cooperate with relevant bodies and institutions of the European Union and they participate in implementation of international projects of regional and local interest.

7 Forms of cooperation: Services of technical assistance; Trainings, meetings and specialist exercices; Visits and exchange of experience organised at different levels; Organising joint events (e.g. interregional economic forums); Organising meetings in order to present possibilities and challenges connected with EU funds; Exchange of information on regional development; Any other form of cooperation, mutually agreed.

8 Project modernisation of local public services in the Republic of Moldova Project proposal was developed on the basis of governmental bilateral negotiations Moldova Germany 11/2009. Project duration 7 years, in two stages: 1/ /2014 and 01/ /2016. Institutional partner: Ministry of Regional Development and Construction. Contribution of the German Federal Ministry for Economic Cooperation and Development (BMZ); additional funds : EUR 3.6 m, Co-financing of the Government of Romania: EUR 0.7 m, Co-financing of the Government of Sweden: EUR 3.3 m (SEK 30,000,000).

9 Goals of the project Improvement of local services in villages and cities of the Republic of Moldova through: 1st area of intervention: State-of-the-art investments and technologies Consolidation of competences and modernisation of the manner of management of service providers Tightening intra-community cooperation and engagement at the local level 2nd area of intervention: Better coordination of institutions at the local, regional and state level through integration of planning and execution of investments.

10 Energy efficiency Waterworks and sewage system Solid waste management 1. Increase of energy efficiency in the district hospital from Orhei. 2. Efficient lighting of street in the commune of Tatarauca Veche, Soroca district 3. Ecologic cleaning of rural areas of Costinesti-Stanca, Rascani district 4. Providing water and sewage system in the locality of Rosu, Cahul district 5. Popularising the integrated managment of collecting and storage of solid waste in the city of Soldanesti, in 7 rural localities in the Soldanesti and Rezina districts

11 Building competencies for the purposes of cross-border regional cooperation Key tasks: Consolidation of competencies of local governments with regard to identification and development of project proposals; Trainings organised by the Regional Development Agency North in cooperation with a non-governmental organisation Assistance in voicing project proposals within EU programme and the National Fund for Regional Development; Medium-term cooperation with the Academy of Public Administration by including classes and training materials in the national curriculum; Assistance of the Antenna Office in the implementation of EU programmes; Advisory services of the national coordinator of the EU Strategy for the Danube Region.

19 Pilot programme for regional development Part I technical assistance project with regard to improvement of regional statistics Part II aims at development of regional planning and development of investment projects portfolio, which may be financed (including technical documentation, feasibility study, specifications, etc.) for the following 5 areas: water and the sewage system, solid waste management, local roads of key importance and regional roads, Infrastructure and support for entrepreneurs, Energy efficiency in buildings for the general public
