3 The Corporation of the Township of Brock Municipal Administration Building Public Works Committee Session Three Monday, March 13, 2017 The Third Meeting of the Public Works Committee of the Township of Brock, in the Regional Municipality of Durham, was held on Monday, March 13, 2017, in the Municipal Administration Building Council Chamber. Call to Order Chair Lynn Campbell called the meeting to order at 10:00 a.m. requesting a moment of silence in honour of the passing of the CAO and Municipal Clerk s Mother and the passing of the Durham District School Board Trustee Ms. Elinor Hansen. Ted Smith that the minutes of the 2nd meeting of the Public Works Committee as held on February 6, 2017, be adopted as typed and circulated. MOTION CARRIED IV. Deputations - N I L V. MOTION CARRIED 491 Nick Colucci Report: 2017-PW-01 Request for Quotation B2017-PW- 08 Loader Councillor Miller enquired as to the location of the new loader to which the Director of Public Works advised that staff will review the locations, however, likely the Beaverton yard and that the Sunderland yard will receive the current Beaverton loader. She enquired as to the length of service of Township equipment to which the Director of Public Works advised that equipment is budgeted for a 15 year life expectancy, however, is dependent upon hours of use noting that this will replace a 31 year old loader. Resolution No. 3-3 MOVED BY Therese Miller that the Public Works Committee direct staff to award the contract to Nortrax Canada to purchase an articulated four wheel drive loader and that staff be directed to transfer an additional $42,135 from the Capital Equipment Reserve fund to address the shortfall. Re: communication no MOTION CARRIED 492 Nick Colucci Report: 2017-PW-02 Tender No. N2017-PW-07 One (1) Tandem Truck Resolution No. 4-3 MOVED BY Gord Lodwick that Committee accept the bid submitted by Currie Truck Centre contained in communication no MOTION CARRIED 493 Nick Colucci Report: 2017-PW Capital Road Program The Director of Public Works provided a revised map of the 2017 road program and advised that HL2 asphalt will be applied on two sections: Brock Road: north of Durham 23 and Concession 11 (Thorah) north of Highway 48. He provided an overview of the roads that will receive gravel treatment and double surface treatment noting that, should tenders come in under budget, additional roads could be completed. Councillor Lodwick enquired as to the total kilometres of roads that will receive double surface treatment to which the Director of Public Works advised 5.5 km. Regional Councillor Smith enquired as to the comparison in durability between gravel and asphalt grinding applications to which the Director of Public Works advised that asphalt grindings improve as traffic compacts the surface. Councillor Schaffer enquired whether the construction traffic for the Marydel development will affect the asphalt treatment of King Street in Beaverton to which the Director of Public Works advised that the application will occur later in the year or deferred to another year should staff decide it is advisable. Councillor Schaffer noted that a number of concerns have been raised with respect to the corner of Dundas Street and Mara Road to which the Director of Public Works advised that work from 2016 is scheduled to be completed by the Region of Durham in 2017 at that intersection including sidewalks and curbs. Councillor Lodwick enquired whether the company used by the Region to complete Mara Road will continue with the Township work on Dundas Street to

5 Session Three Monday, March 13, 2017 which the Director of Public Works advised that, while they were invited to tender, they do not produce HL2. Councillor Miller advised that she would prefer a continuous hard surface treatment be applied to the length of Brock Road north of Vallentyne for motorist safety. She requested that Concession 10 between Regional Road 23 and Sideroad 17 be added to the gravel program to which the Director of Public Works advised that, depending on the amount of tenders received, this could be considered. Mayor Grant expressed appreciation for the revised map and requested the addition of York Street in Beaverton between Bay and Simcoe Streets. He expressed gratitude for all of the roads addressed in the Township and enquired, with respect to rural residents concerns, as to the spring/summer maintenance of gravel roads that are rutted. The Director of Public Works advised that all frost must come out of the roads prior to maintenance and that gravel will be applied to Concession 6 and Sideroad 17 at Regional Road 12. The Director of Public Works advised that Concession 4 of Thorah, at the storage unit property, will be considered for paving due to the higher volume of traffic and staff monitor road conditions and traffic volumes to determine which treatment to apply to the roads. He advised that roads with high daily traffic counts warrant paving while those with lower counts receive gravel. Councillor Miller enquired as to the high traffic volume listed for Concession 2 west of Highway 7/12 (dead end). The Director of Public Works advised that it was based on the 2010 traffic count roads needs study. He further advised that this section is a candidate for gravel only and roads with a traffic count of less than 50 cars per day are not recommended for treatment. He concluded by advising that the roads needs study will be updated in Councillor Miller enquired as to the process for the roads needs study to which the Director of Public Works advised a combination of estimated and actual traffic counts are used as well as aerial photography and a review of each intersection. Mayor Grant enquired as to the possibility of obtaining asphalt grindings from the resurfacing of Highway 12 north of Highway 48 to Gamebridge to which the Director of Public Works advised he will follow up after the contract has been awarded. Mayor Grant enquired as to the communication strategy with respect to the upcoming road construction to which the Director of Public Works advised that he will work with the Region and MTO to develop detour routes and that MTO typically schedule work for the evenings. Councillor Schaffer enquired whether work could be halted for the weekends to which the Director of Public Works advised that some contracts specify the hours of work, however, the contractors may continue to work to maintain the schedule. Councillor Miller advised that one resident enquired whether asphalt grindings leach oil into the ground to which the Director of Public Works advised no more than regular asphalt. Regional Councillor Smith expressed appreciation for the information. He enquired as to the remainder of roads to be completed in Cannington and Beaverton to which the Director of Public Works advised that approximately 50% have been completed in Cannington and there are more left to be completed in Beaverton due to priority ratings. Regional Councillor Smith advised that he received water issue complaints from residents of Maple Street in Sunderland and enquired whether the Region is informed as to staging of paving to which the Director of Public Works advised that they are provided with our project list to coordinate the water work prior to paving.

6 Session Three Monday, March 13, 2017 Regional Councillor Smith enquired whether a detour is expected on Regional Road 13 from Highway 12 to Regional Road 23 to which the Director of Public Works advised that a detour is probable due to the elevation modification. Resolution No. 5-3 MOVED BY W.E. Ted Smith that Report: 2017-PW-03 as contained in communication no. 493 be received for information and that staff be instructed to proceed with the Capital Road Program as detailed in the report, acknowledging the staff recommended revisions. MOTION CARRIED VI. VII. Reports of Sub-Committees N I L General Items and Enquiries (1) Regional Councillor W.E. Ted Smith Resolution No. 6-3 MOVED BY W.E. Ted Smith that staff generate a report regarding the practicality, feasibility, and cost of reducing the speed limits on all roads under the jurisdiction of Brock Township to 60 km/hr. Regional Councillor Smith commented that safety is a concern with more cyclists and pedestrians on the Township roads and maintenance would be reduced with slower traffic. The Director of Public Works advised that he could provide a report noting that there is a movement province-wide to reduce the speed limit on rural roads to 60 km/hr, however, enforcement could be a challenge. Councillor Miller advised of her support and that she observed information on the MTO website with respect to a recommendation for rural road speed limits to be reduced to 60 km/hr. Councillor Lodwick advised that he supports the motion and noted that the requirement for enforcement may decrease with a lower speed limit posted. Mayor Grant advised of his support noting that, with an increase in large farm equipment on the roads, safety would improve and maintenance issues would be reduced. He advised that there would be a cost for signage as the Provincial standard is 80 km/hr. Councillor Campbell advised that she supports the motion. Resolution No. 6-3 MOVED BY W.E. Ted Smith that staff generate a report regarding the practicality, feasibility, and cost of reducing the speed limits on all roads under the jurisdiction of Brock Township to 60 km/hr. (2) Councillor Therese Miller MOTION CARRIED Councillor Miller advised that the speed limit on the shoreline roads was reduced in the fall of 2016 and a speed board would notify the residents who are unaware of the change.

7 Session Three Monday, March 13, 2017 Resolution No. 7-3 MOVED BY Therese Miller that staff be directed to contact DRPS to place a temporary speed board on the shoreline roads in May (3) Public Questions and Clarification MOTION CARRIED Ms. Olga Kuzmich, C1535 Concession 14, Cannington enquired as to obtaining a roads needs study every 3 years as opposed to 5 years to which the Director of Public Works advised that the 5 year timeframe is appropriate as road conditions are monitored and tracked by staff annually and updates are done after the completion of the road projects. Ms. Kuzmich enquired as to the lifespan of double surface treatment to which the Director of Public Works advised 5 to 10 years noting that 7 years is used for budget purposes. She requested that 18A, between Concessions 13 and 14, be added to the list and expressed gratitude for the rough road signage on Concession 14. VIII.
