2 6- Payments of Accounts - Vouchers No Moved: Dan Morrow Seconded: Martin Woods That we, the Council of the Township of Hudson do hereby, approve for payment the Roads Voucher in the amount of $22, Moved: Greg Seed Seconded: Bryan McNair That we, the Council of the Township of Hudson do hereby, approved for payment the General Administration Voucher in the amount of $36, Moved: Bryan McNair Seconded: Greg Seed That we, the Council of the Township of Hudson do hereby, approve for payment the Fire Department Voucher in the amount of $3, Reports from Staff and Others a- Roads The Roads Superintendent reported that they have thawed 73 culverts. The Roads Superintendent also mentioned that Foley Road had water running across the road. A3 Road also had a wash out and required 2" minus to fill the hole, which was then capped with 5/8" gravel. The snow in the bush has yet to thaw so the roads superintendent is expecting more running water. The roads department tested out a new roller that they built for around $3,500 to pack the roads while grading. Phillips road, Pike Lake turn and the hall parking lot were also swept. b- Fire Report There were no calls last month. Fire department replaced fuse for stove as it kept kicking on and off. c- Others: 7 Correspondence for Council s Consideration: a- Township of Madawaska - Asset Management b- Ernie Hardeman M.P.P. for Oxford - Municipal Landfill Site Approvals c- Township of Baldwin - Firearms legislation and licensing requirements d- Ministry of Agriculture, Food and Rural Affairs Moved: Greg Seed Seconded: Dan Morrow That we, the Council of the Township of Hudson do hereby, support the Township of Madawaska Valley in their attempt to make asset management planning tools available to municipalities at the expense of the provincial government Moved: Martin Woods Seconded: Bryan McNair WHEREAS municipal governments in Ontario do not have the rights to approve landfill projects in their communities, but have authority for making decisions on all other types of development; AND WHEREAS this out-dated policy allows private landfill operators to consult with local residents and municipal Councils, but essentially ignore them; AND WHEREAS municipalities already have exclusive rights for approving casinos and nuclear waste facilities within their communities, AND FURTHER that the province has recognized the value of municipal approval for the siting of power generations facilities; Page 2 of 5

3 AND WHEREAS the recent report from Ontario s Environmental Commissioner has found that Ontario has a garbage problem, particularly from Industrial, Commercial and Institutional (ICI) waste generated within the City of Toronto, where diversion rates are as low as 15%; AND WHEREAS municipalities across Ontario are quietly being identified and targeted as potential landfill sites; AND WHEREAS municipalities should be considered experts in waste management, as they are responsible for this within their own communities, and often have decades worth of in-house expertise in managing waste, recycling, and diversion programs; AND WHEREAS municipalities should have the right to approve or reject these projects, and assess whether the potential economic benefits are of sufficient value to offset any negative impacts and environmental concerns; THEREFORE BE IT RESOLVED THAT the Township of Hudson supports Bill 16, Respecting Municipal Authority Over Landfilling Sites Act introduced by MPP Ernie Hardeman and calls upon the Government of Ontario, and all political parties, to formally grant municipalities the authority to approve landfill projects in or adjacent to their communities; AND FURTHER THAT the Township of Hudson send copies of this resolution to MPP Ernie Hardeman and all municipalities Moved: Martin Woods Seconded: Greg Seed That we, the Council of the Township of Hudson do hereby, support the Township of Baldwin in their efforts to have Bill C-47 cancelled. 8- Correspondence for Council s Information: a- Stewardship Ontario - Recycling Program b- Ontario Association of Property Standards Officers Inc. -Training available c- Resource productivity and Recovery Authority (RPRA) - Tire Recycling Program d- Ministry of Infrastructure - Federal and Provincial funding, $21.8 billion e- Ontario Provincial Police Municipal Policing billing Statement Property Count 9- Other Business: a- Election Compliance Audit Committee - Proposal Moved: Greg Seed Seconded: Dan Morrow That we, the Council of the Township of Hudson do hereby, approve the recommendation of the Returning Officer to accept the proposal of E4m as our Election Compliance Audit Committee for the upcoming 2018 Municipal Election. b- Temiskaming Municipal Services Association - Registered Code Agency Moved: Bryan McNair Seconded: Greg Seed That we, the Council of the Township of Hudson do hereby, accept the recommendation of the Clerk-Treasurer to appoint a Registered Code Agency for enforcing the building code. 4 c- Temiskaming Municipal Building Association - By-law No.1 & TMSA Agreement Moved: Greg Seed Seconded: Bryan McNair That we, the Council of the Township of Hudson do hereby, accept in principle the Temiskaming Municipal Services Association Agreement and the General Operating By-law No.1 as presented by the Clerk-Treasurer. d- Temiskaming Municipal Building Association - Proposed Building Fees Council has requested more time to review the proposed building fees. e- Ernie Ptok - Culvert Drainage Moved: Dan Morrow Seconded: Bryan McNair That we, the Council of the Township of Hudson do hereby, acknowledge receipt of Ernie Ptok dated April 23, 2018, regarding spring run off. f- The One Investment Program Moved: Martin Woods Seconded: Bryan McNair That we, the Council of the Township of Hudson do hereby, agree with the recommendation of the Clerk-Treasurer to register in the One Investment Program. g Municipal Budget Moved: Bryan McNair Seconded: Doug Seed That we, the Council of the Township of Hudson do hereby, accept the 2018 Municipal Budget as presented by the Treasurer and that a By-law be drafted to set the tax rates. 10- By-Laws a- By-Law No To Appoint a Joint compliance Audit Committee [three readings] Moved: Martin Woods Seconded: Dan Morrow That By-law , being a By-law to Appoint a Joint Compliance Audit Committee, be received and read a first and second time Moved: Greg Seed Seconded: Bryan McNair That By-law , being a By-law to Appoint a Joint Compliance Audit Committee, be read a third time and that the same be engrossed in the By-law book. b- By-Law No To Appoint a Registered Code Agency, chief Building Official and Building inspection for the enforcement of the Building Code Act, 1992 [three readings] Moved: Greg Seed Seconded: Bryan McNair That By-law , being a By-law to Appoint a Registered Code Agency, Chief Building Official and Building Inspectors for the Enforcement of the Building Code Act, 1992, be received and read a first and second time.
