Oakley, P.E., CFM, Director of Public Works and Engineering Timothy Watkins, Assistant Director of Public Works and Engineering Bid Award Fertilizer and Weed Application Issue: The City Council authorized the advertisement for bid of fertilizer and weed applications at its January 17, 2017 meeting. Analysis: The approved 2017 Budget includes funding to perform fertilizer and weed applications at various locations throughout the City. One response was received from nine vendors who downloaded the specifications on the City s website. The bid was opened by the City Clerk at the February 21, 2017 City Council meeting. TruGreen Limited Partnership was the sole bidder with a three year total of $118,478.49; yearly cost of $39, This pricing illustrates a slight increase from the 2016 expenditure of $37,560.22, which is mainly due to the addition of service locations. TruGreen Limited Partnership has provided weed control application service to Des Plaines for the last twelve years. Staff has been very satisfied with their response time and workmanship. TruGreen has been very willing to accommodate special requests and adjust their schedule to fit the City s needs. TruGreen is located in Park Ridge and has enough equipment and proper licensing to perform the required applications. Recommendation: We recommend award of the bid for Fertilizer and Weed Application to TruGreen Limited Partnership, 525 Busse Highway, Park Ridge, IL in the three year amount of $118, This purchase will be funded from the Facilities Maintenance Miscellaneous Contractual Services account ( ) and TIF 1 Miscellaneous Contractual Services account ( ). 2 CITY OF DES PLAINES RESOLUTION R A RESOLUTION APPROVING AN AGREEMENT WITH TRUGREEN LIMITED PARTNERSHIP FOR FERTILIZER AND WEED CONTROL APPLICATION SERVICES. WHEREAS, Article VII, Section 10 of the 1970 Illinois Constitution authorizes the City to contract with individuals, associations, and corporations in any manner not prohibited by law or ordinance; and WHEREAS, the City has appropriated $118, in the Facilities Maintenance Miscellaneous Contractual Services account and the TIF 1 Miscellaneous Contractual Services account for the application of fertilizer and weed control products on property throughout the City ("Services"); and WHEREAS, pursuant to Chapter Ten of Title One of the City of Des Plaines City Code, City staff issued an invitation to bid for the procurement of the Services for a three year term; and WHEREAS, the City received one bid which was opened on February 21, 2017; and WHEREAS, TruGreen Limited Partnership of Park Ridge, Illinois ("Contractor") submitted the only responsible bid for the performance of the Services in the amount of $38, per year, for a total not-to-exceed amount of $118,478.49; and WHEREAS, the City desires to enter into three-year agreement with Contractor for the performance of the Services in the not-to-exceed amount of $118, ("Agreement"); and WHEREAS, the City Council has determined that it is in the best interest of the City to enter into the Agreement with Contractor; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Des Plaines, Cook County, Illinois, in the exercise of its home rule powers, as follows: SECTION 1: RECITALS. The foregoing recitals are incorporated into, and made a part of, this Resolution as findings of the City Council. SECTION 2: APPROVAL OF AGREEMENT. The City Council hereby approves the Agreement in substantially the form attached to this Resolution as Exhibit A, and in a final form to be approved by the General Counsel. SECTION 3: AUTHORIZATION TO EXECUTE AGREEMENT. The City Council hereby authorizes and directs the City Manager and the City Clerk to execute and seal, on behalf of the City, the final Agreement. 1 Page 2 of 28

3 SECTION 4: EFFECTIVE DATE. This Resolution shall be in full force and effect from and after its passage and approval according to law.
