Monitoring Studies and Physical Works have been conducted, or are underway as ordered by the provincial Comptroller of Water Rights. You, or your organization, are welcome to attend one of two planned Information Update sessions scheduled for late October. Please see the attached Peace WUP Information Update Invitation and registration documents. 2 Information Update October 26 & 27, 2016 BC Hydro is very pleased to contact you to let you know that we are initiating an Information Update for the Peace Water Use Plan. The (WUP) was developed for BC Hydro s Peace River facilities of G.M. Shrum and Peace Canyon generating stations, W.A.C. Bennett and Peace Canyon dams, and Williston and Dinosaur reservoirs. The WUP was developed through engagement with First Nations, government and other interest groups to benefit specific power and non-power interests in the Peace River basin. These interests include cultural/heritage values, fisheries wildlife, dust, debris, recreation and power generation. The provincial Comptroller of Water Rights reviewed the Water Use Plan and directed BC Hydro to implement operating procedures, physical works and monitoring studies recommended in the WUP process through Orders under the Water Act. Information Update BC Hydro is inviting First Nations, government, and stakeholders to attend a Information Update in October The session will provide information and results to date on projects and monitoring studies related to the Peace WUP. BC Hydro is proposing to host two sessions in October for representatives to participate in the Information Update. In an effort to maximize participation, we are proposing meetings in Hudson s Hope on October 26 and Mackenzie, October 27. It is not necessary to attend both sessions. Additional material on the Information Update will be provided to you over the next couple of months. Information will include a meeting invitation, a communication package and a Frequently Asked Question Sheet. Information Update Objectives The purpose of the Information Update is to: share information on the history of the Water Use Plan and the implementation process; answer questions you may have on the Water Use Plan; provide information and results to date on various projects and monitoring studies related to the Water Use Plan; and, discuss selected projects and monitoring studies.

3 BC Hydro is not contemplating any changes to the Williston Reservoir minimum operating level. The Williston minimum operating elevation will not be part of the Update. In addition, there are other programs and interests associated with Williston Reservoir and Peace River outside of the Water Use Plan process including Fish and Wildlife Compensation Program, Williston Dust Mitigation Program and Site C. These topics will not form part of the Information Update. We will use feedback from the sessions to better understand the interests and assess how we can improve the implementation of the monitoring studies. What s Next? 5 Information Update October 26 & 27, 2016 Stakeholder funding guidelines BC Hydro is committed to making our engagement initiatives accessible to stakeholders whose participation is limited by geographic location or other factors that would otherwise preclude participation. The funding criteria and eligible costs and rates that are used are based upon those found in the British Columbia Utilities Commission s (BCUC) Participant Assistance/Cost Awards Guidelines (July 2007). Funding for meals and mileage has been changed to reflect the BC Hydro Corporate Rates to better reflect our current practices, ensure equity and to demonstrate prudence. Stakeholder eligibility Participant funding will be made available only to eligible stakeholders (not guests, observers or presenters). To be eligible, stakeholders must not be associated with federal, provincial or municipal government organizations, regulatory agencies, for-profit corporations or other organizations that can be reasonably expected to bear their own costs. In particular, stakeholders who are being paid by an employer or client to participate are not eligible for funding under these guidelines. BC Hydro will also consider: Does the stakeholder have considerable interest in a substantive issue within the engagement initiative? Will the stakeholder be affected by the outcome? Are the costs incurred by the stakeholder for the purposes of participating in the engagement initiative fair and reasonable? Will the stakeholder contribute to a better understanding of the issues for BC Hydro? Has the stakeholder joined with other groups with similar interests to reduce costs? Any other matters appropriate in the circumstances. The responsibility of establishing eligibility for funding lies with the party applying for support and interested parties must provide BC Hydro with a statement justifying their eligibility. 6 Funding process Reimbursements for costs claimed will require the use of a BC Hydro expense claim form, available upon request. Claims should be submitted within 30 days of the meeting. Subject to approval. Foregone earnings5 $ Participants claiming foregone earnings are required to provide proof of actual foregone earnings, except where to do so would be unreasonably difficult. In this case, an indication of the usual daily earnings must be provided. Will be pro-rated based on the duration of the meeting.
