CALL TO ORDER 2. DECLARATION OF INTEREST AND THE GENERAL NATURE THEREOF - Mayor Baptista - Conflict of Interest with TR Mayor Baptista declared a pecuniary interest with Treasury Report No. TR Community Grants. 3. DELEGATIONS/PRESENTATIONS - Jon Hack, Sierra Planning -Joint Recreation Master Plan Mr. Hack presented the Joint Recreation Master Plan. - Penny Gardiner, CEO - Economic Developers Association of Canada and David Paul, Ec.D. - Presentation to Township and Mr. Borduas Mr. Paul presented an award to the Municipality for the "paint your paddle initiative. Ms. Gardiner CEO - of Economic Developers Association of Canada presented the Presidents Award to CAO, Greg Borduas.

STAFF REPORTS - Planning Report No. PL Zoning By-law Amendment Application No. Z Taylor Road West Resolution # (Mabee, Leakey) Council pass the Zoning By-law Amendment to re-zone the subject property to Mineral Resource Pit. - Planning Report No. PL Zoning By-law Amendment Application No. Z Highway 15 Resolution # (Mabee, Leakey) Council approve the Zoning By-law Amendment to RE-zone the subject property to Rural Industrial Special Exception XX (MR-XX) and the amendment to MRW-1 Zone at 6675 Highway Planning Report No. PL Zoning By-law Amendment Application No. Z Islands Parkway Resolution # (Leakey, Last) Council pass the Zoning By-law Amendment to Re-zone the requested portions of the subject property to Shoreline Residential. - Planning Report No. PL Zoning By-law Amendment Application No. Z County Road 2 Resolution # (Leakey, Mabee) THAT the Committee of the Whole recommend that Council pass the Zoning By-law Amendment to Re-zone the subject property to a Special Exception Rural Zone (RU- XX).

3 Page 3 of 6 - Public Works Operations Report No. OPR Procurement Results - Jerry Park Pavilion Resolution # (Last, Leakey) Council accept proposal submission from ABC Recreation for the design and construction of the Jerry Park open-air pavilion. - Public Works Operations Report No. OPR Q Departmental Update Resolution # (Huff, Lackie) Council receive Operations Report No. OPR for information. Resolution # (Mabee, Leakey) THAT the regular COTW meeting be extended beyond 9:00 pm but not beyond 9:30 pm. - Treasury Report No. TR Community Grants Applications (Fall Intake) Mayor Baptista relinquished the chair to Deputy Mayor Leakey. Resolution # (Huff, Jackson) Council directs staff to add an additional $20,000 to the Community Grants Program, to be funded from Community Grants Reserve; AND Council direct staff to report back a revised Grants report to the next meeting of Council. 5. OTHER BUSINESS - Councillor Jackson - Motion - State of Railway Crossings Mayor Baptista assumed the Chair. Resolution # (Jackson, Lackie) WHEREAS the Township of Leeds and the Thousand Islands has seven Canadian National Railway (CNR) train crossing on major north south thoroughfares within our Township boundaries, and;

4 Page 4 of 6 WHEREAS all seven of these train crossing even after major renovations only a few years ago are in such disrepair that automobile traffic crossing these tracks must immediately reduce speed to at best 10 to 15 kilometres an hour to safely travel over these crossings, and; WHEREAS for those aware or not of these deteriorating and dangerous track conditions, there is the serious potential for undercarriage vehicle damage, the loss of vehicular control and the potential for multiple vehicular or pedestrian collisions; NOW THEREFORE BE IT RESOLVED THAT the Committee of the Whole recommends that Council direct staff to contact all appropriate agencies including the United Counties of Leeds and Grenville (UCLG), The Ministry of Transportation (MTO) the Federal Transportation Safety Board and the CNR in an effort to express our Township's concerns and identify a work plan that will address both needed short term remedial repairs as well as a long term maintenance strategy that can be relied on as bot a communication tool with our residents as well as a guide in redressing any incomplete maintenance commitments in the future. - Councillor Leakey - Motion - Cannabis Act - Staff Report Resolution # (Lackie, Jackson) WHEREAS Canadians will be able to consume marijuana recreationally without criminal penalties as of October 17, 2018, as well Bill C-45 allows adults to: - Purchase fresh or dried cannabis, cannabis oil, plants and seed for cultivation from either a provincially or federally licensed provider, - Possess up to 30 grams of dried legal cannabis in public, - Cultivate up to four plants at home (per household), - And prepare various types of cannabis products at home for personal use provided no dangerous organic solvents are used in the process; AND WHEREAS the newly elected Council appear to have to elect whether they will allow a retail outlet in their municipality by Spring 2019; NOW THEREFORE the Committee of the Whole recommends that the Council of the Township of Leeds and the Thousand Islands directs staff to seek the appropriate consultation from public partners such as Police, Health Unit, Township HR, Township By-law Enforcement and appropriate Provincial Ministries to determine if any future provincial tax revenue are dependent on having a retail operation in the Township. Staff would then prepare a comprehensive report for new council to assist with the necessary information required for them to understand the full impact on the Township from this new legislation within the first two months of the term of Council.
