The Chair called the vote to appeal his decision to direct the notice of motion to that corresponding section of the agenda. Council voted against Councillor Jackson's appeal to the Chair's decision. 3 Page 3 of 9 - Administration Report No. AD Emergency Program Compliance Update THAT By-law #17-052, being a by-law to Appoint an Emergency Management Program Committee for the Township of Leeds and the Thousand Islands be presented for formal consideration; AND THAT Council adopt the Terms of Reference for the Emergency Management Program Committee as presented. - Administration Report No. AD Election Timeline THAT Council receive Administration Report No. AD for information. - Administration Report No. AD Public Tender Results and Award - 16 Church Street, Lansdowne THAT Council does hereby agree to the award of a public tender for the sale of surplus lands - 16 Church Street, Lansdowne, ON ROLL Number as per the public tender bid by Nathan Richard in the amount of $105,000 (plus HST); AND THAT the Mayor and Clerk be authorized to enter into an agreement of purchase and sale for the lands on behalf of the Corporation with the purchaser. - Treasury Report No. TR Community Grants Applications Council extracted this report for further discussion. ACTION REQUIRED ITEMS Page 6 of 9 - Request from Residents - Memoriam to honour Harold Emmons Resolution # (Last, Leakey) THAT Council direct staff to bring back the most appropriate options for Council's consideration. - Administration Report No. AD Proposed Scheduled of Meetings COTW/Council Resolution # (Huff, Leakey) THAT Council approve the 2018 Proposed Schedule of Meetings for COTW to begin at 6:00 pm; AND THAT Regular Council begins at 2:00 pm for the months of January, February and March; to revert back to 6:00 pm in April CRCA - Appointment of Members to the CRCA Starting January 2018 Resolution # (Huff, Lackie) THAT Council appoint Councillor Leakey as the Township representative to the CRCA starting January NOTICE OF MOTION - Councillor Jackson - Road Improvement Notice of Motion WHEREAS the Township of Leeds and the Thousand Islands is made up of more than 300 kilometres of road surface with more than half of that being gravel roads; AND WHEREAS since amalgamation the municipality has had to regularly deal with complaints about the same roads and the same issues involving those roads at both an administrative burden and financial cost to the Township with no permanent solution to the ongoing issues; AND WHEREAS resolving our ongoing road maintenance and capital improvement problems would involve material financial front-end costs, the long-term savings and resident satisfaction would be realized immediately and over the long term;

7 NOW THEREFORE BE IT RESOLVED THAT Council direct staff to hold a special Town Hall meeting with all stakeholders including the CRCA, County representatives as well as Township residents in an effort to create a list of road issues, jurisdictional responsibilities, and commitments from responsible stakeholders that will be used in the creation of a work plan with time lines that will address in a more formal manner, these ongoing issues. - Councillor Jackson - Municipal Drain Notice of Motion WHEREAS the Township of Leeds and the Thousand Islands has issued invoices to recover the costs of the municipal drain maintenance completed this year; AND WHEREAS the amounts of some of these invoices are so material in amounts that they would put sever financial constraints on the residents involved as well as the businesses they operate; AND WHEREAS the municipality has the authority to administer the recovery of the drainage costs in a manner that would allow for financial relief to our residents where warranted; NOW THEREFORE BE IT RESOLVED THAT the Council direct staff to advise those residents with invoice amounts greater than $1,000 but less than, that payment may be made in equal annual installments paid annually over the next 5 years. 9. BY-LAWS Councillor Jackson announced the St. Lawrence Medical Centre Fundraiser scheduled for this Saturday, November 18, By-law # Appointment of Emergency Management Program Committee #17-052, being a by-law to Appoint an Emergency Management Program Committee for the Township of Leeds and the Thousand Islands. - By-law # Tax Arrears Extension Agreement #17-056, being a by-law to Authorize the Execution of a Tax Arrears Extension Agreement pursuant to Section 378 of the Municipal Act, 2001.
