Reports of Treasurer a) South Simcoe Police Services Operations Ending May 31, 2001 That the Report of the Treasurer dated July 27, 2001 regarding South Simcoe Police Services Operations ending May 31, 2001 be received for information. b) Annual Repayment (Debt) Limit That the Report of the Treasurer dated August 1, 2001 regarding Annual Repayment (Debt) Limit be received for information. 2. Report of Town Engineer Tenders for Eighth Line Watermain Note: Report attached as separate package

3 Meeting 2001/ August 7, Reports of Planning Department a) Application for Pre-servicing Agreement Owners: Charter Construction Limited/Three Seasons Homes Limited Part of Lot 15, Concession 8 Former Township of West Gwillimbury Planning Department File: S County of Simcoe File: BWG-T That the report of the Associate Planner on the application for Pre-servicing Agreement filed by Charter Construction Limited and Three Seasons Homes Limited under File S be received and the recommendation contained therein to approve the request, subject to the conditions as discussed in this report, and that Council pass a by-law to authorize the execution of the Agreement be approved. b) Ontario Municipal Board Hearings That the report of the Town Planner on upcoming Ontario Municipal Board hearings be received. 4. Reports of Clerk-Administrator a) Southfield Heights Request for Conditional Building Permits Request for Conditional Building Permit Agreements That Council receive the July 31, 2001 legal opinion and August 1, 2001 Report of the Clerk-Administrator regarding Request for Conditional Building Permits / Request for Conditional Building Permit Agreements. That Council accepts the recommendations contained therein. b) Southfield Heights OMB Condition Fencing - North Side of 6 th Line Road and Melbourne That Council receive the August 2, 2001 Report of the Clerk-Administrator and provide direction regarding the request of the Developer related to Southfield Heights, OMB Condition, Fencing - North Side of 6 th Line Road and Melbourne. c) Livestock Killed by Dogs

4 Meeting 2001/ August 7, 2001 That Council receive the August 2, 2001 Report of the Clerk-Administrator regarding Livestock Killed by Dogs and approve Recommendations contained therein. d) Carrot Fest 2001 Request for Reconsideration of Terms & Conditions That Council received the August 2, 2001 Report of the Clerk-Administrator regarding Carrot Fest, Request for Reconsideration of Terms & Conditions. Upon hearing and considering the information to be conveyed in the August 7 th Delegation, that Council provide direction as to whether it is prepared to reconsider any particular term/condition imposed in Resolution Also that Council approve both items under the Administrative Concerns Heading. e) On Site Visit Joe Magani Park Proposed Fence, Drive Through and Relocation of Gate That Council receive and provide direction in relation to the Report of the Clerk-Administrator regarding On Site Visit, Joe Magani Park, Proposed Fence, Drive Through and Relocation of Gate. f) Termination Provisions - Disbandment of South Simcoe Police Management Agreements South Simcoe Police Service That Council receive the August 2, 2001 Report of the Clerk-Administrator regarding Termination Provisions - Disbandment of South Simcoe Police, Management Agreements, South Simcoe Police Service, and that Council provide direction as to whether it is satisfied the Police Services Board has the lawful authority to make the Agreements and payments in question. *Note: Council must determine if the Report will be discussed in public or in a closed meeting (In-Camera)

BY-LAW Being a By-law to authorize the execution of a Site Plan Control Agreement with Metroplex Developments Inc. and others respecting certain lands municipally known as 227 Frederick Street, former Town of Bradford, now in the Town of Bradford West Gwillimbury That Council waive the formal reading of By-law That By-law , being a By-law to authorize the execution of a Site Plan Control Agreement with Metroplex Developments Inc. and others respecting certain lands municipally known as 227 Frederick Street, former Town of Bradford, now in the Town of Bradford West Gwillimbury be read a first, second and third time and finally passed this 7 th day of August, 2001.

6 Meeting 2001/ August 7, BY-LAW Being a By-law to authorize the execution of a Pre-servicing Agreement with Charter Construction Limited and Three Seasons Homes Limited respecting the lands in Draft Plan of Subdivision BWG-T and municipally known as Countryside Estates That Council waive the formal reading of By-law That By-law , being a By-law to authorize the execution of a Pre-servicing Agreement with Charter Construction Limited and Three Seasons Homes Limited respecting the lands in Draft Plan of Subdivision BWG-T and municipally known as Countryside Estates be read a first, second and third time and finally passed this 7 th day of August, (k) CORRESPONDENCE 1. Town of Innisfil South Simcoe Police Services Ad Hoc Committee That Council receive the July 25, 2001 correspondence from the Town of Innisfil regarding the appointment of Councillors Dollin and Wauchope to the South Simcoe Police Services Ad Home Committee. 2. PALS Resource Centre Second Hand Smoke in Public Places That Council receive the petition from PALS Resource Centre regarding Second Hand Smoke in Public Places. 3. Township of Adjala-Tosorontio Future Direction for Waste Management within South Simcoe That Council receive the correspondence from the Township of Adjala-Tosorontio dated July 11, 2001 regarding Future Direction for Waste Management within South Simcoe and that direction follow by separate resolution.

7 Meeting 2001/ August 7, Ontario Property Assessment Corporation - OPAC Request for Support Whereas the property tax is a vital part of municipal funding and we depend on high quality and accurate assessments, and Whereas the Ontario Property Assessment Corporation has advised over 90% of assessment staff that their positions are abolished and that they will be terminated if they are not successful in applying for newly created positions at unknown salaries, and Whereas the Regional Assessment Office concept will also be abolished with all support functions moving to a data entry and call centre near Pickering, causing the loss of local jobs and the termination of our assessment clerks and Regional Assessment Commissioner, and Whereas assessment service and quality are destined to decline over this period due to the heavy handed tactics and this poorly considered centralization plan, Therefore Be It Resolved that the Council of the Town of Bradford West Gwillimbury hereby calls on the Board of Directors of the Ontario/Municipal Assessment Corporation to halt the futures project and ensure that employee morale and local government concerns are addressed in a way that will not cause disruption to this important service.
