2 Introduction of Art at Council 1. Call to Order 1.1 Verbal Report: Mayor Clay File: Mayor Clay called the meeting to order at 9:36pm and introduced the evening's Art at Council, a painting titled Nectar, by Deanna Fligg. Mayor Clay provided background on Ms. Fligg, noting that she has always been fascinated with bees, and after seeing a documentary called Vanishing of the Bees, was inspired to create a series of paintings of bumble bees and honey bees. Mayor Clay noted that the painting will be on display at the Port Moody Arts Centre until April 26, Public Input Brian Sproule, Port Moody, expressed support for the Official Community Plan amendment and rezoning application at 3370 Dewdney Trunk Road, as considered at the Community Planning Advisory Committee meeting on April 3, Mr. Sproule noted that the proposed project will help address housing affordability issues and that, as a current resident in that area, he would like to move into the new building once the project is completed. Patricia Mace, Port Moody, expressed concerns that the notice of the April 3, 2018 Community Planning Advisory Committee meeting was received on April 10, Ms. Mace noted that the notice was stamped March 28, 2018 and was processed through Ontario before arriving at her address. Jeff McLellan, Port Moody, noted that the future of the current of the Port Moody Station Museum site should be discussed as more developments occur in the area. James Conn, Port Moody, requested that the area connecting Newport Village with Heritage Mountain Shopping Centre be cleaned up, as there is graffiti, mud, and a lack of lighting in the area. RC18/175 Moved, seconded, and DEFEATED THAT item 7.4 be moved above section 3 on the agenda. (Voting against: Councillors Dilworth, Junker, Lahti, and Royer, and Mayor Clay) RC18/176 Moved, seconded, and DEFEATED THAT Metro Vancouver Retroactive Retirement Payouts be added to the agenda as item 9.7. 3 3. General Matters 4. Adoption of Minutes Minutes 4.1 File: RC18/177 THAT the minutes of the Special Meeting of Council (to Close Meeting) held on Tuesday, March 27, 2018 be adopted. RC18/178 THAT the minutes of the Regular Meeting of Council held on Tuesday, March 27, 2018 be adopted. Public Hearing 4.2 Memo: Corporate Service Department - Legislative Services Minutes - Division, dated March 29, 2018 March 13, 2018 File: RC18/179 THAT the minutes of the Public Hearing held on Tuesday, March 13, 2018 be adopted. 5. Consent Agenda At the request of Council, the following items on the Consent Agenda were removed for consideration under section 6: Senior Ambassador Pilot Project; Funding for Tour of Lower Mainland Seniors' Centres and Facilities; and Financial Literacy Workshop for Seniors. RC18/180 THAT the recommendations contained in the following item presented in the April 10, 2018 Regular Council Consent Agenda be adopted: Finance Committee Resolutions for Ratification. 4 Finance Committee 5.1 Resolutions for Ratification Funding Source for Environmental Outreach - Cool It! Climate Leadership Training Workshops in 2018 Recommendation adopted on consent: THAT the following recommendations from the Finance Committee meeting held on Tuesday, April 3, 2018 be ratified: FC18/033 THAT the $3,250 budget approved for Environmental Outreach - Cool It! Climate Leadership Training Workshops in 2018 be funded from Council Contingency as recommended in the memo dated March 23, 2018 from Finance and Technology Department - Financial Sen/ices Division regarding Funding Source for Environmental Outreach - Cool It! Climate Leadership Training Workshops in Funding Source for Inlet Field Redevelopment - Recommended Field Alignment Plan FC18/034 THAT the estimated $240,000 approved for the completion of the detailed design for the overall sports field development be funded from the Inlet Park Field Redevelopment Reserve as recommended in the memo dated March 28, 2018 from Finance and Technology Department - Financial Services Division regarding Funding Source for Inlet Field Redevelopment - Recommended Field Alignment Plan. Funding Source for FC18/035 Beaver Management Plan 77-//4 T the $30,000 Beaver Management Plan budget be funded from Accumulated Surplus as recommended in the memo dated March 28, 2018 from Finance and Technology Department - Financial Services Division regarding Funding Source for Beaver Management Plan Allocation of FC 18/036 Community Grant Funding THAT $17,100 in 2018 Community Grant funding be awarded to: 1. POCOMO Meals on Wheels Society - $1,100; 2. Burrard Inlet Marine Enhancement Society - $5,000; 3. Volunteer Cancer Drivers Society - $1,000; and 4. SHARE Family and Community Services -$10,000 per the results of the 2018 Citizen Advisory Group vote and as outlined in the report dated March 19, 2018 from Finance and Technology Department regarding 2018 Allocation of Community Grant Funding. 6. Items Removed From The Consent Agenda Senior Ambassador Report: Seniors Focus Committee, dated March 16, 2018 Pilot Project File: RC18/181 THAT the report dated March 16, 2018 from Seniors Focus Committee regarding Senior Ambassador Pilot Project be referred to staff for action. 5 Funding for Tour of Lower Mainland Seniors' Centres and Facilities Report: Seniors Focus Committee, dated March 16, 2018 File: RC18/182 THAT the request for funding as set out in the report dated March 16, 2018 from Seniors Focus Committee regarding Funding for Tour of Lower Mainland Seniors' Centres and Facilities be approved and referred to Finance Committee to identify a funding source. Financial Literacy Workshop for Seniors Report: Seniors Focus Committee, dated March 16, 2018 File: RC18/183 THAT the report dated March 16, 2018 from Seniors Focus Committee regarding Financial Literacy Workshop for Seniors be referred to staff for action. 7. Legislative Matters Council Procedure 7.1 Memo: Corporate Services Department - Legislative Services Bylaw Amendments Division, dated March 29, 2018 Bylaw No Corporate Policy Council Consideration of Public Hearing Items File: A Bylaw to amend City of Port Moody Council Procedure Bylaw, 2016, No to change the date of Inaugural Council Meetings in accordance with the requirements of the Community Charter and to add the first, third, and fifth Tuesdays of each month as potential Public Hearing dates. 6 Rezoning 7.2 Memo: Corporate Services Department - Legislative Services Application - Division, dated March 29, St. George Bylaw No Street File: A Bylaw to amend City of Port Moody Zoning Bylaw, 1988, No to facilitate small lot subdivision of the property located at 2620 St George Street. Councillor Royer declared a conflict of interest and left the meeting at this point. RC18/186 THAT City of Port Moody Zoning Bylaw, 1988, No. 1890, Amendment Bylaw No. 247, 2018, No (2620 St. George Street) (RS1-S) be now read a third time. Rezoning 7.3 Memo: Corporate Services Department - Legislative Services Application - Division, dated March 29, loco Road Bylaw No File: A Bylaw to amend City of Port Moody Zoning Bylaw, 1988, No to facilitate small lot subdivision of the property located at 1243 loco Road. RC18/187 THAT City of Port Moody Zoning Bylaw, 1988, No. 1890, Amendment Bylaw No. 249, 2018, No (1243 loco Road) (RS1-S) be now read a third time. 7 Official Community Plan Amendment and Rezoning Application - Former Fire Hall and Current Works Yard Sites (200 loco Road and 3250 Murray Street) 7.4 Memo: Corporate Services Department - Legislative Services Division, dated March 29, 2018 File: A Bylaw to amend City of Port Moody Official Community Plan Bylaw, 2014, No and a Bylaw to amend City of Port Moody Zoning Bylaw, 1988, No Councillor Rover returned to the meeting at this point. RC18/189 THAT the meeting be extended for up to an additional hour. RC18/190 Moved and seconded THAT this item be postponed until a referendum can be held on the issue. RC18/191 THAT the foregoing motion be amended by adding: "AND THAT staff be directed to report back with potential wording options, further details required, and the process and costs for a referendum regarding the retention or disposition of the Works Yard and Former Fire Hall sites to take place on October 20, 2018.". RC18/192 THAT the foregoing motion be further amended by adding: "AND THAT a Request For Proposals be drafted based on previous direction of Council to form the basis of the information provided to the public regarding the referendum question.". (Voting against: Councillors Madsen and Vagramov) The question on the main motion (RC18/190) as amended (by RC18/191 and RC18/192) was put to a vote; the following motion was CARRIED: THAT this item be postponed until a referendum can be held on the issue; AND THAT staff be directed to report back with potential wording options, further details required, and the process and costs for a referendum regarding the retention or disposition of the Works Yard and Former Fire Hall sites to take place on October 20, 2018; AND THAT a Request For Proposals be drafted based on previous direction of Council to form the basis of the information provided to the public regarding the referendum question. Flavelle Oceanfront 9.1 District - Submission of Amended Regional Context Statement New Business Report: Planning and Development Department - Planning Division, dated March 27, 2018 File: RC18/193 THAT the Port Moody Regional Context Statement, as amended by City of Port Moody Official Community Plan Bylaw, 2014, No. 2955, Amendment Bylaw No. 7, 2017, No (Flavelle), be submitted for acceptance by the Metro Vancouver Regional District Board in accordance with section 448 (1) of the Local Government Act as recommended in the report dated March 27, 2018 from Planning and Development Department - Planning Division regarding Flavelle Oceanfront District - Submission of Amended Regional Context Statement. (Voting against: Councillors Madsen and Vagramov) Bear Management 9.2 Report: Councillor Meghan Lahti, dated March 22, 2018 File: /2018 RC18/194 THAT staff be directed to explore a number of solutions, including community-based social marketing and the placement of bear-proof communal all-waste-streams collection bins, as a pilot project funded in part by bear-related fine revenues, in a residential and/or commercial neighbourhood where bears have frequently accessed curbside pickup bins; AND THAT a comprehensive Bear Management Strategy be developed to address the root causes of human-bear conflicts, reducing the risks to human safety and private property, and reducing the number of bears that have to be destroyed each year; AND THAT the Bear Management Strategy include: 1) updating the Bear Essentials website; 2) tracking and reporting statistics regarding bear-related fines, bear sightings, and bear deaths; and 3) planning an application to the Province to become a Bear Smart Community; AND THAT staff be directed to report back on the cost implications of the pilot project and developing a Bear Management Strategy. 9 Updated Working 9.3 Draft - Zoning Bylaw, 2018, No Report: Planning and Development Department - Planning Division, dated March 27, 2018 File: RC18/195 THAT the updated version of the working draft of the Zoning Bylaw, 2018, No be endorsed as recommended in the report dated March 27, 2018 from Planning and Development Department - Planning Division regarding Updated Working Draft - Zoning Bylaw, 2018, No. 2937; AND THAT staff prepare an OCP amendment to include Development Permit guidelines for Intensive Residential development in Development Permit Area #1: Neighbourhood Residential, ensuring proposed laneway housing developments are reviewed for form and character; AND THAT a public Open House regarding draft Zoning Bylaw, 2018, No be held in the Galleria at City Hall on May 12, Mossom Creek 9.4 Report: Engineering and Operations Department - Operations Drive Improvements Division, dated March 19, 2018 File: RC18/196 THAT the entrance to the Mossom Creek Hatchery access road at the end of Mossom Creek Drive be resurfaced with asphalt as recommended in the report dated March 19, 2018 from Engineering and Operations Department - Operations Division regarding Mossom Creek Drive Improvements. Citizen Advisory 9.5 Group - Affordable Housing Policy Workshop Report: Planning and Development Department - Planning Division, dated March 27, 2018 File: RC18/197 THAT the report dated March 27, 2018 from Planning and Development Department - Planning Division regarding Citizen Advisory Group - Affordable Housing Policy Workshop be received for information. 10 CivX 2018: Smart 9.6 Report: Councillor Hunter Madsen, dated March 21, 2018 Communities, File: /2018 Smart Region Symposium RC18/198 Moved and seconded THAT Councillor Hunter Madsen be authorized to attend the CivX 2018: Smart Communities, Smart Region Symposium to be held in Vancouver, BC on April 12, 2018; AND THAT the budget be referred to the Finance Committee for identification of a funding source. RC18/199 THAT the foregoing motion be amended by replacing "Councillor Hunter Madsen" with "all members of Council". The question on the main motion (RC18/198) as amended (by RC18/199) was put to a vote; the following motion was CARRIED: That all members of Council be authorized to attend the CivX2018: Smart Communities, Smart Region Symposium to be held in Vancouver, BC on April 12, 2018; AND THAT the budget be referred to the Finance Committee for identification of a funding source. Delegation Response - Port Moody Ecological Society 10. 11 Delegation 10.2 Response - Inlet Spring Regatta Report: Environment and Parks Department - Parks Division, dated March 27, 2018 File: RC18/201 THAT the picnic shelter fees be waived for the Inlet Spring Regatta as recommended in the report dated March 27, 2018 from Environment and Parks Department - Parks Division regarding Inlet Spring Regatta Delegation Response; AND THAT a budget of up to $1,110 be allocated to offset City costs in supporting the Inlet Spring Regatta; AND THAT the budget of up to $1,110 be referred to the Finance Committee to determine a funding source; AND THAT the Inlet Spring Regatta be given exclusive use of the west dock on Sunday, April 22, 2018; AND THAT the request to use a City waste collection vehicle or fire truck as a roadway barrier be received for information; AND THAT the invitation to have a display at the Inlet Spring Regatta be received for information.
