Call to Order The Meeting was Called to Order at 7:00 p.m. 2. National Anthem 3. Declaration of Pecuniary Interest - None 4. Adoption of the Agenda 4.1 Monday, March 7, 2016 Seconded by: Councillor Archer THAT the Regular Council Meeting Agenda for Monday, March 7, 2016 be approved as amended. 5. Mayor's Address Good evening everyone, In the month of February I traveled and worked a total of 257 hours as Mayor of Madawaska Valley. I attended 11 scheduled meetings, 8 locally and 3 at the County of Renfrew. I also attended the four day combined conference in Toronto of the Rural Ontario Municipal Association (ROMA) and Ontario Good Roads Association (OGRA). At this year s ROMA/OGRA conference my primary objective was to promote a number of key initiatives I have been involved with this past year. I also investigated potential partnerships with other Mayors and groups working on issues that are important to Madawaska Valley. As a member of the delegation for Save Our Arenas, I supported Mayor Murphy of Bonnechere Valley and Warden Emon in their efforts to open up a dialogue with the province about stable infrastructure funding sources for ageing arenas in small rural municipalities. The Save Our Arenas delegation met with the Honourable Michael

2 Coteau, Minister of Tourism Culture and Sport, the Honourable Jeff Leal, Minister of Agriculture, Food and Rural Affairs, and the Honourable Bob Chiarelli, Minister of Energy. The Ministers were generally open to the proposition that the province, municipalities and other stakeholder groups need to initiate discussions on securing a sustainable future for arenas in small rural communities. Members of the Rural Mayors Forum of Eastern Ontario that were present at the conference had scheduled a meeting with the Honourable Yasir Naqvi, Minister of Community Safety and Correctional Services to discuss our concerns regarding the affordability of OPP services. The Minister was unavailable due to the birth of his daughter so Deputy Minister Matt Torigian took the meeting. The Deputy Minister was noticeably struck by our proposition that the phase-in of the new OPP funding model has had significantly more financial impact on small rural municipalities than the $40 per household cap would suggest. The Municipal Property Assessment Corporation (MPAC) has been changing the way they count the number of households in our municipalities each year resulting in significant uncapped increases to the OPP bills we are receiving. I will be following up with the Deputy Minister on this matter and providing the data to document our concern for the Minister s information. The Rural Mayors Forum members also attended a special meeting for municipalities with populations under 6,000 organized by Mayor Todd Case of Warwick Township. Over 50 municipal representatives squeezed into the small room or stood in the hall for this meeting. Although consensus was not reached on whether to form a new provincewide representative group, everyone present strongly expressed the feeling that their voices are not being heard. More discussion leading to a possible organizational structure is to follow. Later that day the Rural Mayors Forum members met with ROMA Chair Ronald Holman, and President Gary McNamara of the Association of Municipalities of Ontario (AMO). After introducing our vision, mission and work, Forum members were pleased to engage our representatives in a more in-depth discussion of current issues. ROMA acknowledged that better communications with their members is one of their goals going forward. The Rural Mayors Forum members agreed to work with ROMA and AMO to ensure we are providing our representatives with member input and support on key issues. It was a very productive meeting that established how our new organization can work with and complement the valuable efforts being made by ROMA and AMO on our behalf. My thanks go to Mayor Bob Sweet, Chair of the AMO County Caucus for arranging this meeting for us. I would also like to thank Warden Emon for inviting me to attend a meeting on the advocacy role of municipalities in healthcare, organized by Warden Gerry Marshall of Simcoe County and facilitated by Progressive Conservative Leader Patrick Brown. This meeting focused on ways municipalities could lobby the provincial government to provide sustainable healthcare funding to small or medium sized rural hospitals. Recent moves like centralizing services and specializations to large urban hospitals, reductions to the number of beds, funding cuts and four years of zero percent budget increases have threatened the very survival of many rural hospitals including our own. Rural hospitals are further threatened by their community s inability to attract and keep family doctors. Recognizing how critically important St. Francis Memorial Hospital is to Madawaska Valley, I have submitted my name to work with this newly formed advocacy group. Last Monday I was at St. Francis Memorial Hospital for a teleconference engagement session involving residents of the Champlain Local Health Integration Network (LHIN).

3 The discussion centered on the province s Patients First proposal. Through the consultation process, I have submitted feedback to the province on the importance of ensuring patients can continue to cross LHIN borders to receive primary care. I have also suggested that it would be most efficient to supply all a patient s healthcare service needs through their geographically closest healthcare hub. On Wednesday I welcomed everyone to the We Are Tourism Bistro, a networking and educational opportunity for local businesses, tourism operators and service providers. The event was a great success in spite of the exceptional amount of snow everyone had to shovel through to get there. Finally, I would like to congratulate Devin McGrath on his recent gold and silver medals at the Special Olympics Winter Games. We will have Devin in to congratulate him at a future meeting since he has just returned. 6. Delegations and Presentations 6.1 Doug Rouble, MacKillican & Associates RE: 2015 Draft Financial Statements Mr. Rouble and Ms. Prince attended the table at 7:09 p.m. and provided an overview of the 2015 Draft Financial Statements. Council thanked Mr. Rouble and Ms. Prince and they left the table at 7:16 p.m. THAT the draft 2015 Financial Statements be accepted as presented. 7. Confirmation of the Minutes 7.1 Regular Council Meeting Minutes - February 16, 2016 Mayor Love requested that Item 12.6 be amended to read: "Mayor Love noted that she will be attending a meeting to discuss health care at the ROMA/OGRA Conference." THAT the Regular Council Meeting Minutes for February 16, 2016 be approved as amended. 7.2 Special Council Meeting Minutes - February 19, 2016 THAT the Special Council Meeting Minutes for February 19, 2016 be approved as presented. 7.3 Special Council Meeting Minutes - March 2, 2016 THAT the Special Council Meeting Minutes of March 2, 2016 be approved as presented.

4 8. Business Arising from the Minutes - None 9. Committee Reports 9.1 Development and Property Committee Meeting Minutes - February 18, 2016 Councillor Archer reviewed the Minutes. THAT the Development and Property Committee Meeting for February 18, 2016 be approved as presented with the following recommendation: 1. THAT the Development and Property Committee recommend Council approve Severance Application B08/16, as a lot addition, subject to the following condition, as per the County Planning Report, item 5(c), the reduced lot area of the retained lands be addressed through a Minor Variance application. 10. By-Laws 10.1 By-Law RE: Site specific Zoning By-Law amendment Lot 15, Registered Plan 369 & Shoreline Road Allowance along Diamond Lake, geographic Township of Radcliffe (Yakabuski/Bujak) from Residential One (R1) to Residential One - Exception Fifty (R1=E50) 11. 5 12.1 Letter from Ministry of Transportation - January 29, 2016 RE: Twinning of Highway 17 in the County of Renfrew Council accepted as information Letter from Ministry of Agriculture, Food and Rural Affairs - February 2, 2016 RE: 2016 Premier's Award for Agri-Food Innovation Excellence Program Council accepted as information and directed staff to forward to the Barry's Bay and Combermere Farmer's Market Letter from Community Resource Centre - February 3, 2016 RE: Thank you - Christmas Food and Toy Drive 2015 Council accepted as information from Gord Benner, February 9, 2016 RE: Wind Turbine Resolution Councillor Bromwich reviewed the wind turbine resolution request. Mayor Love noted that the Rural Mayor's forum has further discussed the wind turbine resolution. Seconded by: Mayor Love The Independent Electrical System Operator, under Ministerial Directive, issued an RFP for additional renewable energy generation including 300 MW of wind generation and is considering issuing further RFPs for 2016; and, The December 2015 Auditor General s report confirmed that Ontario is generating surplus electricity with capacity increasing by 19% in the last 8 years while demand fell by 7.5% in the same period. Additional capacity is not required at this time; and, The Auditor General also reported that the existing Feed In Tariff (FIT) contracts mean that Ontario power consumers will pay a premium of $9.2 billion for renewable power with wind power pricing that is double the prices paid in other jurisdictions; and, The Ontario Chamber of Commerce reports that the escalating price of electricity is undermining their members capacity to grow, hire new workers, and attract investment, and that Ontario s electricity costs are among the highest in North America, making the province uncompetitive for business growth; and, Adding wind to Ontario s grid drives CO2 emissions higher. The Ontario Society of Professional Engineers estimated that wind with natural gas backup produces base-load electricity at about 200 grams of CO2 emissions/kwh compared with the current system average level of 40 grams CO2 emissions/kwh ; and,

6 Nature Canada reports that wind power facilities have a substantial negative impact on endangered species including migrating bats and birds as well as destroying habitat for species at risk; and, Wind power is an intermittent source of electricity generation meaning that it cannot be used to replace dependable generating capacity without natural gas as a back-up ; and, THEREFORE, be it resolved that the Council of the Township of Madawaska Valley requests: 1. That the Province of Ontario exercise its rights in Section 4.13 (12) of the current LRP I RFP to cancel the process at any stage and for any reason and not issue any new wind generation contracts; 2. That the Province of Ontario hold off any further renewable procurement process until the capacity is actually required and focus on sources that will actually reduce carbon emissions; 3. That the IESO review the outstanding FIT contracts that have not achieved Commercial Operation, and vigorously enforce the terms of the FIT contract with a view to eliminating further expensive wind generation capacity being added to the grid from The Minister of Natural Resources and Forestry - February 19, 2016 RE: Spring Black Bear Hunting Council received as information from Darwin Rosien, Negotiations Branch, Ministry of Aboriginal Affairs - February 22, 2016 RE: Algonquin Land Claim Mayor Love reviewed the from Darwin Rosien regarding the Algonquin Land Claim. 7 RE: Presumptive PTSD Legislation for First Responders Introduced Mayor Love reviewed the from AMO Communications regarding the presumptive PTSD legislation for First Responders. Mayor Love questioned if the Municipality was a schedule one or schedule two. The CAO/Clerk noted he would address. Council discussed the PTSD legislation and the increased costs at the county level as well as what impact it will place on the Municipality in regards to the volunteer fire departments. Council accepted as information from AMO Communications - February 19, 2016 RE: Transformation of Children and Family Services Mayor Love reviewed the from AMO Communications regarding the transformation of children and family services. 8 from Mandy Cannon, Township of McNab/Braeside - March 2, 2016 RE: Resolution - Paramedics - City of Ottawa and County of Renfrew Mayor Love reviewed the from the Township of McNab/Braeside regarding the resolution addressing paramedics with the City of Ottawa and the County of Renfrew. Seconded by: Councillor Bromwich THAT the Township of Madawaska Valley supports the Township of McNab/Braeside resolution: WHEREAS the hiring freeze in the City of Ottawa paramedic system is affecting the response times of our ambulance services in Renfrew County; AND WHEREAS in Renfrew County, paramedics said they are feeling the impact of the change; AND WHEREAS it has been noticed that long wait times are occurring for our local residents to be transported in an emergency situation; AND WHEREAS by Ontario law, units from the County's paramedic service must respond to emergency calls if they are closest; AND WHEREAS Renfrew County paramedic Chief Micheal Nolan has advised "It leaves us significantly short in our own communities when we're responding into the City of Ottawa"; AND WHEREAS pulling back of emergency services resources in the City of Ottawa is affecting the Township as their neighbours to be the responding agency; THEREFORE BE IT RESOLVED THAT the City of Ottawa be petitioned to expedite hiring the required paramedics to alleviate the burden being placed on the County of Renfrew paramedic services; BE IT FURTHER RESOLVED that this resolution be circulated to the City of Ottawa, all municipalities in Renfrew County, and the Provincial and Federal Ministries of Health for support. 13. New Business 13.1 Letter from St. Paul and St. James U.C.W. - February 16, 2016 RE: Permission to sell Raffle Tickets in Township Moved by: Councillor Peplinski Seconded by: Councillor Bromwich THAT the Township of Madawaska Valley provides permission to the St. Paul and St. James United Church, Women of Madawaska to sell raffle tickets within the Township of Madawaska Valley. 14. Unfinished Business 14.1 Report from CAO/Clerk - March 7, 2016 RE: Draft Corporate Policies and Procedures - Staffing (A-10) Deferred to Finance and Administration Committee Meeting.

9 15. Public Question Period Bill Schweig - Questioned what consisted of the long term debt in the Draft 2015 Financial Statement. The CAO/Clerk advised that the debt consisted of the Water Treatment Plant, Wastewater Treatment Plant and the Organics Truck. - Questioned if each item had a separate loan. The CAO/Clerk noted that each item had a separate loan. Larraine McIllistrum - Noted that in regards to the ambulance service assisting the Ottawa paramedics that resident patients returning from Ottawa have had to use a private ambulance service to return to the area at a cost to the patient. Mayor Love added that the private ambulance service is not regulated the same as the County service. 16.
