1 VILLAGE OF BELCARRA REGULAR COUNCIL MEETING MINUTES MONDAY, Minutes of the regular Meeting of the Municipal Council for the Village of Belcarra, held Monday, April 30, 2012, at the Municipal Hall, 4084 Bedwell Bay Road, Belcarra, BC. Council in Attendance: Mayor Ralph Drew Councillor Bruce Drake Councillor Colin Richardson Councillor Jamie Ross Staff in Attendance: Chief Administrative Officer, Lynda Floyd Superintendent Public Works/Building Inspector, Larry Scott Municipal Planning Consultant, Michael Rosen (conference call from 8:17 pm to 8:37 pm) Administrative Assistant, Catherine Guerin Absent: Councillor Jennifer Glover 1. CALL TO ORDER Mayor Drew called the meeting to order at 7:39 pm. 2. APPROVAL OF THE AGENDA 2.1 Regular Council Meeting Monday, April 30, 2012 That the Agenda for the regular Council Meeting Monday, April 30, 2012 be amended: by considering Item 5.5 prior to Item 5.1; by adding: Item 9.1 Kinder Morgan Pipeline Expansion; and that the agenda be adopted as amended. 3. ADOPTION OF MINUTES 3.1 Regular Council Meeting Monday, April 16, 2012 That the Minutes from the regular Council Meeting held Monday, April 16, 2012 be adopted.

2 4. DELEGATIONS AND PRESENTATIONS 4.1 Council presented Barbara Howard with the honour of Freedom of the Municipality in recognition of her contribution to sport. Mayor Drew spoke to Ms. Howard s achievements, noting her January 2012 induction into the BC Sports Hall of Fame in recognition of her contributions as a pioneer in women s sport. Ms. Howard was presented with a framed Freedom of the Municipality scroll and a Swarovski broach gift on behalf of the Village of Belcarra. 4.2 Coquitlam RCMP Inspector Paulette Freill, and Constable Colin Kent, provided an overview of RCMP activity in Belcarra throughout the past year. A discussion ensued relative to: Inspector Freill replacing Inspector George Gfellner; Belcarra continues to have no major crime; Community Mailbox break-ins having decreased in frequency, in part due to Canada Post s installation of anti-pry bars; RCMP responded to 78 complaints with approximately 35 being RCMP-generated in 2011; RCMP expended a particular focus on crabbing, issuing approximately 50 related tickets in the last year; and RCMP recommendation that residents check their mailbox daily and always have someone check on their behalf when residents are away. 5. REPORTS Agenda Varied Item 5.5 was considered at this time. 8:17 pm Michael Rosen, Municipal Planning Consultant was conference-called. 5.5 Notification of Proposed Amendment to the Metro Vancouver Regional Growth Strategy Michael Rosen, Municipal Planning Consultant, provided a report on-table regarding acceptance of Greater Vancouver Regional District Regional Growth Strategy Amendment Bylaw 1160, Moved by: Councillor Drake Seconded by: Councillor Richardson That the Village of Belcarra Council supports Greater Vancouver Regional District Regional growth Strategy Amendment Bylaw Bylaw 1160, :35 pm Conference call ended. 5.1 Village of Belcarra Corporate Plan That Council endorse the Corporate Plan , creating the framework, activities and direction for the community for the next three years.

3 5.2 Village of Belcarra Five-Year Financial Plan Bylaw No. 450, 2012 Lynda Floyd, Chief Administrative Officer, provided a report dated April 26, 2012, regarding the Village of Belcarra Five-Year Financial Plan Bylaw No. 450, A discussion ensued relative to: No public comments having been received with regards to the Financial Plan; No budget changes having been made following the April 16, 2012 presentation; and The Financial Plan represents a 3.93% increase in the municipal tax levy for 2012 and a 2.5% increase in the Recycling and Refuse Fee. That the Village of Belcarra 5 Year Financial Plan Bylaw No. 450, 2012 be read a first, second and third time. 5.3 Village of Belcarra Annual Tax Rates Bylaw No 451, 2012 That Village of Belcarra Annual Tax Rates Bylaw No 451, 2012 be read a first, second and third time. 5.4 Village of Belcarra Fees and Charges Bylaw No. 400, 2008, Amendment Bylaw No. 453, 2012 Lynda Floyd, Chief Administrative Officer, provided a report dated April 24, 2012 regarding Village of Belcarra Fees and Charges Bylaw No. 400, 2008, Amendment Bylaw No. 453, A discussion ensued relative to the bylaw reflecting the fees to cost recover for services relating to the Building Plan Review, Inspection Fees and the 2012 Recycling and Garbage Collection and Removal Fees That the Village of Belcarra Fees and Charges Bylaw No. 400, 2008, Amendment Bylaw No. 453, 2012 be read a first, second and third time. 5.5 Notification of Proposed Amendment to the Metro Vancouver Regional Growth Strategy. Item 5.5 was previously considered following Item 4.2.

4 5.6 Belcarra Long Term Debt Commitments Lynda Floyd, Chief Administrative Officer, provided a report dated April 23, 2012 regarding Belcarra Long term Debt Commitments. Discussion ensued relative to: The report responding to an inquiry at the April 16, 2012 Council meeting; and It is estimated that between 36 to 48 owners of taxable parcels would need to choose to commute their parcel tax to bring the Village s debt level to the legislated maximum. Seconded by: Councillor Richardson That the report dated April 23, 2012 from Nancy Gomerich, NG Consulting titled Belcarra Long Term Debt Commitments be received for information. 5.7 Belcarra Potable Water Project - Planting of Midden Berm Lynda Floyd, Chief Administrative Officer, provided a report dated April 17, 2012 regarding Belcarra Potable Water Project - Planting of Midden Berm. Discussion ensued relative to: The Fisheries Act Authorization for the potable water project specified the list plants that could be selected for the planting; and The Act sets three parameters that must be met by the Village under its authorization: i) The area of compensation; ii) The type of compensation; and iii) The success of the compensation. Sherry Chisholm, 4505 Belcarra Bay Road, expressed concern over the specific selection of trees that were selected for the Midden Road berm. Discussion ensued relative to: The Black Hawthorne plant is a large shrub or small tree that grows up to an estimated 10 metres tall, under optimal conditions; The probability these plants would not grow to their maximum height as the conditions are considerably less than optimal; Riparian compensation always requires native species; The agreement in place between Jim and Sherry Chisholm at 4505 Belcarra Bay Road and Metro Vancouver Parks concerning the view corridor on Regional Park lands, and The intent of the selected plants to populate the top and south side of the berm and act as an effective barrier. That the planting of Midden Berm be referred back to staff for further review with the environmental consultant Balanced Environmental in an effort to determine the appropriateness of the planting.

REPORTS FROM MAYOR AND COMMITTEES 6.1 Mayor s Report Main Avenue Septic Field and Woodhaven Bypass Road Discussion ensued relative to the history of the Main Avenue septic field and the Woodhaven Bypass Road. 6.2 Public Works & Planning Councillor Ross Councillor Ross provided a progress update on the water project-related construction and noted that it was nearing completion. 6.3 Treaty Advisory Committee & Special Projects Councillor Richardson No items presented. 6.4 Protective Services Councillor Drake No items presented. 6.5 Environmental Affairs Councillor Glover No items presented. 7. BYLAWS 7.1 Water Supply and Distribution Local Area Service No. 1 Parcel Tax Bylaw No. 452, 2012 That Water Supply and Distribution Local Area Service No. 1 Parcel Tax Bylaw No. 452, 2012 be adopted. 8. CORRESPONDENCE/PROCLAMATIONS That correspondence items be received. REQUEST FOR ACTION 8.1 Crystal Dunahee, President, Child Find BC, April 23, 2012, regarding a proclamation for National Missing Children s Month and Missing Children s Day. Moved by: Councillor drake Seconded by: Councillor ross That Council proclaim May 2012 as Missing Children s Month and May 25, 2012 as Missing Children s Day in the Village of Belcarra.

6 8.2 Sherry Chisholm, 4505 Belcarra Bay Road, April 16, 2012, regarding planting on the new berm over the water pipe on Midden Road. INFORMATION ITEMS 8.3 Diego Marchese, CEO, BC and Yukon, Heart and Stroke Foundation, March 29, 2012, regarding smoke-free outdoor public places bylaw. 8.4 North Fraser Office, BC Assessment, April 26, 2012, BC Assessment May 7 to 18 on-site field review of residential properties in Belcarra. It was noted BC Assessment sent notification letters to all residents of the Village. 9. NEW BUSINESS 9.1 Kinder Morgan pipeline expansion A discussion ensued relative to: Kinder Morgan s anticipated pipeline expansion; Council s position on the matter speaks to the fundamentals of the community s principles; Public consultation process of the Kinder Morgan pipeline expansion; and The pipeline expansion having been discussed at the April Metro Vancouver Port Cities Committee meeting. That Council write the National Energy Board: 1. Expressing its opposition of the proposed Kinder Morgan pipeline expansion within the Port of Vancouver given its unique ecological characteristics and its physical challenges of tanker traffic; and 2. Requesting that the review process ensure broad public consultation process. That staff: 1. Prepare a letter to the National Energy Board and Transport Canada, expressing Council s opposition of the proposed Kinder Morgan pipeline expansion within the Port of Vancouver; and 2. That the letter be brought forward at a future council meeting for consideration. 10. PUBLIC QUESTION PERIOD Sherry Chisholm, 4505 Belcarra Bay Road, expressed concern that her previous comments relating to the Main Avenue septic field and Woodhaven bypass road were characterized as erroneous in the April 26, 2012 Mayor s Report. Jo Ledingham, 10 Tum-tumay-whueton Drive, queried Council s awareness of the noise pollution that accompanies tanker traffic in Burrard Inlet. Irene Vander Spek, 4570 Belcarra Bay Road, queried Council s concern over increased tanker traffic and increased risk of environmental and noise pollution. Dan Brain, 4635 Belcarra Bay Road, queried the status of the municipal road ends review.

7 Deborah Struk, 4575 Belcarra Bay Road, queried: Current marine traffic standards regulated by Port Metro Vancouver; and Plant options for the Midden Road berm. Jim Chisholm, 4505 Belcarra Bay Road, queried the Belcarra long term debt commitments. 11. RESOLUTION TO CLOSE MEETING 11.1 Moved by: Councillor Drake Seconded by: Councillor Richardson That the April 30, 2012 regular meeting of Council be closed pursuant to the Community Charter section S90 (1) a part of a council meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following : (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality; 12.
