2 Regional state administration reform The reform of the regional state administration was introduced on 1 January 2010 Two new authorities regional state administrative agencies (AVI) centres for economic development, transport and the environment (ELY) 2

3 Regional state administration Finland has six regional state administrative agencies Finland has 15 centres for economic development, transport and the environment 3

4 Tasks of the regional state administrative agencies Regional state administrative agencies are responsible for ensuring the legal rights of citizens and businesses. They do this by processing complaints, rectification requests and permit applications. Ensuring more customer-oriented services Regional state administrative agencies monitor, supervise and assess the accessibility of basic services. The aim is to ensure that the services are accessible to everybody in accordance with the law. 4

5 Mission statement of the regional state administrative agencies Regional state administrative agencies promote regional equality by carrying out executive, steering and supervisory tasks laid down in the law. AVIs promote basic rights and legal protection accessibility of basic services environmental protection and environmental sustainability internal security healthy and safe living and working environments AVIs cooperate with municipalities and local state administration. Local register offices come under AVIs. 5

6 Steering of the regional state administrative agencies AVIs come under the Ministry of Finance Other ministries steer the activities of their own administrative branches Strategy document (view of the central government on how national objectives should be implemented at regional level) Applies to all regional state administrative agencies. The document is drawn up for a government term. Strategic performance agreements (guidelines, performance targets, issues concerning cooperation, spending limits) Each AVI has its own performance agreement. The agreements are drawn up for a government term and revised each year. 6

10 Regional cooperation Regional state administrative agencies and their divisions operate as networks. One regional state administrative agency may carry out tasks in the areas of several AVIs. Regional state administrative agencies also cooperate closely with centres for economic development, transport and the environment. Cooperation between regional state administration and regional councils is particularly close in regional development tasks. 10

11 Southern Finland AVI The area of operations covers the regions of Tavastia Proper, Päijät-Häme, Uusimaa, Kymenlaakso and South Karelia. 16 Division of education and culture Regional state administrative agencies are responsible for the regional tasks of the Ministry of Education and Culture in the field of education, day care, libraries, sports and youth work. At local level, these tasks are the responsibility of municipalities. Complaints, appeals, rectifications and opinions in educational and cultural services, and rectification requests concerning student assessments Short in-service training for teaching staff and personnel in youth, sports and library services Discretionary government transfers for the construction of educational institutions and sports and library buildings Discretionary government transfers for youth, sports and library projects and for competence building of teaching staff (Osaava programme) Assessment of access to basic services Information steering of educational and cultural services 16
