1 CITY OF DRY RIDGE CITY COUNCIL MEETING July 16, 2018 Council for the City of Dry Ridge met in regular session on July 16, 2018 at 6:00 p.m. at the Dry Ridge City Building, 31 Broadway, Dry Ridge, Kentucky, 41035, with the following present: Mayor: James Wells Council: Sara Cummins - arrived at 6:18 pm Jim Hendy Kenny Edmondson - absent Carisa Hughett Clay Crupper Ronald Maddox Staff: City Clerk/Treasurer Amy Kenner Sewer Superintendent Ken Little Fire Chief Rodney Smith Superintendent Brent Cummins Superintendent Robbie Bosse Chief Rick Kells City Attorney: Pete Whaley Mayor James Wells called the meeting to order at 6:00 p.m. City Clerk/Treasurer Amy Kenner took attendance with four Council members being present. Mayor Wells presented the Agenda for approval. Council member Clay Crupper moved, Council member Ron Maddox seconded to approve the agenda. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - absent, Carisa Hughett - yes, Clay Mayor Wells presented Minutes from July 02, 2018 for approval. It was noted the last recorded vote on adjournment had council member Sara Cummins list as absent, this should have been a yes vote. Council member Carisa Hughett requested documentation regarding City Clerk, Amy Kenner, speaking to the City's insurance regarding the incident at 23 Church Street be added to the minutes. Council member Jim Hendy moved, Council member Ron Maddox seconded to approve minutes from July 02, 2018 with amendments. 2 REPORTS FIRE DEPARTMENT Fire Chief Rodney Smith stated the department was finishing up painting the fire hydrants. He also stated the shoes hanging on the lines in town had been taken down. POLICE DEPARTMENT Police Chief Rick Kells stated he had nothing to report. WATER DEPARTMENT Water Superintendent Robbie Bosse presented water testing reports. Superintendent Bosse stated he will start testing hydrants next week with the fire department. SEWER DEPARTMENT Sewer Superintendent Ken Little presented his quarterly testing report. He stated everything is in compliance and it is a pretty good report. ROAD DEPARTMENT Road Superintendent Barry Marksberry stated he had cleaned the storm drains at Meadowview due to state inspections. He stated the storm drains at Arbor Drive had also been cleaned. PARKS & RECREATION DEPARTMENT No report given. PLANNING & ZONING DEPARTMENT Superintendent Brent Cummins stated Wendy's had starting remodeling. Superintendent Cummins stated the electric on Stg Daniel Wallace Way had been started. ABC DEPARTMENT No report given. MAYOR'S REPORT Mayor Jim Wells presented a flyer from Wal-Mart regarding their new pick-up service. The service will start after the 22nd. Wal-Mart has converted the old Subway portion for this service. There will be a ribbon cutting on the 20th.

3 Mayor Wells stated the Grant County Tourist Commission is asking for volunteers for the State Fair August 16th thru August 26th. Mayor Wells stated the First Impressions Study has been completed. Mayor Wells presented he Executive Summary of the report. OLD BUSINESS 1. BID AWARD WATER TELEMENTRY PROJECT Straeffer Pump & Supply was the only bid submitted. The bid includes both towers, computers and equipment for $47, These funds are not budgeted in the FY19 budget, however they were budgeted in the FY18 budget, so there should be carry over funds to cover this expense. Council member Jim Hendy moved, Council member Sara Cummins seconded to accept the bid. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - yes, Carisa Hughett - yes, Clay Crupper - yes, 2. BID AWARD WASTE WATER UPGRADES Straeffer Pump & Supply was the only bid received. Repairs at 65 Broadway (Wal-Mart) are $3,829.00, repairs at 205 School Road (Old High School) are $64,045.00, repairs to 715 Warsaw Rd (New High School) are $24, A discussion was had regarding the need for the repairs. Superintendent Little state the Wal-Mart site is and emergency. Council member Jim Hendy moved, Council member Sara Cummins seconded to table the discussion. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - yes, Carisa Hughett - yes, Clay Crupper - yes, 3. BID AWARD ALS CARDIAC MONITORS Physio-Control Inc was the only bid received. The have a total bid of $107, for three monitors. The city has the option to do three annual payments of $35, or 36 monthly payments of $2, The company will offer 0% financing for the three years. Fire Chief Smith stated it will take about two months to get the monitors on the trucks. He also stated the bid was only good until July 31st. 4 Council member Sara Cummins moved, Council member Ron Maddox seconded to take the topic off the table. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - yes, Carisa Hughett - yes, Clay City Attorney Pete Whaley stated Williamstown Mayor Rick Skinner sits on the KLC Board and they are trying to put pressure on the Insurance Companies to cover the damage caused by the storm. Mayor Wells presented the invoice for the clean-up of Ms. Adams basement. The invoice total was $4, A discussion was had regarding the city's responsibility and solutions to what Ms. Adams can do. Council member Clay Crupper moved, Council member Ron Maddox seconded to reimburse Ms. Adams for the cost of the clean-up not including attorney fees. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - yes, Carisa Hughett - no, Clay City Attorney Pete Whaley will draw up an agreement between the City and Ms. Adams. Ms. Adams wants to build a room over her driveway, which has a man hole in the middle of it. She has asked if she would be allowed to build a room on stilts, this would leave access to the man hole. It was decided she needs to do an application for variance to build the room over the sewer line. NEW BUSINESS 1. SEWER RATE DISCUSSION Mayor Wells presented the letter from City of Williamstown regarding a 5% increase to sewer effective for the October 2018 billing cycle. Council agreed to pass the 5% increase to customers. A letter will be sent with the August bills informing customers of the upcoming sewer increase. Council member Jim Hendy moved, Council member Sara Cummins seconded to take the Bid Award Waste Water Upgrades topic off the table. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - yes, Carisa Hughett - yes, Clay Council member Jim Hendy moved, Council member Carisa Hughett seconded to accept the bid. Kenny Edmondson - absent, James Hendy - yes, Sara Cummins - no, Carisa Hughett - yes, Clay Crupper - yes, A discussion was had regarding putting the existing 30 ordinances into one ordinance when it is redone. Mayor Wells gave an update on the EMS billing. Mayor Wells gave an update on the Cincinnati Bell and Time Warner Franchise agreements.
