Front Street Parkade Demolition and Rehabilitation Contract Award THAT Council direct staff to proceed with rehabilitation and partial demolition of the Front Street Parkade as outlined in the report dated April 27, Uptown New Westminster BIA Parcel Tax Bylaw THAT Uptown New Westminster Business Improvement Area Parcel Tax Bylaw No. 7748, 2015 be forwarded to Council for three readings. 11. Downtown BIA Parcel Tax Bylaws THAT the following bylaws be forwarded to Council for three readings: Downtown New Westminster Business Improvement Area (Primary Area) Parcel Tax Bylaw No. 7749, Downtown New Westminster Business Improvement Area (Secondary Area) Parcel Tax Bylaw No. 7750, Correspondence 13. Correspondence for Information Motion to receive the following correspondence: a. Trans Mountain Pipeline letter dated April 17, 2015 regarding New Westminster s joint declaration of non-confidence in the National Energy Board (NEB) process related to Trans Mountain Expansion Project THAT the correspondence be received for information. 4 ITEMS REMOVED FROM THE CONSENT AGENDA Director of Development Services 5. Proposed Amendment to the Definition of Commercial School Bev Grieve, Director of Development Services, introduced the report dated April 13, 2015 and provided the following information in response to Council s comments: Existing schools in New Westminster could fit under the new definition; There is a fine line between the definition of business and health care; There are various types of schools, noting that computer technical schools could be considered as part of the business sector; The proposed zoning amendment does not pertain to government educational institutions (eg: Justice Institute); Schools must comply with all relative City legislation when operating (eg: business licenses, zoning use, etc.). Discussion continued and members of Council noted that the proposed bylaw should address training as it relates to succession planning in a job. THAT Council consider Zoning Amendment Bylaw Number 7756, 2015 to amend section of the Zoning Bylaw for First and Second reading and forward the bylaw to a Public Hearing on May 25, Rezoning and Development Permit Applications to Allow an Industrial Building with an Accessory Caretaker Suite Preliminary Report Bev Grieve, Director of Development Services, introduced the report dated April 27, 2015 and provided the following information in response to Council s questions and comments: The Police Department advised that the proposed Rezoning and Development Permit Applications are not an area of concern with respect to CPTED (Crime Prevention through Environmental Design) requirements for Accessory Caretaker suites; The City of North Vancouver does not have a provision in their zoning bylaw to address accessory caretaker suites in Industrial Zones as the City s April 27, 2015 Committee of the Whole Agenda Page 4

5 Industrial area is small. It was reported that the City of Vancouver and the City of Surrey both allow accessory caretaker suites in all industrial zones; It was clarified that the accessory caretaker suite would be available only to a person who has been contracted to provide on-site care; It was reported that the proposed office space would be utilized by the applicant. THAT the report dated April 27, 2015 be received for information. Director of Finance and Information Technology Tax Rates Bylaw Doug Leahy, Manager of Collections Services, introduced the 2015 Tax Rates Bylaw and advised that all BC residents are eligible for the BC Home Owner s Grant. Council questioned how many residents access the grant and staff advised that they would report back with further details regarding the statistics. THAT Tax Rates Bylaw No. 7751, 2015 (Attachment 1) be forwarded to Council for three readings. Director of Parks, Culture and Recreation 12. European Chafer Management Nematode Subsidy Program Claude Ledoux, Manager of Parks and Horticulture, and Diane Perry, Manager of Community Development, summarized the report dated April 27, 2015 regarding the Nematode Subsidy program, and provided the following information in response to Council s questions: The City accesses nematodes from one company which ensures quality and fresh product; The program is advertised through the City s social media avenues as well as through City Page; A tri-fold informational brochure regarding healthy lawn care is available to residents.
