3 MINUTES Municipal Heritage Advisory Committee Meeting #9-18 October 18, 2018 Council Chambers, Cambridge City Hall 46 Dickson Street, Cambridge, Ontario 7:00 p.m. Committee Members in Attendance: Amy Barnes, Angela Mason, Nelson Cecilia, Michael Cahill, and Councillor Pam Wolf with John Oldfield in the Chair Regrets: Michelle Goodridge, Kimberly Livingstone, Scott Roberts, and Nancy Woodman Staff in Attendance: Laura Waldie, Senior Planner- Heritage and Karin Stieg-Drobig, Recording Secretary Meeting Called to Order The regular meeting of the Municipal Heritage Advisory Committee was held in Council Chambers at 46 Dickson Street, Cambridge, Ontario. Chair, John Oldfield, welcomed everyone present and called the meeting to order at 7:00 p.m. and the meeting adjourned at 7:35 p.m. Declarations of Interest NIL Presentations NIL Delegations - NIL Minutes of Previous Meeting Moved by: Amy Barnes Seconded by: Michael Cahill THAT the minutes of the September 20, 2018 meeting of the Cambridge Municipal Heritage Advisory Committee be considered for errors and omissions and be adopted. CARRIED Reports MHAC Annual Report and 2019 Work Plan. File No. R.01 John Oldfield thanked Laura Waldie for her report and asked if there were any questions from the committee members. Amy Barnes inquired if the remaining grant funds were likely to be paid out before the November 30, 2018 deadline. 4 Page 2 of 3 Municipal Heritage Advisory Committee October 18, 2018 explained that three of the four remaining property owners were expected to submit their paid invoices while the fourth has experienced some fundraising issues that will push their project into Any remaining funds will be moved to the Heritage Conservation Reserve Fund from the operating budget. CARRIED Correspondence - NIL Other Business - NIL Chair s Comments- NIL Council Report/ Comments: Councillor Wolf advised there is a lecture series taking place at the Old Post Office. She attended the first lecture this week that focused on heritage of the Old Post office that included letters of application by past Post Masters. Also, Monigrams Café is now open for business in the Old Post Office. Staff/Senior Planner- Heritage comments: Laura Waldie provided an update on the Galt Core HCD and Heritage Permit Process Review report which was recommended for approval to Council by the Planning and Development Committee on October 9, It will now go to Council on November 6, 2018 for a decision. If approved, the Galt Core HCD project will commence in 2020, subject to budget approval. Also on October 9, 2018, Laura Waldie presented a report to recommend the repeal of the demolition control by-law. This by-law was initiated in 2010 to protected residential building stock in general, not specifically heritage properties, by requiring an approved replacement building permit prior to issuance of a demolition permit. Unfortunately, this has led to vacant buildings that often pose a safety hazard. The current by-law does not help protect heritage buildings, because if a property is not on the Heritage Register, a waiting period cannot be triggered under the Ontario Heritage Act to allow Council to ECM\Planning Services\Committees\MHAC\MHAC Agendas and Minutes\Minutes\2018 Minutes\October\10_18_2018 MHAC Minutes 004

Council will give their decision on the repeal of the demolition control by-law on November 6, As part of the repeal process, Staff was asked to provide options for adding properties to the Heritage Register. The option recommended by the Planning and Development Committee is to research three to four properties per year, then consult with the owners to have their properties added to the Register. The budget considerations for adding more properties to the Heritage Register have been outlined to Council. A copy of the new Risk Impairment In the Workplace Policy and Procedure was provided and reviewed with the MHAC as it relates to paid staff, volunteers and students. SUMMARY The subject property is designated under Part V of the Ontario Heritage Act as part of the Blair Village Heritage Conservation District (HCD). It was designated in The proposal is to construct a detached garage on the property which is higher than what is permitted in the Zoning By-law. 006

7 BACKGROUND The subject property is located just south of the Old Village of Blair in the Future Residential Lands of the Blair Village Heritage Conservation District (HCD). The Blair Village HCD was designated under Part V of the Ontario Heritage Act in When the HCD was designated, Joan Lane did not exist and was used as agricultural land. Since 2001, Joan Lane was created as part of a new subdivision development within the HCD. It was anticipated that these new residences over time would eventually be integrated into the old village. ANALYSIS Strategic Alignment: PLACE: To take care of, celebrate and share the great features in Cambridge that we love and mean the most to us. Goal #3 - Arts, Culture, Heritage and Architecture Objective 3.2 Conserve and make positive contributions to our heritage districts and buildings throughout the community. Existing Policy/By-Law: Designation By-law Financial Impact: The property owners are responsible for all associated costs with this construction. Public Input: The Municipal Heritage Advisory Committee (MHAC) meetings are open to the public. Internal/External Consultation: The Senior Planner-Heritage liaised with the agent for the property owners on what was to be submitted for review by the MHAC and Council. Comments/Analysis: The property owner has submitted a development application (minor variance) to construct a detached garage to be located at the side and rear of the property. A minor variance is required to increase the height of the garage to 8.1 m ( ft.) from the maximum permitted for an accessory structure of 4.5 m (14.76 ft.). The proposed 007

8 detached garage has an area of m² (1, sq.ft.) A proposed site plan, renderings and floor plans have been submitted for review (Attachment 1). Because this area is a new subdivision, a Heritage Impact Assessment was not requested for this minor variance application. Section 8 of the Blair Village HCD Plan describes the policies for new residential subdivision dwellings (Attachment 2). The policies state that garages should be set back from the front and either recessed or detached. The design of the garage at 11 Joan Lane is in compliance with the HCD Plan and its design is compatible with the existing building stock on the street. Therefore, staff recommends that the MHAC recommend Council approve the construction of the proposed garage as outlined in MHAC report (MHAC).
