3 COUNCIL STANDING COMMITTEE PUBLIC SAFETY AND POLICING COMMITTEE A Council Standing Committee, the Public Safety and Policing Committee, meeting was held on the 26th day of June, 2017 commencing at 11:00 a.m. at City Hall Council Chambers. CALL TO ORDER - MAYOR BOB SIMPSON (CHAIR) Mayor Bob Simpson called the June 26, 2017 Public Safety and Policing Committee meeting to order at 11:00 a.m. B. APPROVAL OF AGENDA: C. DELEGATION(S): (None) D. APPROVAL OF MINUTES: MOVED Councillor Paull, Seconded City Manager Johnson and resolved: THAT the Public Safety and Policing Committee approves the June 26, 2017 Agenda. CARRIED D.1) March 29, Regular Meeting (See Agenda Item D.2 for resolution.) D.2) March 30, Stakeholder Public Consultation Session MOVED City Manager Johnson, Seconded Councillor Paull and resolved: THAT the Public Safety and Policing Committee approves the following Meeting Minutes: 1. 4 Public Safety and Policing Committee June 26, 2017 E. ACTIONS / OLD BUSINESS: E.1) Review Action List - Did not discuss. F. REPORTS: F.1) Quesnel R.C.M.P. Detachment - Review of Finalized R.C.M.P. Annual Performance Plan and Quesnel Detachment Performance Plan - Staff Sergeant Burton to Discuss Committee discussed the Quesnel R.C.M.P. Detachment's Annual Performance Plan in general and, specially, the mental health related response call inefficiencies from Northern Health's Quesnel Unit for Emergency Short Stay Treatment ("QUESST") to the Quesnel R.C.M.P. The challenge is having a physician sign-off before the Quesnel R.C.M.P. may leave the scene at QUESST as per Section 28 of the Mental Health Act which states: "Emergency procedures 28 (1) A police officer or constable may apprehend and immediately take a person to a physician for examination if satisfied from personal observations, or information received, that the person (a) is acting in a manner likely to endanger that person's own safety or the safety of others, and (b) is apparently a person with a mental disorder." Further, that Northern Health may want to consider hiring a security guard, instead of calling the Quesnel R.C.M.P. to QUESST, so that the Quesnel R.C.M.P. won't be required to remain on the scene while the nurse administers medicine and/or food to the mental health patient. Mayor Simpson advised that work is currently underway in putting together a mental health and additions committee. This committee will bring the community's mental health and additions stakeholders together to discuss the mental health and addictions needs of the Quesnel area. ACTION: Mayor Simpson to speak with the GR Baker Hospital's Chief of Staff to see if there is a way to expedite the required physician sign-off for mental health patients at QUESST so that the R.C.M.P. can then efficiently leave the scene at QUESST; AND if Northern Health has the capacity to maintain the safety of nursing staff during a mental health incident at QUESST with Northern Health employees to avoid the Quesnel R.C.M.P. being called to attend the scene for these routine mental health incidents at QUESST. F.2) Terms of Reference - Review Updated Draft - Mayor Simpson to Discuss Group discussed the draft Terms of Reference and made the following revision by adding a clause that reads: Adopt Meeting Minutes of June 26, 2017 Page 4 of 9 2

5 Public Safety and Policing Committee June 26, 2017 "Research for best practices from issues received from the Public Safety and Policing Committee's community engagement sessions around community safety and make recommendations to Council." G. NEW BUSINESS: MOVED City Manager Johnson, Seconded Councillor Thapar and resolved: The Public Safety and Policing Committee recommends to Council to approve the Public Safety and Policing Committee Terms of Reference. CARRIED G.1) Preventative Measures - Strategies for Break and Enters (Discussion) ACTION: This item will be discussed in-camera and will be forwarded to Council at a public meeting. G.2) Public Safety and Policing Committee - General Public Consultation Session for Fall 2017 (Discussion Item) The next Public Safety and Policing Committee community engagement sessions will discuss the R.C.M.P. provincial statistical data regarding Quesnel break and enters and opiates. A stakeholder engagement session will be held first in late September/early October 2017, followed by a general public engagement sessions in late October/early November H. CORRESPONDENCE: H.1) R.C.M.P. Victim Services Program Request for Financial Support - Transportation Costs for Crime Prevention Production ACTION: Deputy Albers to refer the financial request from the Quesnel R.C.M.P. Victim Services Program, regarding a $3,000 financial request to in bringing a human exploitation "Love Bomb" educational awareness production to Quesnel, is to be forwarded to the July 11, 2017 North Cariboo Joint Planning Committee meeting for consideration. MOVED Councillor Paull, Seconded Councillor Thapar and resolved: THAT the Public Safety and Policing Committee recommends to Quesnel City Council to approve up to $3,000.00, pending the outcome of the Cariboo Regional District s four Northern Electoral Area Directors providing possible financial support, for a human exploitation education awareness production entitled Love Bomb that will be showcased at Correlieu Secondary School for students and the public in our community.
