1 VACANCY NOTICE The EU financed ENPI Twinning Project No AZ12/ENP-PCA/OT/21 Strengthening of Radiation Safety Infrastructure and development of Supporting Services of the Republic of Azerbaijan is seeking to recruit PROJECT INTERPRETER-ASSISTANT 1. BACKGROUND INFORMATION: The above-mentioned project will be implemented in close cooperation among the Ministry of Emergency Situations, the State Agency on Nuclear and Radiological Activity Regulations of the Republic of Azerbaijan (beneficiary) and Lithuania s Radiation Safety Center and the Central project Management Agency (as EU Member State partner). The overall objective of this Twinning project is to increase the surveillance of exposures from ionizing radiation in the Republic of Azerbaijan and to enhance the energy policy convergence in the field of control of all types of radioactive sources. The project will last for 24 months and is expected to start in January Within the project many activities will be carried out such as seminars, workshops and study visits, drafting legislation, strategies and implementation plans etc. Therefore, a Resident Twinning Advisor Mr. Skirmantas Pileckas from the Central Project Management Agency (thereinafter referred to as RTA) of the Twinning project from Lithuania will be based in Baku. The RTA is looking for a qualified project interpreterassistant (thereinafter referred to as project interpreter). 2. OFFICE OF THE RTA / TASK DIVISION: The RTA will be assisted by two local assistants: one RTA Assistant (see advertisement for RTA Assistant) and one Project Interpreter. The RTA will focus on the overall coordination and content of the activities, and the evaluation of the progress of the project, while the RTA Assistant and Project Interpreter will take care of the project administration, logistics, translation and interpretation. The RTA Assistant will focus on the project administration, logistics, drafting minutes, etc. while the Project Interpreter will focus on translation and interpretation. However, both assistants need to be able to replace and assist each other when necessary! 3. JOB DESCRIPTION OF THE PROJECT INTERPRETER: Under the guidance of the Resident Twinning Adviser (RTA) and in cooperation with his counterpart in the State Agency on Nuclear and Radiological Activity Regulations, the project interpreter is expected to carry out the following duties:

2 - Interpretation: consecutive or simultaneous interpretation Azerbaijani English v.v. and Russian English v.v. during seminars, conferences and meetings, acting as an interpreter for the RTA; - Translation: carrying out the translation Azerbaijani English v.v. and Russian English v.v. of documents used in the project, such as legislation, policy documents, implementation plans, training materials, PowerPoint presentations etc.; - Other tasks: performing other duties at the request of the RTA, either related to assistance with the implementation of the project or related to personal assistance with language issues and other issues that arise from moving to and working in a foreign country. 4. INFORMATION ABOUT THE CONTRACT The Central Project Management Agency (Lithuania) is the Purchasing Organisation. The contract duration is up to 24 months (depends on the date of the signature of the contract). The contract is full-time (40 hours per week). The contract (gross) salary is maximum 1500 per month. The contract is fixed-term service contract. The project interpreter will have to have a valid document permitting to provide assistance services according to the laws of the Republic of Azerbaijan when entering into service contract. The project interpreter will be obliged to pay any kind of taxes or other obligations stipulated by the laws of the Republic of Azerbaijan on his/her own. The payment to the project interpreter will be funded from the project budget and will be paid monthly by transfer to the indicated bank account on the base of invoice and time-sheet submitted by the project interpreter. The project interpreter will be bound by the rules on hours of work in force in the beneficiary administration as stipulated by the RTA. Health insurance: the contract does not cover the health and accident insurance. This insurance is the responsibility and decision of the project interpreter. The project interpreter will be based at the State Agency on Nuclear and Radiological Activity Regulations in Baku. S/he will report to and will be supervised by the Resident Twinning Adviser. 5. PROFILE OF A CANDIDATE: The successful candidate should have the following qualifications: Education: - University degree (bachelor s or comparable) in the English language. Skills and knowledge: - Excellent Azerbaijani, English and Russian language skills;

3 - Ability to deliver both consecutive and simultaneous interpretation in Azerbaijani English v.v. and Russian English v.v.; - At least 2 years of experience in Azerbaijani English v.v. and (preferably) Russian English v.v. interpretation and translation services; - Demonstrated ability to provide high-quality translations in both Azerbaijani and English; - Good computer skills (in particular MS Word, MS Project, MS PowerPoint, MS Excel); - Very good concentration and short-term memory (and/or stenography skills) in order to provide continuous high-quality interpretation during several hours (with short breaks); - Ability to work effectively in an international environment; - Good planning and organisational skills. Experience: - Experience in Azerbaijani English v.v. and Russian English v.v. interpretation and translation services. Assets: - Previous experience in the administration of at least one EU funded project, preferably Twinning project or previous experience in an international organization or diplomatic mission or involvement in the EU/International donors funded project; - Experience in working with Azerbaijani state institutions. NB! The project interpreter cannot have or recently (past six months) have had any contractual relation with the beneficiary administration! 6. INFORMATION ON THE SELECTION PROCESS The selection of the project interpreter includes 3 stages: 1. Assessment of the applications submitted by interested Candidates Interested candidates are invited to send their application (see Section 8 of this Vacancy Notice) consisting of documents listed in the Paragraph 8 Points with the reference Project interpreter to the following addresses s.pileckas@cpva.lt and d.vaiciune@cpva.lt by the deadline of 10 January After receipt of the applications assessment of the provided documents in terms of fulfilling the formal and technical criteria stipulated in the announcement will be carried out. Submission by the Candidate of all the required documents shall be the basis for evaluation of meeting the conditions for participation in the selection process/tender procedure. The Purchasing Organisation shall review the contents of these documents and statements to verify if the Candidate meets all the required conditions. The assessment of qualifications will be based on the information presented in the Application including information on the Candidate s professional qualifications, experience and education necessary to perform Project interpreter service contract. The requested documents, especially CV, must show clearly that the Candidate has the required professional qualifications, experience and education necessary to perform the contract. 4 English language 2 Experience in translation of written documents in Azerbaijani English v.v. and Russian English v.v. 3 Experience as interpreter in Azerbaijani English v.v. and Russian English v.v. 4 Good computer skills (in particular MS Word, MS Project, MS PowerPoint, MS Excel) TOTAL Carrying interview with invited Candidates 10 Up to 3 years of experience is evaluated by 5 points, 3-5 years of experience evaluated by 8 points, more than 5 years of experience evaluated by 10 points 10 Up to 3 years of experience is evaluated by 5 points, 3-5 years of experience evaluated by 8 points, more than 5 years of experience evaluated by 10 points 4 Knowledge of each of the mentioned software programs is evaluated by 1 point The shortlisted selected candidates who have obtained the highest amount of points on the base of provided documents, especially CV, will be invited for the interview (within negotiated tender procedure) which will take place using competence-based approach. The interview will take place in Baku and will be carried out in English. The preliminary date of the interview is the 4th week of January Candidate might be asked to provide documents confirming the professional experience and qualification stated in their CV. 3. Concluding a contract with the selected candidate The information on the result of the selection process will be provided for all candidates invited for the interview. 7. DESCRIPTION OF CONDITIONS FOR PARTICIPATION IN THE PROCEEDINGS Candidates allowed to participate in the selection process/tender procedure must meet the following conditions: 7.1. regarding having necessary capacity and relevant knowledge and experience for carrying the Project interpreter service contract/tasks and duties; 7.2. regarding the nationality rules pursuant to the Art. 2 item 2.1 of the Annex 4 to the Twinning Contract and Annex A4 of the Common Twining Manual (2012) and section of the Practical Guide to Contract Procedures for the EU External Actions (2012); 7.3. regarding not being in a situation for exclusion pursuant to the Art 2 item 2.4. of the Annex 4 to the Twinning Contract and Annex A4 of the Common Twining Manual (2012) and section of the Practical Guide to Contract Procedures for the EU External Actions (2012); 7.4.regarding the requirement that project assistants remunerated by the project cannot have or recently (past six months) have had any contractual relation with the beneficiary administration pursuant section 5.9 of the Common Twining Manual (2012).

APPLICATION CONTENT In order to confirm meeting the criteria (see Section 7) the Candidate is obliged to submit the following documents, i.e. the Applications for Project interpreter job shall include: 8.1.Motivation letter with proposed price signed (free style); 8.2.Detailed CV signed (preferred Europass format); 8.3.Copy of the document confirming fulfilling the condition regarding nationality rule document required under that country s law confirming the nationality (e.g. ID, passport); 8.4.Statement about fulfilling the conditions of participating in the procedure and regarding the requirement that project assistants remunerated by the project cannot have or recently (past six months) have had any contractual relation with the beneficiary administration in line with the attached template as Annex 1; 8.5. Candidate s statement to demonstrate s/he is not in any of the situations of exclusion pursuant to the Art 2 item 2.4. of the Annex 4 to the Twinning Contract and Annex A4 of the Common Twining Manual (2012) and section of the Practical Guide to Contract Procedures for the EU External Actions (2012) in line with the attached template as Annex 2. The above-mentioned documents should be sent before 10th January 2013 to the following address: d.vaiciune@cpva.lt and s.pileckas@cpva.lt. Please mention Project interpreter in the subject. OF THE ANNEX 4 TO THE TWINNING CONTRACT AND ANNEX A4 OF THE COMMON TWINING MANUAL (2012) AND SECTION OF THE PRACTICAL GUIDE TO CONTRACT PROCEDURES FOR THE EU EXTERNAL ACTIONS (2012) In regard to the Selection of the RTA Assistance of the EU financed ENPI Twinning Project No AZ12/ENP-PCA/OT/21 Strengthening of Radiation Safety Infrastructure and development of Supporting Services of the Republic of Azerbaijan I declare that - I am not in any of the situations excluding me from participating in contracts which are listed in the Section of the Practical Guide to Contract Procedures for the EU External Actions (2012): a) bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations; b) convicted of an offence concerning their professional conduct by a judgment which has the force of res judicata; (i.e. against which no appeal is possible); c) guilty of grave professional misconduct proven by any means which the Contracting Authority can justify; d) not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the Contracting Authority or those of the country where the contract is to be performed; e) have been the subject of a judgment which has the force of res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the EU's financial interests; f) currently subject to an administrative penalty referred to in Article 96(1) of the Financial Regulation (BUDGET)/ Article 99 of the Financial Regulation (10th EDF). /Name, surname/ /Date/ /Signature/
