1 CANADA PROVINCE OF QUEBEC MRC VALLEE-DE-LA-GATINEAU MUNICIPALITY OF KAZABAZUA Minutes of the regular council meeting held December 7th, 2010 at 7:30 p.m. at the Kazabazua Community Centre located on Begley Road in Kazabazua. Were present: Mr. Ota Hora Mayor Mr. Robert Rowan Seat 1 Mrs. Seat 2 Mr. Denis Bélair Seat 3 Mr. Kevin Molyneaux Seat 4 Mr. Ronald Marengère Seat 5 Mr. Robert Bergeron Seat 6 Was absent: Also present: Wendy Waddell, Administrative Secretary Opening of the meeting Forming quorum in the presence of his honour the Mayor, Mr. Ota Hora, who declares the meeting open at 7:30 p.m. in the presence of approximately 18 tax payers. Question period 1. Debbie Chamberlain Thank you from the Queen Elizabeth School for the Remembrance Day ceremony and also read a letter received by a passer-by who stopped at the remembrance day ceremony. 2. R. 3 Tires for the grader- Prices Post Office Resolution to authorize use of library address Remove: 3.1 Position of public works (end of 6 month trial) ADOPTION OF MINUTES FROM THE REGULAR COUNCIL MEETING HELD NOVEMBER 4TH, 2010 Ronald Marengère And resolved: That the minutes from the regular Council meeting held November 4th, 2010 are adopted as submitted by the Director General with the following changes: Make change to resolution votes against. Resolution remove (and that the French version of the above mentioned minutes be verified by Councillor Robert Rowan) Resolution Change to (There is a possibility that the Municipality of Alleyn and Cawood will join the Municipality of Kazabazua and the fees should be split with the municipality s that join ) - and change $1, to $2, APPROVAL OF SALARIES PAID IN NOVEMBER 2010 AND REMITTANCES TO PAY Robert Rowan Denis Bélair And resolved: That the salaries paid for periods 44 to 47 for November, 2010 representing an amount of $ 14, be accepted. That the federal and provincial remittances which represent an amount of $5, for salaries paid in November, 2010 be accepted and paid in December That the Retirement plan remittances which represent an amount of $1, for salaries paid in November 2010 be accepted and paid in December APPROVAL OF ACCOUNTS PAID IN NOVEMBER 2010 Denis Bélair And resolved:

4 That the accounts paid in November, 2010 totalling $ in purchase journals 333 to 335 be approved a - Change of position Appointment Director General with a 6 month probation period and removal of Inspector title and function CONSIDERING THAT the workload has increased considerably from requests made by different levels of government; CONSIDERING THAT the Director General/Inspector does not have sufficient amount of time to effectively carry out the work demanded; Kevin Molyneaux Robert Rowan And resolved that Council wishes to remove the Inspector title from the Director General and its responsibilities with a 6 month probation period to the Director General b Inspector/building inspector function assigned temporarily, on call, to Public Works Supervisor until March 31, 2011 CONSIDERING THAT the requests from the different levels of government and the workload has increased immensely; CONSIDERING THAT the workload be assigned temporarily, on call, to Supervisor of public works until March 31, 2011; Kevin Molyneaux Robert Bergeron And resolved Council wishes to temporarily assign the Inspector title to the on call Supervisor of public works until March 31, AUTHORISATION FOR DUTTON / RAINVILLE TWO FILES WITH NORMES DU TRAVAIL CONSIDERING THAT 2 employees have filed complaints with Normes de Travail; CONSIDERING THAT the municipality needs legal opinions with these 2 cases; Denis Bélair And resolved that Council approves to forward the 2 files to the municipal law firm Dutton Rainville for legal representation.

5 AUTHORISATION FOR DUTTON / RAINVILLE LEGAL OPINION CONSIDERING THAT the municipality received a letter from a lawyer regarding severance pay; Denis Bélair Robert Rowan And resolved that Council approves to forward the file to the law firm of Dutton Rainville for legal advice DATE FOR 2011 BUDGET ADOPTION DECEMBER 21, 2010 CONSIDERING THAT a special meeting will be held at 7:00 p.m.december 21, 2010; CONSIDERING THAT the 2011 Budget meeting will be held at 7:30 p.m, December 21, 2010; Denis Bélair And resolved that Council approves the special meeting Dec 21, 2010 at 7:00 p.m. and 2011 Budget meeting at 7:30 p.m. AON HEWITT RREMQ CARRIED TO THE NEXT MEETING QUEBEC MUNICIPAL MEMBERSHIP Denis Bélair And resolved that Council approves to renew the annual membership for a fee of $ EXCEL COURSE GLOBAL TRAINING SERVICES DG DECEMBER 15, 2010 CONSIDERING THAT the Director General and the municipality would benefit from this excel course (Level 1); Denis Bélair Robert Rowan And resolved that Council approves to send the Director General, Sandra Lacharity on this excel course (Level 1) for a fee of $99.00.

6 TIME MANAGEMENT COURSE GLOBAL TRAINING DG FEBRUARY 14, 2011 CONSIDERING THAT the Director General and the municipality would benefit from this time management course; Denis Bélair Kevin Molyneaux And resolved that Council approves to send the Director General, Sandra Lacharity on this time management course for a fee of $149.00: POSTING GENERAL LABOURER/CLASS 1 DRIVER CONSIDERING THAT the road supervisor is off for 3 months in the winter, therefore leaving the road staff shorthanded; CONSIDERING THAT the general labourer would be able to replace the garbage truck driver if needed; CONSIDERING THAT the general labourer will be able to carry out road work or other works as necessary; Robert Rowan Robert Bergeron And resolved that Council agrees to post a position for a general labourer with a Class 1 license. Info: Currently evaluating the work needed to be done for the excise tax and other projects which will almost double in the next 4 yrs. INFO - INCREASE OF SALARY MUNICIPAL COUNCIL FORWARDED TO THE NEXT MEETING More info needed SALARY INCREASE BY 3% ANNUALLY EXECUTIVE SECRETARY CONSIDERING THAT the executive secretary did not receive a cost of living increase in 2010; CONSIDERING THAT the executive secretary has more responsibilities and increased workload; Denis Bélair And resolved that Council approves to give a 3% salary increase to the executive secretary commencing immediately:

7 MUNICIPAL OFFICE CLOSED AT 4:00 PM DECEMBER 23, 2010 TO REOPEN JANUARY 3, 2011 CONSIDERING THAT most of the surrounding municipalities are closed during Christmas and New Year s; Denis Bélair And resolved that Council approves to close the municipal office December 23, 2010 at 4:00 p.m. and reopen January 3, NOTICE OF MOTION UP-DATE OF THE CIVIL SECURITY PLAN FOR 2011 (CARRIED TO ) A notice of motion is hereby being given by Councillor Robert Bergeron that at an upcoming meeting of Municipal Council the Civil Security Plan will be updated AUTHORISATION FOR THE PURCHASE AND INSTALLATION OF A COMMUNICATIONS TOWER FOR THE PUBLIC SECURITY NETWORK IT IS PROPOSED BY PAMELA LACHAPELLE Denis Bélair And resolved that this Council approves the purchase and installation of a communications tower for the public security network from Excel Radio. FIRE SECURITY RISK COVERAGE PLAN (CARRIED TO ) WINTER MAINTENANCE CONTRACT FOR MUNICIPAL SIDEWALKS ( ) CONSIDERING THAT the contract is awarded to Mr. Stéphane Bertrand for an amount of $; CONSIDERING THAT there were two other bids; Denis Bélair Kevin Molyneaux And resolved that this Council award the winter maintenance contract for the season of the municipal sidewalks to Mr. Stéphane Bertrand for $6, TIRES FOR THE GRADER PRICES TO PURCHASE AND INSTALL THE TIRES CONSIDERING THAT the grader tires need to be replaced;

8 CONSIDERING THAT get prices for tires for the grader and give authority to purchase and install the tires provided that Council is informed of the cost prior to installation; Kevin Molyneaux And resolved this Council approves to purchase and install grader tires provided that Council is informed of the cost prior to installation COMBEQ MEMBERSHIP RENEWAL CONSIDERING THAT annual membership renewal with Combeq; Kevin Molyneaux And resolved that Council authorises to renew the annual membership with COMBEQ for a fee of $ MEDICAL CLINIC - GRACEFIELD CONSIDERING THAT provided that there is no more walk-in clinic in Gracefield or Kazabazua; CONSIDERING THAT the Ville de Gracefield along with other investors is in the process of arranging a walk-in clinic; CONSIDERING THAT services will include all surrounding municipalities; Denis Bélair And resolved that Council agrees to give $1, for the year 2011 provided that we receive income statements and expense statements for the clinic in order to make a decision for the future years. A decision for the future years, also that we receive a copy of the signed agreement with the Doctors guaranteeing 20 hours per month are reserved for a walk-in clinic. Ronald Marengère votes against. Adopted by the majority CULTURAL, SOCIAL & GOLDEN AGE COMMITTEE PURCHASE OF ADVERTISING ITEMS FOR THE 150 TH ANNIVERSARY FUNDRAISING (APPROX. $2,700) Robert Bergeron

9 And resolved that Council agrees to give $2, for the purchase of 150 th anniversary items in order to raise money for the 150 th Municipal anniversary NOTICE OF MOTION TO MODIFY NUISANCE BY-LAW Notice of motion is hereby given by Councillor Kevin Molyneaux that a modification to nuisance by-law will be made at an upcoming regular meeting of council RINK SUPERVISOR AUTHORIZE DG TO FILL POSITION WITH COUNCIL APPROVAL CONSIDERING THAT there is a grant available through Emploi- Quebec for a rink supervisor; CONSIDERING THAT the grant is 18 weeks at 40 hrs per week at $10.00 per hour; Kevin Molyneaux And resolved that Council authorises the Director General to fill the position with Council approval REQUEST TO USE MUNICIPAL RINK CPE VALÉE SOURIRE CONSIDERING THAT a request was received from CPE Vallée Sourire to use the skating rink every Wednesday morning for the Daycare children; Denis Bélair Robert Rowan And resolved that Council agrees to let the CPE Vallée Sourire use the skating rink every Wednesday morning. ANNUAL AVERTISSEMENT TOURISM VALLÉE DE LA GATINEAU ( CARRIED TO ) REQUEST OF SUPPORT GRACEFIELD PARISH CHRISTMAS BASKET PROGRAM CONSIDERING THAT last year Kazabazua did not benefit from this program; CONSIDERING THAT the churches, library and the municipal office collects food for the needy;

10 And resolved: Refused by Councillors INFORMATION ANNUAL REPORT COM. SCOLAIRE DES HAUTES BOIS RESOLUTION OF SUPPORT GVRV TO SEEK REVITALISATION AND OTHER FUNDS FROM MAMROT, MRC AND OTHER GOVERNMENTAL AND PUBLIC ORGANIZATIONS CONSIDERING THAT THE GVRV is requesting a resolution of support to seek revitalisation and other funding from MAMROT, MRC and other governmental and public organizations; Denis Bélair Kevin Molyneaux : And resolved that Council supports the GVRV to seek revitalisation and other funding from MAMROT, MRC and other governmental and public organizations POST OFFICE RESOLUTION TO AUTHORIZE USE OF LIBRARY ADDRESS CONSIDERING THAT the Municipal library is also the cultural and social centre; CONSIDERING THAT several non-profit organizations hold meetings and consider the Cultural and Social centre to be their headquarters; Robert Bergeron Kevin Molyneaux And resolved that Council authorises the use of the Municipal Library/Cultural and Social Centre address to be used as the main address for these organisations.
