3 BACKGROUND Peace-building strategy of the Govt. in collaboration with the four Multilaterals (ADB, EU, WB & UN) Adopted, endorsed and fully owned by the Govt. An integrated proposal on how to build peace in Khyber Pakhtunkhwa and FATA. Success depends on effective implementation of the strategy with a holistic approach. A working strategy that should be continuously monitored and evaluated. Contd 3
4 Milestones Achieved: PROGRESS Planning &Development Department tasked to house the PCNA Implementation Support Unit (ISU) Budget line of PCNA ISU submitted to MDTF Secretariat (Feb2011) to be clubbed with Governance TA Government line departments directed to align new Annual Development Plan (ADP) proposals with the recommendations of PCNA. Ongoing interventions of the Govt. as well as its International Partners are being aligned to the recommendations of PCNA. Contd 4
5 GOVERNMENT S ONGOING ACTIONS ON PCNA RECOMMENDATIONS: Strategic Objective 1 : Build responsiveness and effectiveness of the State to restore citizen trust Law for Office of Provincial Ombudsman Enacted and Office established. PEFA and Fiduciary Risk Assessment completed and Pre-budget consultations initiated with Parliamentarians Local Govt. Bill at advance stage of consideration at the Prov. Assembly. Tor Ghar District established to mainstream the local population. Levies force increased and outreach improved in Malakand Agency. No. of police stations & police strength increased in Malakand Division. Diagnostics completed for Planning and Development Department s Restructuring for effective Peace building administrative leadership Contd 5
6 Community Police setup in Malakand Division. Elite Force created in PATA Magistracy restored in PATA magisterial strength increased from 12 to 24. Higher tiers of Qazi Courts introduced in the Judicial System in PATA. 3 Anti-Terrorist courts functionalized in PATA. M&E framework approved to ensure accountability in development spending. Tax Facilitation Centres & Excise Offices in 3 districts being established to ensure transparency and better accountability. Contd 6
7 Strategic Objective 2 : Stimulate employment and livelihood opportunities Bacha khan Khpal Rozgar scheme launched to provide loans to unemployed youth. Bacha Khan Poverty Alleviation programme. Kohistan Area Development Project. Kala Dhaka Area Development Project. both meant to generate employment and cease illicit ecoonomic activities Think-Tank on Agriculture Sector Reforms created. Social Protection Core Group constituted. Development paradigm redefined to target Productive sector for capital formation and employment opportunities Pilot programme launched to impart skills to 1500 youth. Contd 7
8 Strategic Objective 3 : Ensure the delivery of basic services Water & Sanitation Policies formulated in the light of the National Policies. Feasibility for Water & Sanitation Authority, Peshawar approved. Urban Unit in P&D Dept. being established. Health Sector Strategy 2010 formulated. Education sector reforms program formulated. Concept note on Citizen Service Delivery Report Cards. Contd 8
9 Strategic Objective 4 : Counter radicalization and foster reconciliation De-Radicalized Emancipation Program (DREP) initiated in PATA with the help of Pakistan Army. Concept note being projectized on Militant Propaganda Content analysis & Communication strategy for Khyber Pakhtunkhwa and FATA. Cabinet Committee constituted on Madrassas reforms Model Madrassa being setup imparting religious and contemporary education on modern lines. 9
10 CONCEPT NOTES & PROJECTS SUBMITTED TO MDTF Economic Revitalization for Khyber Pakhtunkhwa and FATA Project (ERKF- $20 m) - Approval awaited from CDWP/ECNEC, Grant Agreement to be signed. Emergency Recovery Project KP-FATA Social Protection Program (PMU established, Cost $285 m out of which 35 M is MDTF grant). Governance Support program - project document being finalized, which will include Implementation Support Unit and a Rapid Response Window for funding Governance related interventions (Est. cost US$ 3.2 m). 11 Concept Note on Strengthening Health Services in Crisis Affected Districts (Est. Cost US$ 25 m). Upgradation/ rehabilitation of Road Garhai to Kanju, Swat 11 KM (Cost Rs. 680 m). 11
12 Issues and Challenges In the absence of TA for the Implementation Support Unit the number of projects under PCNA remains low despite full commitment. Fast tracked approval mechanism needed Quicker processing at the MDTF Secretariat and Waiver from CDWP and ECNEC for PCNA projects. Coordination Effective coordination and follow up amongst all stake holders. Fund Flow Enhanced and timely flow of funds. 12
13 Remedial Steps Taken By Khyber Pakhtunkhwa Government so far Provincial Government is pressing for a SOC meeting to be held as soon as possible. The Chief Minister has taken up the case with the Prime Minister for the waiver of Federal approving processes. The Chief Secretary has written to the Minister for Finance and Economic Affairs requesting waiver of CDWP and ECNEC for PCNA projects. The Additional Chief Secretary has taken up the case with Deputy Chairman Planning. 13
14 NEXT STEPS ISSUES SEEKING URGENT ATTENTION Urgent identification of the way forward and strengthening of PCNA institutional structure for implementation. Translation of PCNA recommendations into programs and projects. Holistic and well integrated implementation approach to PCNA recommendations. Sustained international funding commitment. 14
