2 About the Public Service The Public Service has a long history, steeped in the Westminster system. It is part of the Executive Branch of Government, but assists all Parliamentarians. The Public Service is a valuesbased, dynamic and evolving institution moving toward the Blueprint 2020 vision. The Public Service delivers quality programs and services to Canadians, and provides evidence-based advice to Government. 2
3 The Public Service Matters The Public Service of Canada is a world-class institution, capable of skillfully anticipating and responding to the evolving needs of Canadians and their Government. It is essential to Canada s Westminster model of governance and a key advantage for Canada. 12 How the Public Service Manages Itself Treasury Board of Canada Secretariat (TBS) General Manager and Employer of the Public Service. Responsible for collective bargaining and the policy framework. Chief Human Resources Officer Part of TBS supports high-quality workforce and workplace (compensation; labour relations; diversity; performance and talent management). Public Service Commission Independent agent of Parliament responsible for safeguarding the staffing system and political neutrality of public servants. Head of the Public Service Leadership role as the Clerk in advancing the management and renewal agenda, and reporting annually on the state of the Public Service. Departments Deputy Heads are designated accounting officers and have primary responsibility for financial and HR management in their organizations. 12
