4 Web site: (*) not confirmed yet Address: Via Cardinal Pacca, Rome, Italy Phone: fax ; website: website: Aims Since 1989 the ICEF Foundation (International Court of the Environment Foundation) deals with environmental governance, internationally. During the UN Conference in Rio de Janeiro, June 1992, the ICEF Foundation suggested: a) the creation of an International Agency of the Environment; b) the creation of an International Court of the Environment. During the last 20 years, the project on the global environmental governance, gained political importance confirmed by the lately Resolution of the European Parliament (29 September 2011). ICEF believes that it is not possible to talk effectively about environmental governance without dealing with the topic economical governance. Under this perspective and in view of the coming UN Conference Rio+20, ICEF want to spur even at national level a reflection on the topic that will be dealt during the UN summit: environmental Governance and Sustainable Development. Method This seminar, according to a consolidate method, wants to give space and voice to a debate opened to all the attendants: national and supranational institutions, local bodies, enterprises, scientific world, and organizations of the civil society. The Seminar will be divided in this way: -Opening Session, chaired by Giovanni Conso, ICEF Honorary President and President of the Accademia Nazionale dei Lincei. After a welcome address by the Mayor of Rome, the ICEF Founder and Director, Amedeo Postiglione, will show a brief Report on the main initiatives made by the Foundation on the two topics that will be dealt during the coming UN Conference in Rio de Janeiro, June2012. It will be also presented the and a Video. - the Session I will be focused on the creation of an environmental and economic governance taking into account also the Resolution of the European Parliament illustrated by Prof. Vittorio Prodi. 4
5 This Political document welcome the motion for a UN Specialized Agency on environment and iterate the Project for an International Court of the Environment, already presented by Alex Langer in 1992, that acknowledged the ICEF project presented ant the Conferences in Rome, 1986 and Florence The topic of Session I is focused on these two suggestions, and so it seems necessary that attendants express their own opinion clearly and synthetically. A space devoted to the suggestion of a Global Political Authority for Economy and Environment, claimed by Pope Benedetto XVI in the encyclical Caritas in Veritate, suggestion that ICEF acknowledged in the final Resolution of the Conference Global Environmental Governance that took place at the Ministry of Foreign Affairs, Rome, May It will be useful to raise awareness in the public opinion, in Italy and in the Representatives of the Embassies attending the Seminar at the Campidoglio, which is the political position of the Italian Parliament and the Italian Government on the two motions of the European Parliament. The ICEF Foundation thinks that it is necessary and urgent working for the creation of an International Court of the Environment, during and after Rio +20 and demands to the Italian Government to take the initiative for the setting up of a working group made up of the most sensitive Governments, in order to drawn up the Statute of the new Institution, taking into account that the project first proposed in Italy is now followed with continuity and reliability in Italy and in other Countries at a scientific level under all its aspects. - The Session II is completed focused on the Green Economy and will be introduced by Edo Ronchi. 5
