3 Governor s message In the area of international relations the Banco de España engages actively in International Cooperation to establish and strengthen stable cooperative ties with other central banks, supervisory and regulatory authorities, and international institutions. The purpose of this cooperation is to enable the institutions within the central banking sphere to spread and exchange the knowledge, and share the experience and good practices, acquired by them in their day-to-day work of maintaining monetary and financial stability. International Cooperation takes many forms. Key channels through which it may be pursued are the organisation of seminars and bilateral meetings, and the conduct of joint research. These activities are sources of enrichment which strengthen the human and institutional capital of central banks and underpin the creation and maintenance of expert networks, generating benefits in the short and long term. The accompanying catalogue sets out the International Cooperation activities designed by the Banco de España for In preparing them, regard was had to the current issues under debate in central banks and to the matters of particular interest to our international colleagues. The programme includes seminars, courses, workshops and expert meetings which will scrutinise new developments in areas such as corporate governance, economic analysis tools, the links between accounting and financial stability, financial inclusion and the challenges posed by the application of information and communication technologies to financial services (FinTech). In organising some of these activities, we were helped by international institutions such as CEMLA whose knowledge, experience and relationship networks added to the quality and scope of our International Cooperation activities. Also, we are in close contact with other members of the European System of Central Banks, with which we work together on the cooperation tasks in the European arena. Our activities are largely conducted in Spanish, so the logical place for them is Latin America, although we also undertake activities in English intended to extend the geographical and institutional reach of our work. Setting in train all these proposals poses a challenge and calls for a considerable effort from the Bank s teams entrusted with implementing them. However, the extensive experience acquired and the results achieved so far persuade us to continue on this path, in the conviction that the effort is worthwhile and benefits all those participating in the International Cooperation activities. 7 Introduction This catalogue sets out the International Cooperation activities programmed by the Banco de España for These activities will be organised by the different departments, in coordination with the International Cooperation Unit. Within the framework of rules governing the Banco de España s 1 International Cooperation Unit, this programme contains a number of new features, as a result of the constant efforts to update contents and formats to reflect the continuous change in the framework of central bank activity that has been especially pronounced in recent years, along with the parallel shifts in the functions, organisation and modus operandi of the Banco de España. This proposal seeks to continue to build up and strengthen a platform for debate and discussion between central banks and banking supervisors that has been in existence now for more than a decade. Focusing on the issues addressed in each of the activities programmed, the aim is to foster greater mutual awareness, share and benefit from best practice, enhance the personal skills and capacities (human capital) and also the institutional capacities of the international community of central banks and banking supervisors especially in Latin America and establish closer ties between all the community members. 1 Internal Circular 5/2015.

15 SEMINAR ON CENTRAL BANKING AND GOVERNANCE TOWARDS THE NEW STRATEGY AND FUNCTIONS OF CENTRAL BANKS Aim and content March The seminar aims to provide the various representatives of the participating central banks with a common framework to analyse the models to follow and the best practices learnt on central bank governance. To this end, a number of papers will be presented and panel discussions held, and various working groups will be set up to give participants the opportunity to hold workshops in which they can share thoughts and ideas that may prove useful to all the institutions represented at the seminar. Professional profile of attendees The seminar seeks to bring together professionals from Latin American central banks which are members of the Center for Latin American Monetary Studies (CEMLA, by its Spanish abbreviation) and have a high level of understanding of central bank governance issues, allowing them to actively participate in the seminar and its working groups. Notably, in recent years the concept of governance has gradually acquired a broader sense, such that it encompasses any position of a central bank concerning the processing, taking or coordination of the decisions of the governing bodies, or institutional coordination or cross-departmental functions, or tasks relating to the strategy or transparency of institutions, internal compliance, the ethical framework and functions relating to the management of internal procedures or improving institutions' corporate responsibility. Organisation and format The seminar is organised by the Banco de España in collaboration with CEMLA. It will be held in Madrid in Spanish. If necessary, the Banco de España may offer simultaneous translation into English. It will take a theoretical and practical approach, and will include workshops on particularly relevant central bank governance issues such as corporate governance, strategy, the functioning of collegiate bodies or of commissions and committees, internal management procedures, ethical framework and internal compliance, and cross-departmental management or corporate structure issues. Particular attention will be paid to the role of central banks in developing functions in other areas such as transparency and institutional relations, mechanisms for managing so-called "market intelligence" or corporate social responsibility, by supporting education, research and cultural activities. 16 SEMINAR ON ACCOUNTING AND VALUATION OF CENTRAL BANK FINANCIAL INSTRUMENTS April Aim and content The seminar aims to strengthen attendees' abilities to analyse, record and value transactions in financial instruments. For this purpose, among other important aspects, the following will be studied: the applicable regulatory sources, the valuation rules and the accounting treatment of the various categories of financial assets and liabilities envisaged in the International Financial Reporting Standards (IFRSs) and in the regulations of the European System of Central Banks (ESCB), the impact of the financial crisis on central banks' balance sheets and the effects of accounting rules on their financial strength. Professional profile of attendees This seminar targets professionals from the accounting areas of central banks which are members of CEMLA. Organisation and format The seminar is organised by the Banco de España in collaboration with CEMLA. 17 1ST MEETING OF FINTECH EXPERTS May Aim and content The purpose of the meeting is to provide a framework for various countries to exchange their experience of the implications (for different areas of central banks) of new technological developments affecting the financial system. The meeting is intended to have a broad scope for discussing the challenges which have arisen and how operational, analytical, regulatory, communication and human resources aspects are being addressed. Professional profile of attendees The meeting focuses on professionals from central banks in Latin America which are members of CEMLA. It targets middle and high-ranking officials who are interested in sharing their experience and in finding out about the latest developments in technological innovation in the finance industry, particularly as regards regulation and financial supervision, as well as in matters of design and operation of payment systems, operational risk management and corporate governance. Organisation and format The meeting is organised by the Banco de España in collaboration with CEMLA. It will be held in Madrid in English. It will take the form of several sessions on different subjects (changes in payment systems, digital intermediation, challenges in central bank communication, financial inclusion, the financial sector's and central banks' adaptation to new technologies and the consequences for financial stability). Specific issues are addressed in the sessions such as cybersecurity, organisational changes at central banks in response to these challenges, the use and validation of regtech tools, the role of central banks as digital money creators and the suitability of preparing guidelines and entering into cross-central bank agreements. Each session will include two speakers on central bank experience and will provide a forum for debate and exchanging knowledge. BANCO DE ESPAÑA 17 INTERNATIONAL COOPERATION

18 SEMINAR ON THE BANCO DE ESPAÑA'S MODEL FOR COLLECTING DATA FROM FINANCIAL INSTITUTIONS AND NON-FINANCIAL CORPORATIONS (ACCOUNTING, STATISTICAL AND PRUDENTIAL INFORMATION, CENTRAL CREDIT REGISTER AND CENTRAL BALANCE SHEET DATA OFFICE) 5-9 June Aim and content The seminar will describe the Banco de España's financial and prudential information sources for performing its functions as a central bank, including the supervision of credit institutions, and as a data provider of the European Central Bank. The following will be explained: a) the functioning of the Central Credit Register (CCR) and of the Central Balance Sheet Data Office, and b) the financial and prudential information which has to be reported by credit institutions for statistical and supervisory purposes (accounting information, securities statistics, capital ratio, debt ratio, large exposures, liquidity, encumbered assets, etc.). The integrated management and quality control model for information used by the Banco de España will also be described. Professional profile of attendees Individuals responsible for defining and designing monetary and supervisory statistics as well as for receiving and monitoring the quality of such information. The seminar may also be useful for potential information users (analysts, statisticians and supervisors interested in gaining knowledge of the situation of credit institutions and non-financial corporations) since it will familiarise them with the various information sources handled by Banco de España users to perform their tasks. 19 INTERNATIONAL COURSE ON CASH MANAGEMENT June Aim and content The International Course on Cash Management is the first international course specifically devised for central bank professionals which focuses exclusively on cash management matters. It was created in 2003 to bring to fruition an idea of the Banco de España. The course was created with the support and collaboration of the Banco de México and the Banco Central de la República Argentina and targets central banks in Latin America. Its objectives are: To strengthen and boost the technical and academic training of the professional cash management teams at central banks in Latin America; To exchange the points of view, experience and working methods of course attendees by comparing the different organisational models and various possible responses to the challenges posed by cash management; and To set up a network of personal professional contacts among the central bank teams in Latin America which facilitates subsequent communication and collaboration. The course has two unique features. On one hand, its global and generalist nature, which offers an overview of the different phases in the cash cycle and of the complex interplay between the economic agents involved and, on the other, the importance attributed to academic and theoretical aspects in explaining cash management. Professional profile of attendees The course targets central bank cash management specialists and professionals in Latin America. Organisation and format The International Course on Cash Management is organised by the Banco de España, in Madrid, and is given in Spanish. It alternates theoretical classes with visits to cash management facilities, discussions between different teams and the exchange of national experience. Furthermore, the course attaches considerable importance to creating an atmosphere conducive to the enhancement of personal relationships and an intercultural exchange between the different countries. The course lasts for a full week and has morning and afternoon sessions. Participants are proposed by the central banks that are invited to take part. 20 SEMINAR ON FINANCIAL STABILITY 3-7 July Aim and content The seminar will address topical issues in the field of financial stability, presented in a comprehensive manner as a response to a public policy goal. The elements that make up the design of a macroprudential framework for identification, diagnosis, monitoring and prevention of systemic risk will be discussed, along with the policy measures that may be envisaged within that macroprudential framework. The sessions will also include discussions on the building of macroprudential tools, the preparation of financial stability reports, impact studies, resolution proposals for systemically important institutions and the design, organisation, implementation and assessment of stress tests. The case of Spain, with the experience built up with countercyclical provisions, the recent reform of the financial system and the structure and organisation of monitoring and analysis of financial stability by the Banco de España, will serve to illustrate some of the key points of the seminar. Professional profile of attendees The seminar is aimed at experts from central banks or superintendencias bancarias (regulatory authorities and supervisory agencies) belonging to CEMLA or ASBA, with experience in financial stability, operations, research and legal affairs. 21 INTERNATIONAL SEMINAR ON FINANCIAL REGULATION, SUPERVISION AND RESOLUTION September Aim and content The aim of the seminar is to establish a forum where central bankers from all parts of the world may exchange opinions, experiences and points of view on the most topical aspects of supervision, financial regulation and other areas of central bank activity, particularly in the international sphere. The seminar will focus on the most challenging aspects of financial regulation and banking supervision, such as the implementation of Basel II and III, risk-based supervisory models and the new international financial architecture, among others. It will also address the new European Single Supervisory Mechanism, in view of its importance and topicality, and, in general, all matters relating to the construction of a European Banking Union. Professional profile of attendees The seminar is aimed at central bank experts from G20 and eastern European countries, especially financial regulators, banking supervisors and financial analysts who have at least three years professional experience and responsibilities in the matters to be discussed. Participants must have sufficient expertise to allow them to play an active part in the seminar and may be asked to give a presentation on topics dealt with at the sessions. Excellent English is required. Organisation and format The seminar is organised by the Banco de España. It will be held in Madrid in English. 22 SEMINAR ON SECURITIES PAYMENT AND SETTLEMENT SYSTEMS October Aim and content The aim of the seminar is to enrich attendees' knowledge of securities payment and settlement systems through their active participation, paying particular attention to the mutual exchange of experiences. For this purpose, the seminar will combine addresses by various speakers on particular issues specific to settlement systems (European institutional framework, current initiatives in payments and securities ), with panel discussions on certain important aspects of common interest in the area of settlement systems. Professional profile of attendees The seminar is targeted at Latin American central bank experts and securities supervisors with sufficient knowledge and experience to describe the securities payment and settlement systems in their countries and the objectives and policies of their institutions in this area. Organisation and format The seminar is organised by the Banco de España. It will be held in Madrid in Spanish. There will be morning and afternoon sessions combining theory and practical workshops conducted by experts from the Banco de España and authorities with responsibilities in the area of securities markets, and by some of the participants themselves. 23 SEMINAR ON REMITTANCES, MIGRATION AND FINANCIAL INCLUSION November Aim and content The seminar forms part of the activities organised by CEMLA within the framework of the so-called remittance programmes. These activities receive financial support from FOMIN-BID and technical assistance from the World Bank. The Banco de España regularly participates in them. In the past there have been two such programmes: that on the improvement of central bank information and procedures in the area of remittances and that on the application of general remittance market principles. In 2015 a third forum was set up to focus on remittances and their relationship with the financial inclusion of senders and recipients: the Forum on Remittances in Latin America and the Caribbean. The purpose of these activities is to help central banks in the region to analyse the impact of remittances on economic development and on the financial sector and to identify the policies to be implemented to enhance their positive impact. Noteworthy among the latest initiatives are the surveys of migrants from countries in the area who now reside in the United States and Spain. The surveys investigated the socio-demographic characteristics of the migrants (age, sex and occupational status), their remittance practices (frequency, amount and channel), the purpose and their relationship with the recipients of the funds. In the case of Spain, the survey was carried out by the consultant Novadays, which, at the time, asked the Banco de España to cooperate in identifying the key matters to be investigated in the survey. The survey was targeted at a sample of the population resident in Spain born in Bolivia, Colombia, Ecuador, Paraguay, Peru and the Dominican Republic. The results were presented in September 2016 at the BID headquarters in Madrid, at an event in which the Banco de España took part. The content of the seminar will foreseeably focus on the exchange of information relating to these studies. Professional profile of attendees The seminar seeks to bring together central bank professionals, basically from the statistics area although also those dealing with remittances from other standpoints (regulation, supervision, financial education). It may also be useful to have the collaboration of experts in population statistics (National Statistics Institute INE by its Spanish abbreviation) or of representatives of so-called remitters. In this case, due to the recent presentation of the results of the survey conducted in Spain (see above), it would seem to be appropriate to consider the participation of Novadays and of BID representatives. It will comprise both morning and afternoon sessions and feature expert speakers from the Balance of Payments Division and other departments of the Banco de España familiar with the remittances information compiled within the framework of the balance of payments. Also, speakers from the INE will discuss demographic issues relating to immigration. Participation is by invitation only. Registrations will be processed by CEMLA. 25 SEMINAR ON HOUSEHOLD FINANCE SURVEYS: SAMPLING, MICROECONOMETRICS AND OTHER SIGNIFICANT CONSIDERATIONS November Aim and content This seminar aims to provide a broad view of the methodology used in preparing household surveys, particularly finance surveys. Sampling, considerations on survey preparation, data collection, interviewer training and monitoring, management of non-response (weights and allocation) and inference in the case of complex surveys are some of the topics to be addressed. Professional profile of attendees The seminar is aimed at central bank officials who prepare and subsequently analyse household financial surveys and researchers in analysis areas or departments who examine household finance decisions on saving, credit, insurance and participation in the formal financial sector, etc. Organisation and format The seminar is organised by the Banco de España in collaboration with CEMLA. It will be held in Madrid in Spanish. If necessary, the Banco de España may offer simultaneous translation into English. There will be morning and afternoon sessions, with experts from the Banco de España s Associate Directorate General Economics and Research. The seminar will combine theoretic presentations on the above-mentioned topics and sessions of a more practical nature on standard error calculation with complex samples and allocation methods. 26 INTERNATIONAL SEMINAR ON CENTRAL BANKING December Aim and content This seminar seeks to bring together a diverse group of central bank professionals to share experiences, thoughts and ideas on the function of central banks in today s world. In addition, the seminar is a networking opportunity for central bank experts. The seminar will address a broad range of subjects relating to the functions and activity of central banks, as well as the challenges facing central banks in the 21st century, in particular how to contribute to price and financial stability, especially within the framework of monetary union and of a transnational supervision mechanism. Among the subjects to be addressed are the developments and main trends taking place at central banks, their main functions in relation to monetary and financial stability and banknote circulation, their legal status and their governance models, the organisation of their support functions and, given their current relevance, the special aspects of the setting up of the European System of Central Banks and its distinct model of governance and organisation. Professional profile of attendees The seminar is aimed at experts from Latin American central banks who have at least three years of experience, a high potential for professional development and the ability to offer their own views and to participate actively in the seminar discussions. 29 COURSE ON FINANCIAL INSTRUMENTS AND IFRSs Aim and content Costa Rica (date pending confirmation) Banks' treatment of the financial instruments in their financial statements has been under ongoing scrutiny by international regulators which has increased markedly since the onset of the financial crisis. Financial instruments are at the heart of the banking business and, consequently, monetary and supervisory authorities pay considerable attention to their treatment in banks' financial statements. The course addresses the problems of recognition, measurement, presentation and derecognition of these controversial standards, together with the most important disclosures that should be included in the notes to financial statements. Together with the current situation, the most important proposed amendments in the near future will be analysed, including impairment, provisioning and the proposal for leases. The most salient aspects of business combinations and the different scopes of consolidation will be discussed, in addition to their relationship with banks' estimates of capital requirements. Additionally, the course includes a monographic session on fair value in general, and financial instruments in particular, including their effects on financial stability. Using a theoretical-practical approach, the course includes workshops on particularly important aspects of the IFRSs such as leases, securitisations and business combinations. Professional profile of attendees The course seeks to bring together professionals from central banks and financial supervisory bodies in Latin America which are members of CEMLA and ASBA. These professionals have a reasonable knowledge of the economic and financial fundamentals underpinning the preparation of commercial banks' financial statements and are from supervision, regulation, research, operations, international and legal affairs departments. 30 HIGH-LEVEL SEMINAR ON PRACTICAL ASPECTS OF IFRSs October (Colombia) (date and place to be confirmed) Aim and content The treatment of financial instruments in the financial statements of banks has received ongoing attention from international regulators, which has clearly increased since the start of the recent financial crisis Financial instruments are at the heart of banking business and, consequently, monetary and supervisory authorities pay considerable attention to their treatment in banks' financial statements. The intention of the seminar is to address, from a practical standpoint, the problems of recognition, valuation, impairment, provisioning and derecognition arising from these controversial standards, along with the most important disclosures that must be included in the notes to the financial statements. Problems relating to fair value in general and financial instruments in particular will also be addressed, including their effects on financial stability. Aspects such as initial and subsequent valuations and a broad set of derivatives transactions will be analysed. Professional profile of attendees The seminar is aimed at experts from Latin American central banks and financial supervisory authorities belonging to CEMLA, ASBA and the Latin American Reserve Fund (FLAR, by its Spanish abbreviation) who have an advanced knowledge of the economic and financial fundamentals that form the basis for preparation of the financial statements of commercial banks and work in supervision, regulation, research, operations, international or legal departments. Organisation and format The seminar, with an eminently practical approach, is organised by the Banco de España in collaboration with CEMLA, ASBA and FLAR, and will be in Spanish. 31 NEW SEMINAR ON SUPERVISORY PRACTICES AND PILLAR II Asunción (Paraguay) (date pending confirmation) Aim and content The aim of the seminar is to present the Banco de España's current supervisory approach and the importance of integrating Basel Pillar II therein. Since the seminar will have a dual theoretical-practical focus, it will consist of presentations in the morning sessions, and of workshops to deal with case studies in the afternoon sessions. First, the seminar will present the organisation and practices of supervision at the Banco de España, with particular emphasis on the Supervisory Review and Evaluation Process (SREP), in the framework of the new guidelines published by the European Banking Authority. Then it will address the internal capital adequacy assessment process Spanish credit institutions must undertake and the capital decision of the Banco de España. Lastly, there will be a discussion of the changes that have taken place in the Spanish financial system both as a result of the financial crisis and the implementation of the Single Supervisory Mechanism. Professional profile of attendees The seminar is aimed at central bank and banking supervision agency professionals from Latin American countries belonging to ASBA, with at least three years of experience, a high potential for professional development and the capacity to contribute their experiences and own viewpoints and to participate actively in the discussions on the seminar themes. Organisation and format The seminar is organised by the Banco de España in collaboration with ASBA. It will be held in Asunción (Paraguay) in Spanish, over four days, in morning and afternoon sessions, and will be conducted by experts from the Banco de España s Directorate General Banking Supervision. Professional profile of attendees The course is aimed at officials of the Mexican National Banking and Securities Commission (CNBV). Organisation and format The course is organised by the Banco de España (responsible for academic content and speakers) and the CNBV (organisation and infrastructure). It will be held in Mexico City, in Spanish, over four days, in morning and afternoon sessions. In addition to presentations by experts, attendees will be encouraged to participate actively in the different sessions, including case studies.
