8 COP23 Outcomes (1) Cities and Regions are important partners of the UNFCCC-Process Bonn-Fiji Commitment of local and regional leaders US-Initiative We are still in of 15 US-States and 350 US-Cities with the clear message: if a country fails cities and regions step in Strong international support despite US-exit from the Paris Agreement (accession of Syria, leaving US as the only nation out of the Paris Agreement) New formats and initiatives Introduction of the Talanoa Dialogue to increase non-party stakeholder participation in 2018 e.g. for local and regional governments, NGOs, civil society, industry, InsuResilience to insure against climate-related damage Powering Past Coal Alliance to accelerate the global coal phase-out 8

9 COP23 Outcomes (2) Progress on the Paris Rulebook provides a solid basis for COP24 in 2018 Pre-2020 actions and climate protection efforts by developed countries will be put under the spotlight during COP24 (2018) and COP25 (2019) Industrialized nations conceded that the Adaptation Fund The Adaptation Fund from the Kyoto Protocol will become a part of the Paris Agreement In exchange finance for loss and damage will not be included Fiji pushed this issue on behalf of LDCs and AOSIS Negotiators agreed for the first time to jointly address a number of agriculture topics, overcoming longstanding hurdles that had blocked progress on this topic in recent years 9

11 COP23 Local and Regional Leaders 2015: Paris Agreement started a new era in global climate action, building on the engagement of Parties with all levels of governments worldwide and domestically 2017: Historic Climate Summit of Local and Regional Leaders was a celebration of the many commitments of local and regional governments and their partners e.g. City Climate Planner, R20 Subnational Climate Fund, Global Covenant of Mayors for Climate and Energy, Cities and Regions Adopt Bonn-Fiji Commitment on Climate Action to deliver the Paris Agreement at all levels with over 330 political leaders and more than delegates 11

12 COP23 Bonn-Fiji Commitment I Commitments, ambitions and actions Implement the Paris Agreement goals in our jurisdictions and affirm our resolve to enhance the resilience of our communities Commit to cooperate with many more local and regional governments globally and join forces with all stakeholders in our communities and territories, leaving no one behind Cities, states and regions hold tremendous power, especially when you work together We are the laboratories of reform, we are the engines of innovation and we are where the action is. 13 COP23 Bonn-Fiji Commitment II Commitments, ambitions and actions Prioritize and expand our support and partnerships across borders and continents Initiate, support and use project preparation facilities, subnational financial hubs of expertise that support the development of bankable projects and pipelines for local infrastructure projects This is the moment to take what we know cities and regions can accomplish and turn it into the everyday reality of citizens everywhere.
