2 I. BACKGROUND The absence of clear guidance for local government in providing services to public in the field of disaster management has led to a varying degree of disaster management related public service. It happened between each local government and solely depends on the concern of the local leaders as well as central government particularly in the budgeting of essential disaster management type of services which encompass three phases of disaster: pre-disaster, emergency response and postdisaster (rehabilitation and reconstruction). The Ministry of Home Affairs regulation No. 131/03 on Guidelines for Disaster Management and Management of Displaced People and also the Law No. 23/14 on Local Government stated that disaster management is indeed an obligatory function (urusan wajib) of local governments. This has made the Minimum Service Standard (Standar Pelayanan Minimum/SPM) at Local Level as a necessity. The Minimum Service Standard on Disaster Management (SPM DM) will be under the category of public security. The initial SPM draft, its indicators and definitions has been developed in 15 by Bina Administrasi Kewilayahan (BAK) MoHA and BNPB under the support from UNDP-SCDRR Phase II and BPBDs from selected regions. SPM development now entering the phase of drafting the Minister of Home Affairs decree in which the SPM will be legalized into and such still needs support from the technical aspect of the drafting and approaching related ministries in the participative process of it. It is expected that at the end of June 16, a draft of the minister decree as well as the roadmap to SPM implementation have been formulated which will be the base of action of SPM implementation at the local level. At the same time, Bangda of MoHA has also been working on the revision of PP No 65/05 on Development and Implementation of SPM with the inclusion of Disaster Management under Suburusan Trantibum. Once the revision is endorsed and available, it will be supported by the Minister Decree and its annexes (SPM PB document). The objective of assignment 1. Provide technical support and advisory to BAK MoHA and BNPB finalizing the SPM PB draft particularly the indicators; 2. Provide technical support and advisory to BAK MoHA developing Minister Decree SPM 3. Coordinate with Bangda MoHA that is working on the revision of PP65/05 4. Develop a concept note including roadmap to SPM PB implementation II. SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK The consultant shall work under direct supervision of NPM SC-DRR Phase II and close coordination with MoHA and BNPB and be responsible to ensure by end of Jun, the final draft of Minister Decree on SPM PB and Roadmap Concept note for its implementation has been finalised through but not limited to the following activities: Desk review and literature study on related documents. Ensure all data and information needed from MoHA, BNPB as well as local government agencies (BPBD, Bappeda, etc) have been thoroughly identified and analyzed as part of finalizing the Ministerial Decree Draft and its annexes Making sure that the Draft SPM were being followed up and reviewed by related Directorate in MoHA aside form BAK, in particular the Legal Bureau and Ditjen Bangda Make a comprehensive analysis on the draft and indicators considering SPM PB should be able to be implemented by all Kabupaten/Kota in Indonesia without exemption Assist BNPB and MoHA conducting advocacy to other key government institutions particularly local governments on SPM PB Liaise and coordinate with Bangda MoHA for revision of PP65/05 Arrange and facilitate discussions with relevant key stakeholders, both at national and subnational level regarding indicators of SPM PB Maintain good relationship with key and relevant stakeholders particularly government stakeholders and others engaged during the process both at national and sub-national level; When workshops and FGDs are required, provide TORs and facilitate the workshops/fgds;
3 Support well communication, coordination, and consultation among BNPB, MoHA and other related stakeholders as well as with UNDP and SC-DRR Phase II team. The consultant will submit one electronic copy in MS Word format with following deliverables. Deliverables/ Outputs payment will be made upon the satisfactory submission of the report and approval from NPM SC-DRR Phase II 1 st payment The first draft of Ministerial Decree of SPM PB for Local Government agreed by MOHA and BNPB and its annexes (SPM PB document) that has been consulted with MoHA, BNPB and UNDP The first draft of concept note of SPM PB including the Roadmap to the SPM PB implementation with feedbacks from MoHA, BNPB and UNDP Facilitation of the workshop of finalization of SPM PB decree and its roadmap concept note Report of The first workshop of finalization of SPM PB decree and its roadmap concept note 2 nd payment The second draft of Ministerial Decree of SPM PB for Local Government agreed by BNPB and MOHA and its annexes (SPM PB document) that has been consulted with MoHA, BNPB and UNDP and ready for submission to legal bureau MoHA The second draft of concept note of SPM PB including the Roadmap to the SPM PB implementation with feedbacks from MoHA, BNPB, UNDP and other key stakeholders Report of the second workshop of finalization of SPM PB decree with key stakeholders Facilitation of the second workshop of finalization of roadmap Report of the second workshop of finalization of roadmap 3 rd payment The FINAL draft of Ministerial Decree of SPM PB for Local Government agreed by BNPB and MOHA and its annexes (SPM PB document) that has been agreed by MoHA, BNPB, UNDP and legal bureau of MoHA and well informed to Bangda The FINAL draft of concept note of SPM PB including the Roadmap to the SPM PB implementation that has been agreed by MoHA, BNPB and UNDP Facilitation of the final workshop of finalization of roadmap Report of The Final workshop of the Finalization of SPM PB Ministerial Decree and its roadmap concept note Target Due Dates 10 April 16 (10 working days) 30 April 16 (12 working days) 31 May 16 (12 working days) Payment % 40% 40%

WORKING ARRANGEMENTS Institutional Arrangement The consultant will carry out his/her functions under the direct supervision of SCDRR Phase II Project Manager and will coordinate closely with the Ministry of Home Affairs and other relevant stakeholder Any other tasks that are not included above but during the assignment period later deemed important to ensure the quality of the deliverables could be proposed by the incumbent or SCDRR Phase II Project Manager and shall be agreed jointly. Duration of the Work The consultant will perform his/her assignment with the following timeline: He/she will have 34 total of working days from March to May 16 and on May 31 st 16 should be completed of assignment. The estimate effective working date would be March May 16. He/she should submit the deliverables 2 weeks before the deadlines specified in contract to enable the SCDRR Phase II Project Manager undertaking proper review within maximum 2 weeks or 14 working days. Delay on submitting report will impact on the completion of works and release of payment. Duty Station Home based, meetings at the PMU SC-DRR office if required Travel Plan If travel/s required, will be upon approval from Project Director and/or Project Manager and covered separately. IV. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education: Minimum a Bachelor Degree or Master degree in Public Administration, Law, Political Science, Economy, regional planning, disaster management and other related areas Experience: a minimum 10 years of relevant experiences either in public administration, disaster management and/or public policy support areas Experience in working closely with government institutions Knowledge of Indonesian disaster management, regional autonomy and local government related policies and regulations as well as planning and budgeting, and policy making process Ability to establish good relationship with senior government officials; Excellent communication and interpersonal skills, team oriented work style, interest and experience of working in multi-cultural environment; Experience in working with key stakeholders in DM and not limited to governments but also other relevant key stakeholders such as scientists, practitioners, universities, international organizations, NGOs, and/or UN/UNDP Language: Proficient in English language, spoken and written. Ability to write reports and presentation in Bahasa and English. Strong writing, analytical and facilitation skills, e.g., drafting strategic paper documents, facilitating a discussion;
5 V. EVELUATION METHOD AND CRITERIA Individual consultants will be evaluated based on the following methodologies: 2. Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; [70%] * Financial Criteria weight; [30%] Only candidates obtaining a minimum of 70 point would be considered for the Financial Evaluation Criteria Weight Maximum Point Technical 70% Criteria A: qualification requirements as per TOR: Bachelor Degree or Master degree in Public Administration, Law, Political Science, Economy, regional planning, disaster management and other related areas 2. Experience in working closely with government institutions particularly MoHA (Kemendagri) 3. Knowledge of Indonesian disaster management, regional autonomy and local government related policies and regulations; disaster management, or government planning and budgeting and policy making process; 4.
