2 Background ICTs continue to play an increasingly important role in both national and sub-regional levels Increase in requests seeking the support of ECA to develop and fine tune e-strategies Focus on promotion of use of ICT applications in governance, education, health, agriculture, finance, trade through implementation of WSIS Action Lines in the framework of the African Information Society Initiative (AISI)

4 Status of e-strategy e development Publication of Follow up of WSIS Action Lines in Africa: Country Reports 43 countries have an ICT policy, 4 countries are in the process of developing an ICT policy; while only 6 have not initiated the ICT policy development process 80 per cent strongly agreed that ICTs are part of their national priorities 10 per cent agreed 10 per cent disagreed

6 Focus on sectoral strategies After a decade of policy development ECA embarked on sectoral strategy development and implementation Access to the majority of the population being one of the AISI goals, there was need to promote applications which are geared to availability of e-services including government and other basic services Spatially enablement of sectoral strategies through GIS tools

7 Space enabled strategies Ensuring that spatial data, products and services are available to better inform decision makers Ensure that spatial data permeates every aspect of society and that they are available to people who need them, when they need them, and in a form that they can use to make decisions with minimal pre-processing Setting up harmonized and coordinated regional data bases

10 Innovative programmes and projects (1) Launch of the African Learning initiative, which is both an onsite and an online learning system ( Establishment of the Electronic Rural Schools in African Languages (ERELA) Initiative for Cameroon to develop a computer-based linguistic model for local languages Development at The Addis Ababa University of applications using mobile technology to provide increased access to health services. As a result, an input method for hand-held devices was developed using the Amharic script as well as an online payment system

11 Innovative programmes and projects (2) A Mobile Health and Demographic Data Reporting and Communication System (MHeDReCS) was developed in the Butajira Rural Health Program, to collect both quantitative and qualitative data using SMS. This system facilitates the reporting of demographic and health related data instantly for better decision making process. A spatially enabled Health data base was developed for the Ministry of Health to make visible all health centres in the country for easy access by the population and to facilitate decision making for policymakers.

12 Implementing Action Line 7: e-governmente Survey on WSIS outcomes implementation 80 per cent of respondents indicated that they have e- government strategies in place 70 per cent of the respondents indicated that their countries participate in international cooperation initiatives in the field of e-government Most countries indicated that there is widespread availability of Internet connectivity in Government ministries, agencies and departments, as well as a growing web presence. Only few countries provide public services online. DESA s E-Government Readiness Index shows that Africa is way below the world average To correct this situation, ECA has started providing support to countries in developing e-government strategies and promoting e-services activites
