1 2 nd Annual Youth Model United Nations Conference Resolution Debriefing Security Council Topic 1: Combatting Terrorism The Security Council effectively addressed many of the key issues surrounding the rise of global terrorism, and especially groups such as the Islamic State, or Daesh. They provided provisions to cut off funding, to prevent radicalisation and recruitment, as well as pre-emptive measures to address the threat of a cyber-attack by a terrorist organisation. Brief Summary of Resolutions SC1-1: Establishes the Terrorist Stabilization Protocol, which addresses actions the UN should take in the event of a cyber-attack on a large scale by a terrorist organisation. The protocol allows for intervention by UN Member States where the cyber-attack is deemed a threat to international peace and security. SC1-2: Addresses the issue of illicit funding to terrorist organisations and provides additional security measures to monitor and halt this. SC1-3: Addresses the radicalisation and recruitment, especially of young people into terrorist organisations, and especially Daesh. Increases the development of effective counter-narratives to negate the efficacy of extremist propaganda 1
2 SC1-1 The Security Council Full Text of Resolutions Acknowledges that the past terror events call for immediate action Hopeful that the crisis can be resolved soon and hopes that this resolution can push this 1) Calls upon all nations to sigh "The Regents Protocol", written bellow 2) Asks all nations to amend the protocol to best help the world and the various crises' going on throughout Terrorist Stabilisation Protocol The following is a set procedure made for all UN nations and the UN itself with a detailed response procedure to lower the severe damage caused by terror groups. This would only be used during the attack designed to destabilise a Government, State and or Organisation, this attacks account for prolonged terrorist attacks such as; an assault on a State/Government/Organisation in which the government cannot act. In short term attacks where the terror groups do not stay within the Region of assault for a long duration of time 24 hours and do not in any way halt the government in sorting out the situation, this protocol will not go into action. For short term attacks where the government is unable to act then 5 of this protocol will be put into action. All member states of the UN can agree or disagree beforehand to any of the steps taken to done in their own country and that this recognises some feelings towards troops and general interference from other states yet reminds that if any of the steps in this are not taken it could seriously interfere with the steps being taken. All resources used are property of the UN, all troops drafted from individual nations, led by a proven strategically capable solider chosen by the Security Council, this solider must not be a member Security Council country. The Regents Protocol 1) In the case of a state being unable to contact others due to cyber-attack the UN will send a representative to regain connection with effected country. This representative will have direct connections with the state leader and the UN. 1a) Representatives will communicate using fax due to the slowly rising threat of sleeper cells. 1b) whilst there if the trusted representative feels there is a threat to national information security coming from within the government s/he has complete authority to look into said government and report back to only the leader of said nation and the UN. 1c) the representative will be hand chosen by the UN Security Council 1ca) the representative must only give information to the chair of the Security Council and not the respected leader of said representative s country. 2) In case of server cyber-attacks, the UN will create a cyber-defence initiative in which the best and brightest coders and technological experts will build a firewall for each country's individual needs. 2
3 2a) these technological experts will be handpicked by the UN Security Council 2b) said technological experts will have their identities protected due to the likely hood of radical groups approaching them for information. 3) In case of propaganda attacks or use of terror to try and scare those into hatred towards their governments or others anti propaganda messages will be spread throughout "at risk" countries. As well as anti-terror organisation messages. 3a) "At risk" countries means countries at risk from propaganda destabilisation 3b) "At risk" countries will be voted on by the member of the Security Council 4) In the event of an attack on the state, a trusted UN officer, if not already there will be sent to monitor and categorise the situation. If the situation is bad the officer will send an alert and a task force will be put on standby. 4a) same informational defence procedures are in place as for the UN representative. 5) In the case of prolonged assaults, several attacks and any moments of crisis, worldwide red alert will be put in place and troops would be peeped to be mobilised. 5a) in the case of where there is no government or no contact with the government forces will be sent to keep the peace and stabilise the chaos in said state. peace 5aa) these troops will be compliant with UN rules and there just to keep the 5ab) the amount of troops will be 1.5 times larger than the known force of terrorists 5b) forces will stay within the territory to keep the peace for up to one month 3
4 SC1-2 The Security Council, Recognising the ways in which terrorist organizations receive their funding, Fully alarmed by the wide range of resources available to terrorist cells, such as Boko Haram and ISIS that allow these groups to use oil, natural reserves and other naturally grown products (including drug related plants) to fund their organisations; Observing that those countries most susceptible to terrorist control may be affected by civil unrest and thus such organisations may exploit the divisions in these nations. 1. Calls for the weakening of terrorist groups through their economic funding by: a) Cutting off reliable income by: i. Seizing of economic operations under the control of these groups; ii. Making sure the local populaces of controlled areas of terrorist activity are not being forced into growing illegal and drug related produce; 2. Empathizes the need to monitor the use of the internet by terrorist organizations as a means to ensure websites are not used as avenues for funding 3. Endorses the implementation of stricter OECD checks on oil sales to identify terrorist funding by: a) Introducing more frequent border control checks to ensure that that imports of oil are not supplied to terrorist organizations, b) Monitoring internal oil trade by: i. Recording the transactions being completed; ii. Condemning companies that cooperate with terrorist organizations to acquire oil wealth; 4. Authorizes the use of humanitarian aid in countries with a weakened government to deter the growing influence of terrorist organizations exploiting these weaknesses in order to gain human resources through recruitment. 4
5 SC1-3 The Security Council, Concerned by the increasing numbers of young people becoming indoctrinated through social media with propaganda utilised by extremist religious organisations, Noting the potential torment in future years if we allow the next generation of terrorist fighters to be recruited online, Alarmed by the explicit nature of the media produced and disseminated by radical extremist organisations, especially Daesh, Keeping in mind that terrorist organisations, especially Daesh, infringe upon Articles 3 and 4 of the United Nations Declaration of Human Rights, which prohibit inhumane treatment and forced labour, with actions such as the mass torture depicted in the videos which contribute to their rapidly evolving propaganda, 1. Encourages Member States to promote the regulation of websites, including social media, to protect young people from the dangers of radicalisation; 2. Urges Member States to increase their resources and capacity to study the evolution of terrorist propaganda in order to develop effective counter-narratives to negate the efficacy of extremist propaganda; 3. Expresses its hope that Member States will develop effective strategies to monitor websites affiliated to, and used by, terrorist organisations, reducing the threat they pose, whilst simultaneously avoiding the undermining of freedom of expression; 4. Condemns the acts of barbarity and blatant infringements of the United Nations Declaration of Human Rights perpetrated by and uploaded to the Internet by the militants and associates of extremist religious organisations, especially Daesh; 5. Calls upon Member States to promote inter-religious dialogue amongst young people, increasing awareness through educative measures and subsequently reducing the misconceptions between different religions and lowering the chances of discriminative thoughts becoming sequestered within the minds of the next generation, as these thoughts are conducive to terrorist activities; 6. Decides to remain ceased of the matter. 5
The increased offensive against IS in Syria and elsewhere is expected to create a mutation on the threat.
