Bhubaneswar Development Authority An introduction The Bhubaneswar Development Authority (BDA) has been constituted by the Housing & Urban Development Department, Government of Odisha, to plan and regulate development within its plan area. The objective behind constitution of the Authority was to take up planned and systematic development, prepare development plans including zonal development plans, undertake works pertaining to construction of housing colonies, shopping centers, markets, industrial estate, provide public amenities, regulate development and use of land and undertake schemes for improvement and clearances of slums and urban regeneration programme. 2. Objective BDA wishes to empanel experienced NGOs to conduct community mobilization and socio-economic survey of selected slums shortlisted for rehabilitation/redevelopment projects in the Bhubaneswar Jurisdiction Area. The services of the selected NGOs shall be utilized by BDA, BMC and other Authorities from time to time depending on the prioritized slum redevelopment/rehabilitation projects. 3. Eligibility Criteria i. The Agency must have an office in Bhubaneswar / Cuttack. ii. The Agency must have at least 1 year of experience of working in Bhubaneswar in at least 1 slum in the areas of, a. Health b. Education c. Sanitation d. Environment e. Women rights issue f. Child safety, education etc. g. Youth & Development h. Community Volunteer programme 3

4 iii. The Agency must be a Non-Government Organization (NGO) registered under Relevant Acts and shall in operation for at least 3 years after incorporation. 4. Other Conditions 4.1. Even if an applicant firm satisfies the above requirements, it will be subject to disqualification if it has: a. Made a false representation in the form, statement and attachments required in the Registration documents; b. Record of poor performance such as abandoning work, not properly completing contract, financial failures or delayed completion; c. If it has been convicted by any court of law An Applicant must not have, during the last three years, failed to perform on any agreement, as evidenced by imposition of a penalty by an arbitral or judicial authority or a judicial pronouncement or arbitration award against the Applicant, nor been expelled from any project or agreement nor have had any agreement terminated for breach of contract by such Applicant A self-declaration as a compliance of the above clause 4.1 and 4.2 shall be attached by the bidding agency. 5. Scope of Services The illustrative scope of services shall include as give below: (however, the detailed scope of work shall be intimated to the selected agency at the time of invitation for financial proposal): I. Conducting surveys and community mobilization of the selected slums both socio-economic household surveys and spatial surveys. II. Assistance / perspective sharing in preparation of Slum Redevelopment / Rehabilitation Plans / City Level Slum-Free Plan of Action: a. Assisting the BDA in analysis of spatial and socio-economic data; b. Activities for dissemination of information and dialogues with different stakeholders; 4

5 c. Sharing perspectives in preparation of Slum Rehabilitation/Redevelopment Plans with slum level spatial configuration, socio-economic plans, project level details etc. with BDA. d. To link the beneficiary identification with Aadhar/Biometric system. The responsibilities of the NGOs shall start well before the actual surveys take off and continue till the preparation of Detail Project Reports (DPRs). The NGOs shall have credibility to ensure community participation through slum based CBO s and capacity to articulate the slum dwellers interests sensitively. It is required to support the BDA in ratification of survey data by the community structure / CBO s and in developing the framework for slum redevelopment/rehabilitation and in prioritizing for phasing of slums. It is also expected to conduct surveys, social audits, concurrent evaluations and public hearings, if required, to ensure rigorous monitoring and evaluation at each stage of survey. Task-1: Community Awareness 1. The Agency will create awareness about the Pradhan Mantri Awas Yojana (PMAY) and Housing for All, Odisha through; a. By Identifying of Link-Volunteer/ Key persons b. By Organizing Community Meetings through Link Volunteer; c. By Conducting training /workshops for link volunteers, SLRC for best practices d. Mobilize the community through Participatory Rural Appraisal (PRA) tools. e. Preparation of IEC Materials such as Leaflets, Posters, Banners; Task-2: Socio-Economic Survey: 1. The agency will conduct a socio-economic survey of individual Households taking the Household data generated under Rajiv Awas Yojana (RAY) as the base data available with BMC. 5

6 2. The agency will collect the filled up formats prescribed under Pradhan Mantri Awas Yojana (PMAY), Govt. of India (GoI). 3. AADHAR linkage. 4. In case UIDAI/AADHAAR card is not readily available for all family members, the agency will facilitate and mobilize the family members to enroll themselves in nearby AADHAR enrollment Centre or by organizing camps for the purpose after due consultation of CLTC/BMC/BDA. 5. Obtain affidavit and other documents from each individual applicant / households as required under PMAY and HFA. Task-3: Validation & Preparation of final list: 1. The Agency will actively support the Authority for validation and preparation of final list by; a. By checking and cross checking of the data and documents. b. By inviting suggestions, objections and claims from the public on the socio-economic data collected, by putting it in public domain for a period of at least fifteen days for information of all concerned. c. All such suggestions, objections and claims received are to be disposed of by the Grievance Redressal Committee. 2. On basis of same, Authority will finalize the final list of families in a slum after due authentication of each individual application by the representative of Agency and representative of the ULB. Task-4: Formation of Registered Society: 1. The Agency will take up extensive social mobilization with the help of BMC / PDA for formation and registration of a Slum Level Registered Society (SLRS). 2. The Agency will coordinate and organize BMC/PDA for conducting the community meeting and preparing the community resolutions. 6

7 Task-5: Signing of Agreement between Slum Level Registered Society (SLRS) & Project Development Agency (PDA): 1. The Agency will coordinate and facilitate the signing of the agreement between SLRS, PDA and ULB for adhering to their respective commitments as per the model agreement. Task-6: Issuance of Entitlement Certificates: 1. The Agency will coordinate and facilitate the issuance of Entitlement Certificate to the selected beneficiaries. Task-7: Initial Deposit: 1. The Agency will coordinate and facilitate between the SLRS and BMC/PDA for collection of initial deposit by the selected beneficiaries. Task-8: Transit Accommodation: 1. The Agency will mobilize the selected beneficiaries to move the transit house, if required for the project. 2. The Agency will assist the BMC/PDA in the entire process of transit. Task-9: Involvement of Slum Level Registered Society (SLRS) during Construction: 1. The Agency will mobilize and motivate the SLRS to perform the functions of the society in an effective manner like social auditing and quality of construction during implementation. 2. If required, the Agency will bring to the notice of the BMC/PDA, if there is any deviation. Task-10: Beneficiary Contribution: 1. The Agency will mobilize the selected beneficiaries to open their Bank Accounts and start saving for the payment towards the beneficiary contribution as per the Policy of the Government. 7

8 2. The Agency will support the BMC/PDA for collection of the Beneficiary Contribution from the selected beneficiaries through the SLRS, as required by the BMC/PDA. Task-11: Handing over of assets after Completion: 1. The Agency will assist the BMC/PDA for smooth handing over of the houses to the selected beneficiaries. 2. The Agency will assist the Slum Level Registered Society (SLRS) to be self sufficient in maintenance of the assets. To discharge their responsibilities, the selected agency has to undertake the following activities: a. Support BDA in identifying slums / slum-pockets and in identifying vacant lands that can be potential relocation sites; b. Conduct the community surveys through involvement of the community by engaging slum level CBO s; c. Assist the agencies engaged for this purpose in testing the ground realities by identifying the slums on satellite images; d. Verification and ratification of slum survey data and no of beneficiaries of the selected slums where already surveys have been completed by the Authority (if need so); e. Support the BDA in identifying and engaging active CBOs, working in the identified slum areas (or to do the identification and engagement of the CBOs, if assigned to do so); f. Disseminate information on PMAY (Pradhan Mantri Awas Yojana)/ Housing for All through appropriate means understandable to all sections of the slum dwellers highlighting the provisions of the schemes; g. Assist the BDA in identifying required number of community mobilisers/ volunteers for undertaking respective surveys in each slum; 8

9 h. To create or strengthen community structures like Neighborhood Groups (NHG), Neighborhood Committees (NHC) and Community Development Societies (CDS) in identified slums; i. To promote involvement of citizen s forums, area sabhas, ward committees and institutionalization of process for community engagement; j. To assist the BDA in establishing suitable mechanism for engaging civil society and community in the process of slum rehabilitation/redevelopment; k. To assist in identification of the methodologies for community participation; l. To suggest mechanisms of promoting transparency and accountability to various stakeholders, like slum based CBOs, urban poor/ slum dwellers, and other marginalized community groups, in programme implementation; m. To promote convergence with other city wide schemes supported by other development schemes, programmes and missions if required; n. To collate and ensure that the data collected at the slum level is ratified by the CBOs /community structures before finalization of data at the BDA level for further analysis; o. To provide inputs and support in categorizing and classification of slums based on the socio-economic data, spatial data as per the GIS manual / guidelines and the planning guidelines; p. To ensure community participation through slum based NGOs/CBOs in the adoption of choices for development models in the case of re-location and upgradation of slums; q. To undertake consistent environment building activities in slums prior to the surveys, community mobilization and sensitization and building the consensus opinion amongst the slum dwellers on PMAY and trust building exercises with ensuring the community participation at all stages, adhering to the guidelines of PMAY, collective actions with the slum based CBOs and persistent collaboration with BDA and other CSOs, etc. r. To initiate actions and suggest the Authority for preventing the emergence of new slums. 9

Award of Work Applicants who fulfill the minimum eligibility criteria as mentioned in Clause 3 of the EOI shall be empanelled; The financial proposals for the specific projects shall be invited by BDA from the empanelled agencies; Award of work will be based on specific slum redevelopment/rehabilitation project; BDA will communicate through a written intimation to the empanelled agencies along with project specific details, land area, location, project objective and detailed scope of services; BDA shall invite financial proposals from the empaneled agencies; The Financial proposals of the qualified Applicants will be opened, in the presence of the authorized representatives of the bidding applicants and the concerned Officers of BDA. 7. Final decision making authority BDA reserves the right to accept or reject any application and to annul the process and reject all applications at any time without assigning any reason thereof and without thereby incurring any liability to the affected applicant or without informing the applicants of the grounds for such action by BDA. 8. Submission Requirement To be eligible for empanelment, the applicants shall provide evidence satisfactory to BDA of their eligibility and their capability and adequacy of resources to carry out the services. In addition, during applying for this empanelment, the applications shall include the following information: a. Covering Letter b. Information of Applicants - Schedule A ; c. Turnover - Schedule B ; d. Applicant's Experience of Relevant Projects - Schedule C ; 10

11 9. Language of Application The language of the Application as well as the supporting documents shall be in English only. 10. Submission of EOI- Packing, Sealing and Marking The EOI must be inserted in sealed envelopes, along with applicant s name and address in the left hand corner of the envelope and super scribed in, EMPANELMENT OF NGOs FOR COMMUNITY MOBILISATION AND SOCIO- ECONOMIC SURVEYS FOR SLUM RE-DEVELOPMENT/REHABILITATION PROJECTS a. The EOI shall be addressed to BDA, Bhubaneswar at the following address: Secretary cum Member- Estate Bhubaneswar Development Authority Akash Shobha Building, Sachivalaya Marg Bhubaneswar Hand delivery of the EOI proposals shall not be accepted. If the envelope is not sealed and marked as mentioned above, BDA will not be responsible for any misplacement or premature opening (Telex, cable or facsimile EOI will be rejected). 11. Number of EOIs An Applicant is eligible to submit only one Application. 12. EOI Submission Date EOI must reach BDA at the specified address, date and time through Speed / Regd. Post or Courier. If the specified date for the submission of EOI is declared as a holiday for BDA, Bhubaneswar, the EOI will be received up to the scheduled time on the next working day. 11

12 13. Late Submission: EOI received after the deadline for submission prescribed by BDA will be rejected. 14. Modifications and Withdrawal of EOI No modifications to the EOI shall be allowed once it is received by BDA, Bhubaneswar. 15. Jurisdiction All disputes arising shall be subject to the jurisdiction of the appropriate court at Bhubaneswar, India and will be governed by the laws of India. 16. Period of Empanelment The period of empanelment shall be for an initial period of 3 (three) years. However, BDA may extend the period of empanelment by another 3 years based on mutually agreed terms and conditions. 17. Other Development Authorities Other Development Authorities of Odisha can also avail the services of such empanelment list of BDA. 12
