2 Purposes of this Act British Columbia 1 The purposes of this Act are (a) to provide a legal framework and foundation for the establishment and continuation of local governments to represent the interests and respond to the needs of their communities, (b) to provide local governments with the powers, duties and functions necessary for fulfilling their purposes, and (c) to provide local governments with the flexibility to respond to the different needs and changing circumstances of their communities. Purposes of regional districts 2 Recognizing that regional districts are an independent, responsible and accountable order of government within their jurisdiction, the purposes of a regional district include (a) providing good government for its community, (b) providing the services and other things that the board considers are necessary or desirable for all or part of its community, (c) providing for stewardship of the public assets of its community, and (d) fostering the current and future economic, social and environmental well-being of its community. Principles for governmental relations 3 The relationship between regional districts and the Provincial government in relation to this Act is based on the following principles: (a) cooperative relations between the Provincial government and regional districts are to be fostered in order to efficiently and effectively meet the needs of the citizens of British Columbia; (b) regional districts need the powers that allow them to draw on the resources required to fulfill their responsibilities; (c) notice and consultation is needed for Provincial government actions that directly affect regional district interests; (d) the Provincial government recognizes that different regional districts and their communities have different needs and circumstances and so may require different approaches; (e) the independence of regional districts is balanced by the responsibility of the Provincial government to consider the interests of the citizens of British Columbia generally.

3 Alberta Part 1 Purposes, Powers and Capacity of Municipalities Municipal purposes 3 The purposes of a municipality are (a) to provide good government, RSA 2000 (b) to provide services, facilities or other things that, in the opinion of council, are necessary or desirable for all or a part of the municipality, and (c) to develop and maintain safe and viable communities cm-26.1 s Principles and purposes of Act Saskatchewan 3(1) This Act recognizes that municipalities, as local governments: (a) are a responsible and accountable level of government within their jurisdiction, being created and empowered by the Province of Saskatchewan; and (b) are subject to provincial laws and to certain limits and restrictions in the provincial interest as set out in this and other Acts. (2) Having regard to the principles mentioned in subsection (1), the purposes of this Act are the following: (a) to provide the legal structure and framework within which municipalities must govern themselves and make the decisions that they consider appropriate

4 and in the best interests of their residents; (b) to provide municipalities with the powers, duties and functions necessary to fulfil their purposes; (c) to provide municipalities with the flexibility to respond to the existing and future needs of their residents in creative and innovative ways; (d) to ensure that, in achieving these objectives, municipalities are accountable to the people who elect them and are responsible for encouraging and enabling public participation in the governance process. 2005, c.m-36.1, s.3; 2006, c.7, s.3. MUNICIPAL PURPOSES Manitoba Municipal purposes 3 The purposes of a municipality are (a) to provide good government; (b) to provide services, facilities or other things that, in the opinion of the council of the municipality, are necessary or desirable for all or a part of the municipality; and (c) to develop and maintain safe and viable communities. Purposes Ontario 2. Municipalities are created by the Province of Ontario to be responsible and accountable governments with respect to matters within their jurisdiction and each municipality is given powers and duties under this Act and many other Acts for the purpose of providing good government with respect to those matters. 2006, c. 32, Sched. 5 Purpose of Act Nova Scotia 2 The purpose of this Act is to (a) give broad authority to councils, including broad authority to pass by-laws, and to respect their right to govern municipalities in whatever ways the councils consider appropriate within the jurisdiction given to them; (b) enhance the ability of councils to respond to present and future issues in their municipalities; and (c) recognize that the functions of the municipality are to (i) provide good government, (ii) provide services, facilities and other things that, in the opinion of the council, are necessary or desirable for all or part of the municipality, and (iii) develop and maintain safe and viable communities. 1998, c. 18, s. 2. Preamble PEI Newfoundland Yukon WHEREAS this Act was developed in a spirit of partnership, mutual respect, and trust between the Government of the Yukon and the Association of Yukon Communities; AND WHEREAS it is desirable to establish a framework for local government which provides for the development of safe, healthy, and orderly communities founded on the following principles:

6 That the Government of the Yukon recognizes municipalities as a responsible and accountable level of government; That Yukon municipal governments are created by the Government of the Yukon and are responsible and accountable to the citizens they serve and to the Government of the Yukon; That the primary responsibilities of Yukon municipal governments are services to property and good government to their residents and taxpayers; That public participation is fundamental to good local government; That sustainable Yukon communities require financially solvent local governments that are responsive to the public s need for affordable public services; and That local governments have a significant responsibility for furthering compatible human activities and land uses. AND WHEREAS the Government of the Yukon and municipal governments shall respect each other s responsibilities to provide programs and services to the people of the Yukon; AND WHEREAS local governments in the Yukon
