Declaration of Pecuniary Interest Mayor Grant declared a pecuniary interest with respect to matters dealing with the BR+E tourism project as he owns a business identified as a tourism establishment and the minutes from the meeting on January 29/18. III. Ted Smith called the meeting to order at 7:00 p.m. II. Purpose To hold a Public Meeting, on behalf of the Region of Durham to consider an application for a proposed Draft Plan of Subdivision and to consider an application for an amendment to the Township of Brock Restricted Area Zoning By-law No PL. Re: Gatzios Planning & Development Consultants on behalf of Ontario Limited Part of Lot 16, Concession 5 (Thorah) Township of Brock File Nos.: S-B RA 1. The purpose of this public meeting is to obtain public input in respect of an application for approval of a draft plan of subdivision to permit the development of 103 single-detached residential dwellings. In addition, an application to amend the Zoning By-law to rezone the property from the Development (D) Zone category to a Residential Type No. 1 Exception (R1-Exception) Zone category to implement the plan of subdivision. 2. There will be no decision made on behalf of the Township of Brock in respect of the proposed amendments at this meeting. 3. Subdivision Application a) You may submit to the Clerk any written comments with respect to the plan of subdivision tonight. Thereafter, you must forward written submissions directly to the Region of Durham Planning Department to the address shown on the Notice you received in the mail with a copy to the Township of Brock. If a person or public body that files an appeal of a decision of the Region of Durham, as the approval authority, in respect of the This document is available in alternate formats upon request. 7 Session Three Monday, March 5, 2018 proposed plan of subdivision, does not make oral submissions at the public meeting, or make written submissions to the Region of Durham Planning Department before the proposed plan of subdivision is approved or refused, the person or public body is NOT entitled to appeal the decision of the Region of Durham to the Ontario Municipal Board. Further, the person or public body may NOT be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion the of the Board, there are reasonable grounds to do so. b) If you wish to be notified of the decision of the Region of Durham Planning Department in respect of this proposed plan of subdivision, you MUST MAKE A WRITTEN REQUEST to the Region of Durham Planning Department. 4. Zoning Application a) Persons who wish to be notified of further meetings of the Planning Committee and/or Council dealing with this amendment to the Zoning By-law must request to be notified in writing. Persons who wish to be notified of the decision of the rezoning application, if approved by Council, must submit a written request. Notification forms are available from staff in attendance. b) If a person or public body does not make oral submissions at the public meeting or make written submissions to the Township of Brock before the by-law is enacted (if approved), the person or public body is NOT entitled to appeal the decision of the Council of the Township of Brock to the Ontario Municipal Board. Further, the person or public body may NOT be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so. c) In the event that the actual by-law is enacted by Council, it will be circulated in the formal manner under the provisions of the Planning Act and at that time, if objections are received, a hearing will be held before the Ontario Municipal Board, at which time the objectors will be informed of a hearing date. 5. Chair W.E. Ted Smith called upon the applicant / agent to outline the proposal for the benefit of those in attendance. Mr. James Koutsovitis, Gatzios Planning & Development Consultants Inc., consultant for Ontario Limited, referred to the display boards advising that the noted lands (20 acres) are located south of Maplewood Avenue and west of Nine Mile Road in Brock Township. He advised of the following frontages: 80 metres on Maplewood Avenue; 190 metres on Nine Mile Road; and, 10 metres on Parklawn Boulevard. The lands are located in the Beaverton urban area designated residential which permits single family dwellings and the land is zoned D-Development requiring a rezoning to R1-Exemption which is similar to the existing residential area. Mr. Koutsovitis advised that there are 103 single family dwellings proposed with a walkway block connected to Maplewood Avenue. The lot frontage ranges from 12.6 metres to 16 metres with lot sizes ranging from 414m 2 to 977m 2. He advised that the homes are 2 storeys with a maximum height of 11 metres and a gross floor area of 2000 square feet resembling the existing architectural style. 6. Chair W.E. Ted Smith opened the meeting to the public to receive input and request the name of the individual(s) speaking to the application.

8 Session Three Monday, March 5, 2018 Ms. Sherry Greenwood, Beaverton resident enquired as to the height and number of 2-storey dwellings and was advised 11 metres. Mr. Ron Fisico advised that he would build bungalows or 2 storey homes to suit. Ms. Rossie Baillie, Dundas Street, Beaverton enquired as to the exemption in rezoning to which Mr. Koutsovitis advised that they are requesting an exemption from the zoning by-law for reduced lot area (1100 square feet) and lot frontage and an increase to the lot coverage (42%). He advised of the reduction to the interior and exterior side yards of the 2 storey dwellings noting that the height would remain at 11 metres. Ms. Baillie enquired as to the 41 foot frontage to which Mr. Koutsovitis advised that is the smallest lot. Mr. Heidi Martel, 107 Parklawn, Beaverton enquired as to privacy for the existing residences that back onto the new homes to which Mr. Koutsovitis advised that the new home owners could erect a fence and the trees/vegetation of existing homes would not be affected. Mr. Ken Scruton, 241 Lakeland Crescent, Beaverton enquired as to the build timeline to which Mr. Koutsovitis advised it would be dependent on sales. Mr. Scruton enquired as to environmental/archaeological assessments and was advised that environmental impact studies were completed noting there were no noted species protection, archaeological, or heritage concerns and no further studies are required. Ms. Carol Coker, 54 Maplewood Avenue, Beaverton commented that, while the proposed development is in keeping with the existing development in Beaverton and adheres to the zoning by-law, she has concerns for the increased cost for services such as the fire department, police, EMS, schools, and doctors. She advised that, together with the 339 Marydel homes currently being built in Beaverton, the population could increase by 38% which would affect these services and increase traffic on Nine Mile Road. She expressed concern for the safety of seniors in the area and the length of time it took to complete the Maplewood subdivision noting that the first residents tolerated 3 years of ongoing construction. Chair W.E. Ted Smith advised that water and sewage capacity is not an issue in Beaverton. Mr. Bernard McGinty, Cedar Beach Road, Beaverton expressed concern for surface water issues on Cedar Beach Road enquiring as to plans for controlling this to which Mr. Koutsovitis advised that the engineer report would be reviewed by the Township and the Region. Ms. Dorothy Sanderson, Hillside Crescent, Cannington enquired as to school capacity, fire department and police services to which Chair W.E. Ted Smith advised that the Durham District School Board had no comments noting that a new school will be built in Beaverton, there is a Fire Station located in Beaverton, and the DRPS have no concerns. Mr. Bernard McGinty, Cedar Beach Road, Beaverton expressed concern for the lack of family physicians to which Chair W.E. Ted Smith advised, as Chair of the Brock Community Health Centre (BCHC), that the BCHC serves 2500 Brock residents with offices in Beaverton and Cannington, 2 nurse practitioners in Beaverton, 2.5 doctors in Cannington, and a new health centre planned for Cannington. He noted that there are challenges in recruiting doctors to a rural area. Mr. McGinty commented that he would prefer to see more industrial growth and was advised that it is an ongoing challenge. 7. There being no further input concerning the subject application, Chair W.E. Ted Smith requested a motion to close the meeting.

He r to CG u Ci I --.!.-'--'""'--=-- From: OMBReview (MMA) <CSC_OMBReview@ontario.ca> Sent: Tuesday, February 27, :56 AM To: OMBReview (MMA) Subject: Proclamation of the Building Better Communities and Conserving Watersheds Act, 2017 changes to the land use planning and appeal system We are writing to provide an update on the Building Better Communities and Conserving Watersheds Act, 2017, which was passed by the Legislature on December 12, In Effect Date The changes the Act makes to the land use planning and appeal system will come into effect on April 3, 2018, as specified by proclamation. This includes changes to: establish the Local Planning Appeal Tribunal (the Tribunal) as the province-wide appeal body for land use planning matters; improve the hearing process at the Tribunal; establish the Local Planning Appeal Support Centre to provide legal and planning support services to eligible Ontarians for matters before the Tribunal; limit the Tribunal's ability to overturn municipal decisions that adhere to municipal official plans, provincial plans and the Provincial Policy Statement; give municipalities more control over local planning, resulting in fewer decisions being appealed; and shelter certain major planning decisions from appeal. These changes are in response to the province-wide consultation undertaken as part of the Ontario Municipal Board Review. Regulations To facilitate implementation of the Building Better Communities and Conserving Watersheds Act, 2017, several new and amended regulations have been proposed. Proposals for the regulations under the Act were posted on Ontario's Regulatory and Environmental Registries for a 45-day public consultation period from December 7, 2017 to January 21,
