Introduction: TENDER DOCUMENT Software Technology Parks of India (STPI) was established and registered as an Autonomous Society on 6th June 1991 under the Societies Registration Act 1860, under the Department of Information Technology, Ministry of Communications and Information Technology, Government of India. It undertook the responsibility of managing data communication infrastructure facilities and providing other services like technology assessment and professional training to software exporters. Ministry of Communications and Information Technology, Government of India, set up a society, Software Technology Parks of India (STPI), in 1991 to make India a global information technology power and one of the largest generators and exporters of software in the world. With this aim STPI have been setup across th e country. In Karnataka the main jurisdiction is in Bangalore with sub-centers in Mysore, Mangalore, Manipal & Hubli. The main services rendered by STPI-Bangalore for the IT industry are Statutory Services Single Window agency for implementing STP/EHTP Schemes, IT/ITES SEZ, Data Communication and IT Services Enabling International Connectivity, Consultancy and Project Management Services Technology Consulting and Incubation Services Nurturing Entrepreneurship. 2. Scope of the Tender STPI-Bangalore invites sealed tender from ESP Elite partners (Preferably Implement or Operate Specialist) of Juniper to provide AMC support for the Juniper Routers for a period of 1 year from the date of order. The tender form can be downloaded from the website: 3. Tendering Process: Tender is invited in two parts i.e., (i) Technical Bid and (ii) Financial Bid. The tender form for Technical bid is prescribed in Annexure-I and the tender form for the financial bid is prescribed in Annexure-II. The tender will be sealed in outer envelope which will bear the address of the authority, Tender No, Due date and Name of the work ie., Quotation for the AMC for Juniper Router installed at STPI Bangalore & Sub Centers (i.e. Mysore & Mangalore).The aforesaid outer envelope will contain two separate sealed envelopes one clearly marked Technical Bid and other clearly marked Financial Bid. The tenders those are not super scribed as above will be summarily rejected. 4 The technical bids will be opened by the Director/representative nominated by the Director on at 1500 Hrs in the presence of bidder or their representatives. Incomplete bid document will be rejected. The valid technical bids will be scrutinized to short list the eligible bidder. Thereafter, the financial bids of the short listed bidders will be opened by the Director/representative nominated by the Director on a subsequent date; which will be intimated later. The quotation should have the validity for a period of 90 days from the last day of the closing of the tender. 4 Earnest Money Deposit (EMD): The bidder shall submit an earnest money of ` 35,000/- (Rupees Seventy Five thousand only) in the form of demand draft drawn in favour of The Director, STPI - Bangalore. Bids received without EMD will not be considered. The EMD of unsuccessful bidder will be returned after finalization of award of work/po and the EMD of the successful bidder shall be returned after the completion of AMC period. Bids without valid EMD shall be summarily rejected. 5. The aforesaid outer envelope will contain two separate sealed envelopes one clearly marked Technical Bid Envelope 1 and other clearly marked Financial Bid Envelope 2. 5 Technical Bid Envelope 1:- Cover letter stating the Bid Title, Bidder s Name, Address and other contact information Should Contain Annexure I (Technical Bid). Should Contain Annexure- II (List of materials) stating complied or not complied against each individual item without price details. EMD ` 35,000 in form of Demand Draft. Copy of the ESP Elite partners (Preferably Implement or Operate Specialist) of Juniper Certificate issued by M/s Juniper shall be furnished as proof of the same. Copy of Sales Tax, Service Tax, PAN/TAN & VAT Registration certificate. Financial Bid Envelope 2:- Cover letter stating the Bid Title, Bidder s Name, Address and other contact information. Should Contain Annexure- II (List of materials) filled with price details. 6. SUBMISSION: The completed Bid in the form of hardcopy shall be submitted at the following address: The Director, Software Technology Parks of India N0. 76 & 77, Cyber Park, 6th Floor, Electronics City, Hosur Road, Bangalore The bidder has to quote for all the individual items listed in Annexure II, However if the bidder quotes for part of the listed items in Annex ure II (List of Items), the bid is liable for rejection. 6 Bids submitted after due date time shall NOT BE CONSIDERED. Bids submitted by Telex/Telegram/Fax/ shall not be accepted. Pricing: The AMC Cost for each individual item and center wise needs to be furnished by the bidder. The price quoted should be exclusive of Tax. Taxes if any should be shown separately. The bidder shall have necessary registration certificate for Sales Tax, Service Tax, PAN/TAN & VAT Registration.(Copy of the same shall be furnished as proof of the same). The bidders shall quote the total price of the contract both in words & figures in Rupees. In case of variation between words & figures, the lowest shall be considered. 8. Payment Terms: The payment shall be on 4 equated quarterly periods in the period of 12 months. The same shall be paid after the completion of each quarter. No advance payment shall be released.
