2 High-level political forum on sustainable development (HLPF) HLPF will have a central role in overseeing a network of follow-up and review processes at the global level HLPF is also expected to: Enhance the integration of the three dimensions of sustainable development; Provide political leadership, guidance and recommendations on implementation and follow-up; Promote system-wide coherence and coordination of sustainable development policies; Ensure that the HLPF Agenda remains relevant and ambitious and focuses on the assessment of progress, achievements and challenges faced by developed and developing countries; Ensure linkages with the follow-up and review arrangements of all relevant UN conferences and processes, including on LDCs, SIDS and LLDCs Address new and emerging issues;

3 Principles guiding follow-up and review at all levels Voluntary and country-led, take into account different national realities and capacities Track progress in implementing SDGs, including means of implementation Maintain a longer-term orientation, identify achievements, challenges, gaps and success factors Will be open, inclusive, participatory and transparent People-centered, gender-sensitive, respect human rights, focus on poorest, most vulnerable Build on existing platforms and processes, avoid duplication, and minimize reporting burden Rigorous and based on evidence, informed by country-led evaluations and disaggregated data Will require enhance capacity-building support for developing countries, including strengthening of national data systems and evaluation Will benefit from active support of the UN system and other multilateral institutions

4 Follow-up and review Two types of reviews: Thematic reviews of progress on the SDGs, including cross-cutting issues in line with GA resolutions 70/1 and 70/299 Voluntary national reviews (VNRs) - regular reviews, in line with GA resolutions 67/290, 70/1 and 70/299

5 Thematic reviews Supported by reviews by the functional commissions of ECOSOC and other intergovernmental bodies and forums. Engage all relevant stakeholders and, where possible, feed into, and be aligned with, the cycle of the HLPF Offer a qualitative analysis that complements the quantitative one contained in the mandated progress report on the SDGs

6 HLPF voluntary national reviews (VNRs) HLPF conducts VNRs, including developed and developing countries, with the involvement of UN entities and other stakeholders. VNRs are state-led, involving ministerial and other relevant high-level participants. Learning experience: Facilitate the sharing of experiences, including successes, challenges and lessons learned 22 countries conducted VNRs at 2016 HLPF

8 2016 HLPF VNRs: Some key points Mapping SDGs against national plans and strategies gap analysis National baselines the importance of data Reviewing institutional frameworks high-level coordination, choices about existing/new institutions, and multi-stakeholder involvement Whole-of-government approaches obtaining buy-in in from civil servants and creating incentives for integrated policy-making and service delivery Communicating the agenda to sub-national and local governments

9 2016 HLPF VNRs: Some lessons learnt Identify coordinating mechanism for preparatory process (new or existing) data-gathering repeatedly identified as a challenge (get the national statistical office on board early) inter-institutional coordination often a challenge (a directive from higher up, e.g. Prime Minister has helped in some countries) set out a plan, with milestones: stakeholder consultations, internal reviews, final approval, etc.

10 2017 High-Level Political Forum The 2017 session will take place on July at UN Headquarters in New York High-level segment will be held from July at the ministerial level The theme is Eradicating poverty and promoting prosperity in a changing world 44 countries will present their voluntary national reviews The set of goals for the in-depth review on progress

13 Considerations on way forward VNR reports as resource: contain a wealth of information; key findings summarized in Synthesis Report of VNRs 2016 Continued engagement: among reporting countries, new volunteers, stakeholders Development and evolution of VNRs: experience gained from this and future sessions be taken into consideration in the development of new and flexible arrangements for the preparation of subsequent sessions (GA Res A/70/299) Feedback from reviews to implementation: What happens after a country has conducted a review?
