1 THE THIRTY-FIFTH MEETING OF THE ONE HUNDRED AND THIRTY-EIGHTH COUNCIL OF THE CORPORATION OF THE CITY OF ST. THOMAS COUNCIL CHAMBERS CITY HALL JUNE 11, :05 p.m. The meeting convened with Her Worship, Mayor Heather Jackson, presiding. ATTENDANCE Members Officials Mayor H. Jackson W. MINUTES Motion by Councillor Tinlin - Stevenson: THAT: The minutes of the meetings held on June 4, 2018 be confirmed. DEPUTATIONS Founders Day Civic Service - Old St. Thomas Church - July 8th, 2018 Rev. Canon Nick Wells, Chaplain, Old St. Thomas Church was in attendance to invite the members to the Founders Day Civic Service being held on July 8th, 2018 at the Old St. Thomas Church. COMMITTEE OF THE WHOLE Council resolved itself into Committee of the Whole to deal with the following business. STRATEGIC DIRECTION AND DEVELOPMENT St. Thomas-Elgin Long Term Affordable and Social Housing Strategy - Appendix A Tim Welch, Consultant provided a Power Point presentation regarding the St. Thomas-Elgin Long Term Affordable and Social Housing Strategy. The members inquired about the recommended target of constructing 35 affordable rental units per year. The City Manager advised that new units would be created at the 230 Talbot Street property and further, that the estimated cost to create a new unit is $150,000 to $180,000.

2 The 35th meeting of the 138th Council - 2 Mr. Welch suggested that some of the less expensive alternatives of new units include the establishment of second units in existing homes, garden suites, and rooms in lodging homes. The members discussed the importance of leveraging funding from senior levels of government. The members inquired about the existing board and lodging home by-law. The Director, Planning advised that the existing by-law would require overhauling and that the new property standards by-law also includes minimum standards for properties. The members inquired about the need for accessibility in housing projects. Mr. Welch advised that because many individuals do not require accessibility features, it is not practical to change existing units to be accessible. The members inquired about which incentives have been most successful with developers. The City Manager advised that the Community Improvement Program grants have proven to be successful. The members discussed the need to consider public transit in areas where affordable housing is located. The City Manager advised that the City is currently participating in a university study relating to public transit and affordability. Motion by Councillor Kohler - Rymal: THAT: Report SESS relating to the St. Thomas-Elgin Long-Term Affordable and Social Housing Strategy be received for information; and further, THAT: Council approves the St. Thomas-Elgin Long-Term Affordable and Social Housing Strategy Progress Report - 10 Year Housing and Homelessness Plan - Appendix B The members inquired about the Home Repair Program. The Housing Services Administrator advised that the demand for the program has not exceeded the availability of funds. The members inquired about the City's agreement with the Canadian Mental Health Association. The Housing Services Administrator advised that the Canadian Mental Health Association continues to provide good service and provides support beyond housing supports. The members expressed concern about the number of households with utility arrears. Motion by Councillor Stevenson - Rymal: THAT: Report SESS related to the 2017 Progress Report on the St. Thomas and Elgin 10 Year Housing and Homelessness Plan be received for information. Application by Doug Tarry Limited for Removal of Part Lot Control - Semi Detached Lots 6 and 7 on Registered Plan 11M Appendix C Motion by Councillor Clarke - Kohler:

3 The 35th meeting of the 138th Council - 3 THAT: Report PD relating to an exemption from the part lot control provisions of the Planning Act for semi-detached lots 6 and 7 on Registered Plan 11M-223 be received for information; and further, THAT: The application by Doug Tarry Limited relating to the passing of a by-law to remove part lot control for semi-detached lots 6 and 7 on Registered Plan 11M-223 be approved; and further, THAT: Council authorize the preparation of a by-law, pursuant to Section 50(7) of the Planning Act, which provides that Subsection 50(5) of the Planning Act (Part Lot Control) does not apply to semi-detached lots 6 and 7 on Registered Plan 11M-223. Downtown St. Thomas Heritage Conservation District Plan - Appendix D Lashia Jones, Stantec Consulting Ltd., provided a Power Point presentation regarding the St. Thomas Downtown Heritage Conservation District Study Plan. The members inquired about the flexibility of the plan for minor repairs. Ms. Jones advised that delegated authority may assist with streamlining of the process and further, that there would be a list of what types of repairs would require a heritage permit. Motion by Councillor Stevenson - Wookey: THAT: Report PD relating to the final report for the proposed Downtown St. Thomas Heritage Conservation District Plan be received for information; and further, THAT: Council receive the report entitled Downtown St. Thomas Heritage Conservation District Plan, prepared by Stantec and a+link Architecture Inc., dated April 5, 2018; and further, THAT: A public meeting be scheduled for July 16th, 2018 at 5:30 p.m. in accordance with Subsection 41.1(6)(b) of the Ontario Heritage Act, as amended. Community Improvement Program - 87 St. Catharine Street - Appendix E Motion by Councillor Tinlin - Burgess: THAT: Report ADM relating to a Community Improvement Program at 87 St. Catharine Street, Application , be received for information; and further, THAT: Council approve a Residential Rehabilitation Program for 87 St. Catharine Street which would include a maximum Residential Rehabilitation Loan of $60,000 and a maximum Residential Rehabilitation Grant of $40,000; and further, THAT: A by-law be prepared for Council s consideration to enter into a Residential Rehabilitation Loan agreement with Mr. Vernon Martin. Social Housing Apartment Improvement Program Transfer Payment Agreement - Appendix F Motion by Councillor Clarke - Rymal: THAT: Report SESS related to a Social Housing Apartment Improvement Program Transfer Payment Agreement be received for information; and further, THAT: Council approves entering into a Transfer Payment Agreement with the Minister of Housing related to the Social Housing Apartment Improvement Program, pending approval by the Province of the City s Business Case; and further,

4 The 35th meeting of the 138th Council - 4 THAT: A by-law be prepared authorizing the Mayor and Clerk to execute the agreement attached to Report SESS with the Minister of Housing to establish mutual responsibilities, obligations, and terms for conditional funding in the amount of $736,054 over three years under the Social Housing Apartment Improvement Program. BUSINESS CONCLUDED COMMUNITY ENGAGEMENT AND SERVICES Elgin Chrysler - St. Thomas Timken Community Centre - Use of Parking Area - February 20, 2018 BUSINESS CONCLUDED INFRASTRUCTURE AND CIVIC OPERATIONS St. Thomas Water Distribution System Drinking Water Quality Management System - Management Review Meeting Appendix G Motion by Councillor Stevenson - Tinlin: THAT: Report ES relating to St. Thomas Water Distribution System Drinking Water Quality Management System - Management Review Meeting 2018 be received for information. BUSINESS CONCLUDED CORPORATE GOVERNANCE AND ADMINISTRATION Sale of 52 Dunkirk Drive and 66 Dunkirk Drive - Appendix H Motion by Councillor Rymal - Clarke: THAT: Report ADM relating to the sale of 52 Dunkirk Drive and 66 Dunkirk Drive be received for information; and further, THAT: Council declare 52 Dunkirk Drive and 66 Dunkirk Drive to be surplus to the City s needs; and further, THAT: Council direct administration to undertake the administrative processes relating to the disposal of the properties Municipal Election Accessibility Plan - Appendix I

5 The 35th meeting of the 138th Council - 5 THAT: Report CC relating to the 2018 Municipal Election Accessibility Plan be received for information; and further, THAT: Council adopt the 2018 Municipal Election Accessibility Plan to be followed for the 2018 Municipal Election. BUSINESS CONCLUDED COUNCIL Council reconvened into regular session. REPORT OF COMMITTEE OF THE WHOLE Strategic Direction and Development Community Engagement and Services Infrastructure and Civic Operations Corporate Governance and Administration Motion by Councillor Burgess - Tinlin: THAT: The recommendations, directions and actions of Council in Committee of the Whole as recorded in the minutes of this date be confirmed, ratified and adopted. REPORTS OF COMMITTEES Municipal Heritage Committee Russell Schnurr, Chair, Municipal Heritage Committee provided an update on the activities of the Municipal Heritage Committee. St. Thomas Cemetery Company Councillor Clarke provided an update on the activities of the St. Thomas Cemetery Company. PETITIONS AND COMMUNICATIONS Bella Jack s Mexican Cantina Temporary Patio August 16-19, Temporary Extension of Liquor Licence - Iron Horse Festival The members inquired about the Talbot Street Reconstruction Project. Mayor Jackson advised that the project should be complete prior to the Iron Horse Festival. Motion by Councillor Wookey - Burgess: THAT: The Council of the City of St. Thomas has no objection to the proposed extended licensed area at Bella Jack s Mexican Cantina during the 2018 Iron Horse Festival being held from August 16-19, Ontario Business Improvement Area Association - Accessibility on Main Street Project Councillor Rymal advised that the Downtown Development Board has submitted an application to participate on a provincial advisory committee regarding accessibility of main streets and that

6 The 35th meeting of the 138th Council - 6 Lisa Kelly, St. Thomas Municipal Accessibility Advisory Committee had been selected to serve on the provincial advisory committee. Valleyview Home Councillor Rymal advised that a complimentary article recently appeared in the London Free Press relating to care at Valleyview Home. Nostalgia Nights Car Show - July 7th, 2018 Councillor Rymal advised that the Nostalgia Nights Car Show held by the Downtown Development Board would take place on July 7th, Downtown Dust Up - Talbot Street near Elgin Street - June 9th, 2018 Mayor Jackson advised that the Downtown Dust Up event for children hosted by west-end businesses and the Downtown Development Board had been very successful. BY-LAWS THAT: Leave be granted to bring in the following by-laws: 1. A by-law to confirm the proceedings of the Council meeting held on the 11th day of June, A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Ontario Inc. (File SPC Edward Street - Proposed Nissan car dealership) 3. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Vernon Martin. (Residential Rehabilitation Loan Agreement - $60,000 - Community Improvement Program - 87 St. Catharine Street) 4. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Her Majesty the Queen in right of Ontario as represented by the Minister of Housing. (Social Housing Apartment Improvement Program) First and Second Readings THAT: The by-laws be now read a first time, referred to Council in Committee of the Whole and read a second time. Councillor Clarke was appointed Chair of Council in Committee of the Whole and conducted the second reading of the by-laws. On motion duly moved and seconded, the Chair was ordered to report on the passing of the bylaws. The Chair reported as ordered and the Mayor resumed the Chair.

7 The 35th meeting of the 138th Council - 7 Third Reading THAT: The report of Council in Committee of the Whole on the following by-laws be received and adopted, the same be read a third time, engrossed, signed by the Mayor and Clerk, sealed and numbered. 1. A by-law to confirm the proceedings of the Council meeting held on the 11th day of June, (B/L ) 2. A by-law to authorize the Mayor and Clerk to execute and affix the Seal of the Corporation to a certain agreement between the Corporation of the City of St. Thomas and Ontario Inc. (Social Housing Apartment Improvement Program) (B/L ) (A/G ) PUBLIC NOTICE 2018 Property Tax Ratios and Tax Rates Notice was given that Council will consider the adoption of by-laws to establish 2018 property tax ratios and tax rates at its meeting to be held on June 18, 2018 at 6:00 p.m. in the Council Chambers, City Hall. Landscape Architectural Services - New Park Development Notice was provided that Administration intends to introduce a report at the June 18th, 2018 Council meeting regarding an expenditure for landscape architectural services relating to new park development. Capital Budget Adjustment - City Animal Services Shelter Notice was provided that Administration intends to introduce a report at the July 16, 2018 Council meeting requesting approval of a proposed capital expenditure related to a City Animal Services Shelter.
