Summary of the first meeting - BUREAU OF THE SIXTH CONFERENCE OF PARTIES (COP6) Riyadh, Kingdom of Saudi Arabia, 4-5 March 2018 The following are the key outcomes and recommendations on each agenda item addressed by the COP6 Bureau at its first meeting: 1. Working methods of the COP6 Bureau: The principle of developing Terms of Reference of its working method agreed. The Secretariat agreed to submit a preliminary draft. The number of Bureau meetings per year of its terms should not exceed 3 meetings to enable a geographical balance of hosting and focus on key matters and challenges of the Convention as well follow-up to COP resolutions. 2. Presentation by the Secretariat on COP6 Resolutions and adoption of a planning for the implementation of the Resolutions: Proposed planning/timeline of the implementation of COP6 Resolutions prepared by the Secretariat adopted with slight amendment. Thorough follow-up by Bureau agreed. 3. Follow-up to the written consultation procedure for the approval of the amendment of Annex I of the International Convention: Annex I of the Convention (2018 Prohibited List) entered into force for both States Parties and the Sport Movement on 1 January Follow-up to Resolution 6CP/3 concerning Values Education as one of the core challenges to strengthen the implementation of the Convention and consideration by Bureau members: Values Education endorsed by Bureau as a priority focus area in the advocacy and awareness raising on the implementation of the Convention; Ownership and empowerment of all concerned stakeholders needs to be strengthened with Bureau s leadership at regional and international levels; Each Bureau member to advocate within their geographical scope to stress for ways and means for States Parties to implement the COP Resolution and report on it;

2 WADA and Secretariat to explore means to address and reflect COP6 Resolution on Values Education at WADA II Global Education Conference to held from 24 to 25 October Follow-up to Resolution 6CP/4 (notification letter to non-compliance) and Resolution 6CP/7 concerning compliance Label to the International Convention against Doping in Sport: Notification Letter to be supported by a user-friendly document to be prepared by the Secretariat to assist concerned States Parties to ensure proper followup; The Secretariat to prepare preliminary guidelines and background document for the Compliance Label, in line with the Operational Guidelines' scope and objective. Outcomes to be discussed during Bureau s next meetings and for eventual submission to COP7 for consideration. 6. Follow-up to Resolution 6CP/6 concerning standardizing a framework approach of Policy Advice on national anti-doping, particularly deemed at concerns: A draft standard framework to be prepared by the Secretariat and presented to Bureau at it next session for considerations. 7. Follow-up to Resolution 6CP/8 related to the Policy Advice Project in the Russian Federation: Bureau recommends thorough review of the outcomes documents of the International Consultants and reports provided by the Russian Federation; Follow-up to this matter to be addressed at the next Bureau meeting; Secretariat tasked to submit a guidance note consequently. 8. Update by the Secretariat on concerns raised by WADA related to Paraguay: Based on the update from both the Secretariat and WADA, the Bureau tasked the Dominican Republic, as Vice-Chair for Latin American and Caribbean, Deputy-Minister Marcos Diaz, to monitor the matter in liaising with the national competent authorities of Paraguay and share the outcomes on the status and development on the issue. A progress report is expected before the next Bureau meeting from the Vice-Chair, Deputy-Minister Marcos Diaz. 9. Evaluation of the International Convention against Doping in Sport (6CP/15): An evaluation plan, including associated cost and timeline, was submitted by the Secretariat to the Bureau which approved it. Next step will consist for the UNESCO Internal Oversight Office to report to the Executive Board at its session in April Concomitantly, the Secretariat to ensure follow-up in accordance with COP6 Resolution on the subject.

3 Each Bureau member to ensure a follow-up and monitoring of the plan at respective regional levels and share progress report at the next Bureau meeting. The Secretariat to act accordingly on areas of relevance to its role. 10. Rethinking the strategy and challenges of the International Convention against- Doping in Sport: Item rescheduled for next Bureau meeting to leave space to Bureau members for thorough input based on Secretariat s guidance to be sent prior to the next Bureau meeting. 11. Follow-up to Resolution 6CP/5 concerning Operational Guidelines and Framework of Consequences: Working Group established by February 2018, following correspondence addressed to all States Parties accordingly. Comprising 26 States Parties, the Working Group will meet for the first time on 26 March 2018 at UNESCO Headquarters. Preliminary Draft of the Operational Guidelines and Framework of Consequence were finalized and shared with Working Group members. Upon outcomes of first meeting of the Working Group, the Secretariat will share the document with the States Parties for comments and feedback. 12. Wrap-up on measures to be conducted up to the next Bureau meeting: Item to be reconsidered based on draft guidance to be provided by the Secretariat prior to next Bureau meeting. 13. Funding and resources challenges to support the overall process of COP6 follow-up: Bureau adopted the principle to establish a Task Force to explore ways and means on financial constraints that the Convention is facing along with the emergency to reinforce the Anti-Doping Fund. Bureau will support the implementation of COP6 Resolution concerning the particular focus on 1% funding mechanism newly established. Each Bureau member tasked to ensure that in their respective regional premise advocacy and awareness raising is on consistent track. The Republic of Korea to lead in Asia and Pacific Region to mobilize as per the above and share their practice with all Bureau members. Approval Committee to the Fund to work jointly with the Bureau to ensure a harmonized approach and reach target set by COP6 Resolution on the matter of 1%. 14. Communication and information issues related to the Convention and Bureau Bureau agreed that communication and information issues related to the Convention is a weakness to be addressed.

4 The Secretariat should contract a communication specialist to propose a communication strategy and plan, with social media as key component, an newsletter to share stories and exchange information. UNESTEAM to serve for communication exchange, both for the Bureau and States Parties; WADA and UNESCO to share their respective communication platform where possible and optimize the visibility of the Convention, COP and relevant antidoping matters. 15. Date, place of next Bureau meeting and closing of the 1 st Bureau meeting: Romania offered to host the 2 nd Bureau meeting in September 2018, subject to reconsideration in October after clarification of no conflicting event in September The Dominican Republic to host the 3 rd Bureau meeting to be held between last week of January 2019 or first week of February 2019.
