With the perspective to change to Headquarters level (UNDP New York) for the third year of assignment II. Job Purpose and Organizational Context The Junior Programme Officer will support the Democratic Governance Unit of UNDP Pakistan in supporting democratic development and the promotion and protection of human rights and the rule of law in Pakistan. The Democratic Governance Unit works toward improved governance in Pakistan by supporting the devolution and decentralization objectives through political and fiscal devolution, transparency and accountability, strengthening of state institutions, capacity and promotion of local participation and ownership. SDG Localization and human rights approaches to development are cross-cutting themes. The JPO will be reporting to the Assistant Country Director of the Democratic Governance Unit and work in close collaboration with other Units of UNDP Pakistan. Within the DGU, the JPO will primarily support the Decentralization & Local Governance portfolio, as well as the Rule of Law and Parliamentary Support projects. III. Supervision Title of Supervisor: Assistant Country Director Content and methodology of supervision: As part of the UNDP JPO programme overall framework, the JPO will benefit from the following supervision modalities: Structured guidance provided by the supervisor, especially in the beginning of the assignment, with the purpose 1

2 of gradually increasing the responsibilities of the JPO Establishment of a work plan, with clear key results Effective supervision through knowledge sharing and performance/development feedback throughout the assignment Easy access to the supervisor Participation in Unit/Team/Office meetings to ensure integration and operational effectiveness Guidance and advice in relation to learning and training opportunities within the field of expertise Completion of the yearly UNDP Performance Management Document (PMD) If more than one supervisor; clear agreement of the roles and responsibilities between the relevant parties III. Duties and Responsibilities and Output expectations In this section list the primary responsibilities of the position. Tip: Focus on what the job entails now how to do the job. 1) Contribute to the formulation of programs and projects in the areas of Democratic Governance for UNDP within the framework of the Country Programme Document (CPD) and One Programme III. In particular: Focus should be on country-wide decentralized mechanisms/structures and on localizing the Agenda 2030 and Pakistan s Vision 2025 in the course of devolution after the 18 th Pakistani Constitutional Amendment. This will involve: preparation of concept notes; organization of project formulation and appraisal process including managing consultants and coordinating with UN agencies, government implementing partners, donors, civil society, etc.; ensuring quality and compliance of project design; managing the process of final appraisal and approval of the projects. 30% 2) Monitoring and quality assurance of implementation of assigned programs and projects through, interalia, participation in periodic field visits; organization of and reporting on the Review Meetings; assistance to mandatory annual external audit, etc., so as to ensure that projects are implemented and their outputs and impact being assessed in pursuance of the stated objectives of the projects. In this regard ensure that the results envisaged under the Strategic Plan and Common Country Program Action Plan for the UNDP Pakistan Democratic Governance Program are achieved; ensure procedural compliance. 25% 3) Develop linkages with other on-going and pipeline initiatives of UN Agencies and UNDP particularly in the area of governance. 15% 4) Coordinate with other UN Agencies, bilateral and multilateral donors for the objectives of the program. Identify possible sources for technical and financial resource mobilization. 10% 5) Liaise with other government and development partners for knowledge sharing on democratic governance, support to elections, support to parliament and decentralization issues. 10% 6) Identify best practices and lessons learnt and facilitate in projecting the impact of the various projects on their beneficiaries. Provide success stories from the field and enhance the visibility of the interventions of UNDP. 10% 2

Recruitment Qualifications Education: Master s Degree in Law or equivalent Advanced Degree in a related field of expertise Experience: 1. A minimum of two years, preferably three years, of paid working experience in governance, rule of law and rights-based development 2. Work experience in developing countries, preferably in the Asia-Pacific region would be desirable Language Requirements: 1. Working knowledge of English is required 3

Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: Participate in workshops/seminars organized by UNDP led projects and other national and international partners working in the field of democratic governance; Participate in the programme retreats to be organised by the office, which will cover issues related to Governance Attend in-house knowledge sharing events; Corporate programme/project and resource management tools and methods; Have access to corporate online learning portal with self-learning trainings; With agreement from the supervisor, attend regional and national conferences/workshops as a participant or speaker; VII. Background Information Information on the receiving office: The Democratic Governance Unit of UNDP Pakistan works to support democratic development and the promotion and protection of human rights and the rule of law in Pakistan. The Unit works toward improved governance at federal, provincial and particularly district levels by supporting the devolution and decentralization objectives through political and fiscal devolution, transparency and accountability, strengthening of state institutions, capacity and promotion of local participation and ownership. Thereby UNDP Pakistan focusses on rights-based approach to development and the localization of the SDGs as cross-cutting themes. UNDP Pakistan also supports promotion of human rights and the rule of law through provision of support to the justice and security sector. Support to rule of law aims at promoting an enabling environment, to secure peace and stabilization by enhancing confidence and trust of the local communities in the rule of law institutions and ensuring improved law enforcement, speedy justice, including that of informal justice system. Strong, credible and effective governing institutions that have the confidence of the citizens and meet their needs and aspirations are the foundations of sound governance. UNDP is currently engaged in providing support to capacity development of parliamentarians, parliamentary officials and civil society partners to strengthen parliamentary oversight and policy guidance. Strengthening parliamentary oversight and women parliamentarians caucus on peace, security and stabilization are concurrent 4

5 objectives. The Democratic Governance Unit supports the provincial governments to build and strengthen the capacity of governance institutions and district courts to develop effective and timely justice systems, improved criminal investigation and prosecution, and civilian oversight mechanisms. UNDP also works to increase access to justice and legal aid for vulnerable groups and promotes informal justice mechanisms where these offer optimal results. Our ongoing efforts are helping to consolidate, strengthen and extend Government and civil society capacity and systems to manage external development resources in a results-based manner to achieve Pakistan s national development goals. Living conditions at the Duty Station: Non- family Duty Station - means that you are not allowed to bring any family members. Islamabad is the capital of Pakistan with many expatriate staff. The JPO will be stationed in UNDP Office in Islamabad, Pakistan, which is situated in UN House, 4th Floor, Serena Business Complex, Khayaban-e- Suharwardi, Sector G-5, Islamabad.
