Robinson, General Manager Departent of Transportation SUBJECT: RENEWAL OF EE TEMPORARY PREFERENTIAL PARKING. DISTRICTS (NOS AND 1) IN CD 13 FOR 12 MORE MONTHS (C.F. NOS , , AND ) RECOMMENDATIONS for Council action: 1. FIND that the renewals of Teporary Preferential Parking District Nos. 76, 1, and 112, pursuant to Los Angeles Municipal Code (L.A.M.C.) Section 8.58.d, are exept fro the Ca lifornia Environental Quality Act (CEQA) under the General Exeption (Article II, Section 1 of the 22 Los Angeles City CEQA Guidelines). 2. FIND that the parking probles that led to the establishent of Teporary Preferential Parking District Nos. 83, 96, and 1 still exist and that no peranent solutions have been found. 3. ADOPT the accopanying THREE RESOLUTIONS renewing Teporary Preferential Parking District Nos. 83, 96, and 1 for 12 ore onths, until August 18, 211, August 18, 211 and August 17, 211, respectively, pursuant to Section 8.58.d of the L.A.M.C. 4. Dl RECT the DOT to prepare Notices of Exeption reflecting Council's actions under Recoendation No. 1 above and fi le such notices with the City and County Clerks within five working days of the City Council's action. DISCUSSION: Teporary PPD Nos. 83, 96 and 1 are all in CD 13. Teporary PPD Nos. 83 and 96 wi ll expire, unless renewed, on August 18, 21. Teporary PPD No. 1 will expire on August 17, 21 unless renewed. Teporary Preferential Parking District (PPD) No. 83 was established by Council Action on Septeber 12, 2 (C.F ), and reestablished on August 13, 22, and renewed annually thereafter. Teporary PPD No. 96 was established on Septeber 5, 2, reestablished on August 13, 22 and renewed annually since its reestablishent. Teporary PPD No. 1 was established by Council Action on April 17, 21 (C.F. 1-74), reestablished by Council Action on August 13, 22 and renewed by Council annually thereafter.

PPDs 83, 96, & -., July 19, 21 Background Councileber Garcetti of Council District 13 sent letters (copies attached) to the Departent stating that the conditions that led to the establishent of Teporary PPD Nos. 83, 96, and 1 still exist, indicating that there seeed to be no other viable easures to address the ipacts, and requesting the renewal of Teporary PPD Nos. 83, 96, and 1 for another year. Maps of the Teporary PPDs proposed for renewal are attached. The City Council has the authority, pursuant to Los Angeles Municipal Code Section 8.58.d, to establish Teporary PPDs by resolution "to provide rel ief for residents who suffer an excessive parking ipact... as the resu lt of any conditions which ipact fewer than six blocks and which, in the judgeent of the Council eber of the District and after consultation with the Parking Adinistrator, deserve iediate rel ief until a peranent solution can be found". Teporary PPDs are liited in duration to a axiu of 12 onths fro the date of approval of the resolution. Teporary districts ay be renewed on an annual basis by resolution until either a peranent solution is found or the proble ceases to exist. Each of the proposed renewals of Teporary PPD Nos. 83, 96, and 1 would restrict parking in a five-block or saller area for 12 onths. Because of the liited sie of the Teporary PPDs and the duration of the renewals, DOT has concluded that the proposed renewals of Teporary PPD Nos. 83, 96, and 1 wi ll not significantly ipact the environent. Therefore, the renewal of each of these districts falls with in the exeption of section 1561 (b)(3) of the State CEQA (Ca liforn ia Environental Quality Act) Guidelines and of Article II, Section 1 of the City's 22 CEQA Guidelines, wh ich provide, "These Guidelines apply generally to discretionary actions by City agencies wh ich ay have a significant effect on the environent. However, where it can be seen with certainty that there is no possibility that the activity in question ay have a significant effect on the environent, the activity is not covered by CEQA and these Guidelines do not apply." FISCAL IMPACT STATEMENT: Revenue fro the sale of perits will cover the additional cost of ipleenting, adinistering, and enforcing Teporary PPD Nos. 83, 96, and 1. Furtherore, the City ay gain additional General Fund revenue fro the issuance of parking citations to violators of the District's parking restrictions. COORDINATION: Councileber Garcetti requested the renewals of Teporary Preferential Parking District Nos. 83, 96, and 1 to provide continued rel ief to the residents of these PPDs fro the adverse parking ipacts they were experiencing prior to the establishent of these Districts. 3 RESOLUTION RENEWAL OF TEMPORARY PREFERENTIAL PARKING DISTRICT NO. 83 FOR MAUBERT AVENUE BETWEEN VERMONT AVENUE AND RODNEY DRIVE WHEREAS, on Septeber 12, 2, the Council adopted a Resolution (C. F ) establishing Teporary Preferential Parking District (PPD) No. 83; which was reestablished on August 13, 22, has been renewed several ties, and is currently due to expire on August 18, 21 ; and WHEREAS, Councileber Garcetti has deterined that the conditions that originally justified this Teporary PPD; which include regular intrusion of vehicles associated with eployees, custoers, and visitors fro the Children's Hospital, Kaiser Peranente, and Veront-Sunset Metro Rail station, still exist, and no other viable easure to resolve the resulting parking shortage in the neighborhood is available; and WHEREAS, Councileber Garcetti has requested the renewal of Teporary PPD No. 83 for 12 ore onths to provide continued relief to the residents of the District fro the adverse parking ipact they were experiencing prior to the establishent of the District; and WHEREAS, Los Angeles Municipal Code Section 8.58.d authories Teporary PPDs to be renewed on an annual basis by resolution until either a peranent solution is found or the proble ceases to exist. NOW, THEREFORE BE IT RESOLVED, that the City Council, pursuant to Los Angeles Municipal Code Section 8.58.d hereby renews Teporary PPD No. 83 for an additional12 onths until August 18, 211; and BE IT FURTHER RESOLVED, that all other ters and conditions of Teporary PPD No. 83 reain unchanged.

Main Street, 1 1 h Floor Los Angeles, CA 9 12 Dear Ms. Robinson: RE: REQUEST FOR RENEWAL OF TEMPORARY PREFERENTIAL PARKING DISTRICT (#83) On August 15, 27, the City Council renewed a Teporary Preferential Parking District for both sides of Maubert A venue between Veront A venue and Rodney Drive to address the situation where the neighborhood surrounding the Children's Hospital/Kaiser PeranenteN eront-sunset Metro Rail Coplex is bearing the brunt of a draatic increase in the deand for parking fro patrons and transit users of these new facilities. These adjacent neighborhood streets are used for parking instead of very liited off-street parking facilities which are teporarily affected by construction activities. The hoeowners are regularly precluded fro parking in front of their own hoes. Without the Teporary Preferential Parking District, this situation resulted in an excessive parking ipact upon the residents of this street, fro which iediate relief was sought. Those conditions still exist in this neighborhood. Until the ajor hospital reconstruction activities are copleted, there does not see to be any other peranent solution to this proble other than the continuation of the Teporary Preferential Parking District. I support the continued posting of"2 HOUR PARKING, 8 AM to 8 PM, MONDAY THROUGH SATURDAY, NO PARKING 8 PM to 8 AM MONDAY THROUGH SATURDAY, VEHICLES WITH DISTRICT #83 PERMITS EXEMPTED" parking restrictions; which are posted for both sides of the street on Maubert A venue between Veront A venue and Rodney Drive. 6 Since the current Teporary Preferential Parking District expires on August 18, 21, and the probles that justified its ipleentation still exist, I request that the Departent of Transportation pr6ceed with the renewal process for this Teporary Preferential Parking District for one ore year.
