2 Minutes of Regular Council Meeting - Monday, March 12, 2018 Page # 2 2. PUBLIC PARTICIPATION Colin Neilson, resident of Oak Bay, addressed Council about the Fire Dispatch Service Selection. He informed Council he was a member of the RCMP when the Capital Regional District (CRD) brought 911 to Victoria. He worked with other members to convince the CRD and municipalities to create a centralized dispatch centre for Fire and Police. He noted the police consolidated centre is now being constructed and all the municipalities in the CRD came together to make it happen. Mr. Neilson informed Council he had just come from the Township of Esquimalt Council meeting where they passed a motion to transfer their fire dispatch to Surrey Dispatch. He also noted Sidney, North Saanich and View Royal have the item on their Council agendas this week. He expressed his disappointment in Saanich, who have been doing a review of their Fire Dispatch services since 2015, and seem to have brushed the five Fire Departments aside when Victoria and Saanich began negotiations. He informed Council at the CRD meeting held December 13 th, 2017, a motion was passed requesting staff at the CRD talk to staff at Victoria, Saanich and Langford to look at reinstituting the idea of a single dispatch centre, using the E-Comm model. He suggested if Council chooses to go ahead with Surrey Dispatch to include an escape clause as Saanich may have change of mind when they realize the loss of revenue. He noted Saanich s contract with E-Comm states their costs will not go down if they lose any contract agencies. Mr. Neilson suggested that Saanich create a lease with the CRD and turn the entire dispatch over to E-Comm, and get out of the business of running a dispatch centre. He noted there are many large fire departments in BC that are successfully remotely dispatched; they do not need to own their own centre. 3. MAYOR'S MESSAGE Discussion Item: No Documentation Mayor Hamilton advised the Victoria Flower Count runs until March 14 th. Councillor Nault advised the Urban Forest Bylaw Task Force is meeting on Thursday, March 15 7:00 p.m. and anyone is welcome to make comments on the proposed Urban Forest Bylaw. Mayor Hamilton advised the Green Team was in Colwood on the weekend doing work in one of the parks. Mayor Hamilton advised there is an upcoming Tsunami and Earthquake Awareness being held in March and April.

IPAC Lieutenant Governor's Silver Medal Re: Nomination for the 2018 Lieutenant Governor's Silver Medal for Excellence in Public Administration Mayor Hamilton provided an overview the IPAC Lieutenant Governor's Silver Medal for excellence in Public Administration. The Chief Administrative Officer explained staff is looking for direction from Council if they wish to consider applicants for the award. If Council would like to discuss possible recipients, an In- Camera Council meeting would be required. MOVED BY: COUNCILLOR DAY SECONDED: COUNCILLOR CHONG That an In-Camera meeting be scheduled to discuss potential recipients for the 2018 Lieutenant Governor s Silver Medal for Excellence in Public Administration Award. 6. NEW BUSINESS 6.1. PROTECTIVE SERVICES Letter - Chief Administrative Officer, District of Saanich Re: Fire Dispatch Agreement - Extension to Current Agreement FIR The Chief Administrative Officer, Ian Howat, explained that Colwood s Dispatch Agreement with the District of Saanich expired at the end of 2017 and that Saanich provided an extension to the agreement until March 31, 2018 due to challenges with the proposed new contract. A joint Request for Proposal for Fire Dispatch Service went out in January 2018: at that time one municipality requested that Saanich extend the agreement until the end of April resulting in Saanich offering the same extension to the other municipalities participating in the Request for Proposal process. MOVED BY: COUNCILLOR DAY SECONDED: COUNCILLOR LOGAN That Colwood apply to the District of Saanich for an extension to the current Fire Dispatch and Communications Services Agreement; and

5 Minutes of Regular Council Meeting - Monday, March 12, 2018 Page # 5 That Council authorize the Mayor and Chief Administrative Officer to execute an extension to the current Fire Dispatch and Communications Services Agreement with the District of Saanich, to expire April 30, Report - Chief Administrative Officer Re: Fire Dispatch Service Selection FIR The Chief Administrative Officer, Ian Howat, provided an overview of his March 6, 2018 report regarding Fire Dispatch Service Selection. Mr. Howat explained that in November 2017 all of the municipalities currently served by the District of Saanich for Fire Dispatch were informed the rates were going to increase considerably. Five of the municipalities (Colwood, View Royal, Esquimalt, North Saanich and Sidney) whose contracts had expired met and felt it was best for the municipalities to undertake a Request for Proposal process to ensure they are receiving the best value and service. Mr. Howat reported that the five municipalities worked well together throughout the evaluation process. Further, that a robust review was done of the proposals and the municipalities feel confident in suggesting that Surrey Dispatch should be selected as Colwood s dispatch service provider for five years. Council asked if there is any concern with being familiar with the region by having dispatch done further afield and Fire Chief Cassidy responded that it is common for dispatch services to dispatch agencies remotely. He noted that setting up mapping solutions and databases is done and then it is just answering phones and transferring data information; therefore, there should not be any issues. MOVED BY: COUNCILLOR NAULT SECONDED: COUNCILLOR LOGAN That the Fire Dispatch Proposal received from the City of Surrey in response to the joint Fire Dispatch RFP process be accepted as the preferred proposal and that staff begin the process to conclude a transition program and contract.

6 Minutes of Regular Council Meeting - Monday, March 12, 2018 Page # FINANCE AND ADMINISTRATION Recommendations - Committee of the Whole Meeting Re: Grant in Aid recommendations (Refer to last page of minute excerpt for a summary) [Referred from Committee of the Whole Budget Meeting held January 15, 2018] Councillor Gordie Logan, Chair of the January 15, 2018 Committee of the Whole meeting, provided an overview of the Committee s discussion regarding Grant in Aid recommendations. He explained that the Committee considered many applications for grant in aid funding which resulted in the recipients and amounts as noted in the Committee s recommendations. Bylaw No First, Second and Third Readings "Urban Forest Bylaw" No. 1710, 2017, Amendment No. 1 (Hazardous Trees), Bylaw No. 1724, 2018 A) Report - Manager of Building Inspections and Bylaw Services B)Bylaw No Consideration of First, Second and Third Readings URB The Manager of Building Inspections and Bylaw Services, Paul Preston, provided an overview of his March 1, 2018 report regarding "Urban Forest Bylaw" No. 1710, 2017, Amendment No. 1 (Hazardous Trees), Bylaw No. 1724, He explained the report addressed the resolution passed at the Regular Meeting of Council on February 26, 2018, which is to add an exemption to the interim Urban Forest Bylaw pertaining to hazardous trees. Mr. Preston noted hazardous tree is a definition within the bylaw and it pertains to risk of person injury, death, or property damage. Legal Counsel supported retaining the definition with the bylaw. Mr. Preston advised Staff have the ability to deal with dead or trees in decline that can be identified through documentation and photographs. Councillor Nault explained that the task force would have preferred hazardous trees not require an arborist report, but determined it best due to legal implications should a tree be misidentified, and the tree causes damages or injury. It was noted that in many cases a hazardous tree can be a healthy tree. The change is removal of the requirements such as deposit, replacement tree and security, making the process simpler with the exception that an arborist report will still be required. It was noted that if Staff is certain that a tree is dead, damaged or diseased, they can make a determination for the removal of the tree.
