Call to Order 2. Disclosure of Pecuniary Interest Under the Municipal Conflict of Interest Act 2.1 Councillor Don Fisher declared a conflict of pecuniary interest with respect to agenda item 6.1, Report from the Committee of the Whole, numbers 12 and 13, the Victoria Street Pedestrian Street Bridge, the Elora BIA Budget and the West Mill Street Project due to his ownership of property potentially impacted by these items. Councillor Kirk McElwain declared a conflict of pecuniary interest with respect to the Community Impact Grants, agenda item 6.1, Report from the Committee of the Whole, numbers 2, 3, 8 and 9 due to his work with Sensational Elora. Presentations/Announcements 3.1 Rob Black, County Councillor Ward 5 noted he is the Chair of the Information, Heritage and Seniors Committee and Chair of the Wellington County Library Board and also sits as a member on the Social Services Committee. He provided an update on the hospital project, noting it is on schedule to be completed by the end of He noted the new trail across from the museum which runs along the Grand River, featuring interpretive sites, new stairs and benches. R. Black noted the ongoing activities at the libraries, highlighted the work and staff at the Wellington Terrace and provided an update on local affordable housing projects and the National Housing Strategy. He responded to questions regarding a long term care strategy, and heritage activities the County is involved in. 3.2 Mayor Linton provided an update on County Council activities including the appointment of an Integrity Commissioner, receipt of a study outlining all the various Provincial reporting requirements the County is required to fulfill. 3.3 Councillor's Committee Updates Councillor Fred Morris invited everyone to attend the Senior Centre s Christmas luncheon on Wednesday, December 20th at noon. He also noted the membership numbers continue to approach the 1,000 milestone. Councillor Kirk McElwain provided an update from the Grand River Conservation Authority on the status quo of the Montrose Dam. Councillor Mary Lloyd noted recent meetings concerning physician retention and recruitment, encouraging people to register with healthcareconnect.ca if they are in need of a family doctor. 4. Confirmation of Agenda 4.1 Moved by Councillor Mary Lloyd, Seconded by Councillor Don Fisher. THAT Council of Township of Centre Wellington confirm the agenda for the meeting held December 18, Page 2 of 12

3 5. Confirmation of Minutes 5.1 Moved by Councillor Steven VanLeeuwen, Seconded by Councillor Kirk McElwain. THAT the minutes of the Council meeting held November 30, 2017 be adopted as circulated. 6. Report from the Committee of the Whole December 5,6 & 8, Dan Wilson, Managing Director of Corporate Services/Treasurer provided an overview of information requested by Councillor Kitras regarding funding for communications and responded to questions. Moved by Councillor Steven VanLeeuwen, Seconded by Councillor Don Fisher. THAT the Council of the Township of Centre Wellington approve Items 1, 4 through 7, 10, and 11 of the Report from the Committee of the Whole dated December 5, 6 and 8, 2017 as follows: 1. THAT the Council of the Township of Centre Wellington approves the inclusion of a full time Municipal By-law Enforcement Officer position in the 2018 budget. 4. THAT the Council of the Township of Centre Wellington eliminate Project , the Jobs and Investments Incentive Grant Program in the amount of $220,000 from the capital budget; AND THAT the Economic Development operating budget be amended to reflect this change. 5. THAT the Jobs and Investment Incentive Program policy be amended to include Council s direction that applications under this program be presented to Council for approval. 6. THAT the Council of the Township of Centre Wellington give three readings to a bylaw to authorize the Mayor and Clerk to execute an Early Payment Agreement/Credit Agreement between the Corporation and Sorbara FBH G.P. Inc. in respect of offsite works related to draft plan of subdivision 23T THAT Council direct staff to include in the capital budget $10,000 for the review and assessment of the Mayor and Council remuneration and time commitment. THAT the Council of the Township of Centre Wellington adopt Report No. COR dated December 5, 2017 regarding additional financial disclosure requirements for the 2018 budget year pursuant to Ontario Regulation 284/ THAT the Council of the Township of Centre Wellington pass a by-law to establish the fees and charges for various services provided by the municipality, and to repeal by-law as amended. Moved by Councillor Stephen Kitras, Seconded by Councillor Steven THAT Council remove the $3,000 from the administration line in the financial services budget for communications. 6.2 A recorded vote was requested: Moved by Councillor Mary Lloyd, Seconded by Councillor Steven THAT the Council of the Township of Centre Wellington adopt the 2018 budget, as amended. 5 THAT the Council of the Township of Centre Wellington approve Items 2, 3, 8 and 9, of the Report from the Committee of the Whole dated December 5, 6 and 8, 2017 as follows: 2. THAT the Council of the Township of Centre Wellington approves the $3,000 increase to the Community Impact Grants Program as recommended in the 2018 draft budget for total grants available of $55, THAT the Council of the Township of Centre Wellington denies the request from Elora Fergus Gear Grinders to waive the rental fee in the amount of $ for use of the CW Community Sportsplex; AND FURTHER THAT the request from the Grand Quilt Guild, Quilts on the Grand be approved in the amount of $1,500; AND FURTHER THAT the balance of $1,500 be forwarded to the Community Services Advisory Committee to distribute in accordance with the Community Impact Grant Program. 8. THAT the Council of the Township of Centre Wellington approves the grant allocations as outlined in Appendix A to Report CS , dated December 5, THAT the Council of the Township of Centre Wellington direct the Community Service Advisory Committee to review the Community Impact Grant Policy and provide a recommendation and options regarding the future direction of the grant program, including the review of the specific annual grant list. 6.4 Councillor Don Fisher having declared a conflict of pecuniary interest did not participate in the discussions nor did he vote on the following resolutions. THAT Council of Township of Centre Wellington adopt capital budget project , West Mill Street and project , Victoria Street Pedestrian Bridge. 7. Consideration of Reports, as amended 7.1 Community Services Advisory Committee Appointment Report from D. Smith, Manager of Program and Event Services Moved by Councillor Don Fisher, Seconded by Councillor Kirk McElwain. THAT the Council of the Township of Centre Wellington appoint Maya Karmakar-Johnson to the Community Services Advisory Committee; representative from the youth community, for the duration of the current term of Council. 7.2 Appointment of an Integrity Commissioner Report from K. O'Kane, Manager of Legislative Services / Municipal Clerk Moved by Councillor Stephen Kitras, Seconded by Councillor Kirk McElwain. THAT the Council of the Township of Centre Wellington appoint Guy Giorno, Partner, Fasken Martineau as the Integrity Commissioner for the Township, effective January, 2018 for a 4-year term; AND THAT the Mayor and Clerk be authorized to enter into an agreement with the County of Wellington and participating area municipalities for shared services of the Integrity Commissioner. 7.3 Appointments to the Fergus Business Improvement Area Board Report from K. 7 THAT the Council of the Township of Centre Wellington appoint the following to the Board of Management for the Fergus Business Improvement Area: Kim Jefferson, Chair Debb Greer, Treasurer Ann Axion Tanya Graham Natalie McNeill Bonnie Shortill AND THAT By-law be amended to reflect the new executive to the Board of Management for the Fergus Business Improvement Area, pursuant to s. 204(2) of the Municipal Act 2001, as amended Interim Tax Levy By-law Report from D. Wilson, Managing Director of Corporate Services / Treasurer Moved by Councillor Don Fisher, Seconded by Councillor Steven THAT the Council of the Township of Centre Wellington pass a By-law to provide for an Interim Tax Levy for 2018 and to provide for the payment of taxes by installments Temporary Borrowing By-law Report from D. THAT the Council of the Township of Centre Wellington pass a By-law to establish temporary borrowing for Single Source Award for Groundwater Modelling Support (Long Term Water Supply Master Plan) Report from D. Wilson, Managing Director of Corporate Services / Treasurer provided an overview of the report and Colin Baker, Managing Director of Infrastructure Services responded to questions regarding the groundwater modelling support and clarified the scope of the assignment. Moved by Councillor Mary Lloyd, Seconded by Councillor Don Fisher. THAT the Council of the Township of Centre Wellington authorize the single source retainer contract award to Matrix Solutions Inc. for a total upset limit of $50,000, exclusive of HST, funded from the Long Term Water Supply Master Plan capital project, as outlined in Report COR , dated December 18, Zoning Amendment Application RZ06/ Highway 6, Nichol Report from M. Iglesias, Senior Planner B. Salmon, Managing Director of Planning and Development provided an overview of the report. Moved by Councillor Steven VanLeeuwen, Seconded by Councillor Stephen Kitras. THAT the Council of the Township of Centre Wellington approve application RZ06/17 and the appropriate zoning by-law amendment be given three readings. 7.8 Demolition Control Sideroad 11 (Former Township of Pilkington) Report from R. Bossence, Chief Building Official R. Bossence, Chief Building Official provided an overview of the report and responded to questions regarding the house construction. Moved by Councillor Stephen Kitras, Seconded by Councillor Steven THAT the Council of the Township of Centre Wellington approves the issuance of a demolition permit to demolish the single detached dwelling located at 7132 Side Road 11, former Township of Pilkington, Part Lot 10, Concession 6 WOGR. 7.9 Elora Greenspace Lease Renewal Agreement Report from R. THAT the Council of the Township of Centre Wellington authorizes the Mayor and Clerk to execute the renewal of the lease agreement between Suncor Corporation and the Township for the green space located at 25 Mill Street West, Elora Connecting Links Program Application St. David Street North (Highway No. 6) Reconstruction from St. Andrew Street to Edinburgh Avenue Detailed Design Phase Report from A. Dickieson, Engineering Services Coordinator Moved by Councillor Fred Morris, Seconded by Councillor Don Fisher. THAT the Council of the Township of Centre Wellington provides its full support for a Connecting Links Program Application for the detailed design of St. David Street North (Highway No. 6) from St. Andrew Street to Edinburgh Avenue in the amount of $57,382 including the non-rebate HST. AND THAT Council authorize staff to commit the Township s share of the project costs in the amount of $110,432 to be funded from reserves as outlined in this report should the Township s grant application be successful. AND THAT Council authorize the Mayor and Clerk to execute Connection Links funding agreements should the Township s grant application be successful Recommendation of Award for Request for Tender #47-17 Rehabilitation of St. David Street (Highway No. 6) Bridge Over Grand River, Structure 2-F, MTO , Fergus Report from D. Wilson, Managing Director of Corporate Services / Treasurer D. Wilson, Managing Director of Corporate Services / Treasurer provided an overview of the report and outlined the bids received. Information Items Colin Baker, Managing Director of Infrastructure Services and Denis Hollands, Triton Engineering responded to questions regarding the scope of work and provided an explanation regarding the higher than estimated costs within the bid. Moved by Councillor Mary Lloyd, Seconded by Councillor Fred Morris. THAT the Council of the Township of Centre Wellington award the Request For Tender #47-17 Rehabilitation of St. David Street (Highway No. 6) Bridge Over Grand River, Structure 2-F, MTO , Fergus to McLean Taylor Construction Limited in the amount of $3,509,980.75, including contingency and excluding HST; AND FURTHER THAT funding for this project be amended as outlined in Corporate Services Report COR , dated December 18, Election Policies and Procedures Report from L. Miller, Supervisor of Customer Service / Deputy Clerk Received for information. 9. By-laws , A By-law to authorize the Mayor and Clerk to execute an Agreement between Sorbara/FBH G.P. Inc. and The Corporation of the Township of Centre Wellington (Early Payment Agreement / Credit Agreement) , A By-law to amend By-law , as amended, being a Bylaw to appoint members to the Board of Management of the Fergus and Elora Business Improvement Areas Pursuant to s. 204(3) of the Municipal Act, as amended , A By-law to provide for an Interim Tax Levy and to provide for the payment of taxes by installments , A By-law to establish Temporary Borrowing for , A By-law to authorize the Mayor and Clerk to execute a Lease Agreement between The Corporation of the Township of Centre Wellington and Suncor Energy Products Partnership.
